Strategic Multi-Modal Investment Funds

Recognizing the significance Multi-Modal infrastructure has on the State’s economy and its importance to the citizens for jobs and the transportation of goods and services, the Mississippi Legislature established the Strategic Multi-Modal Investments Fund (SMIF) during the 2023 Regular Session. The SMIF was established to increase the capacity for the movement of freight and increase economic activity at the airports, ports and railroads located in this state and to support long-term economic growth in the state. The legislature provided the necessary authority to initially fund the program up to $30 million.

In continuation of the program, the 2026 Legislative Session earmarked $10 million of Capital Expense funds received by MDOT. In accordance with Miss. Code Ann. § 65-1-901 and rules and regulations established by the Department, MDOT will administer the Strategic Multi-Modal Investments Fund for necessary investments and repairs to airports, ports, and railroads in the state.

In accordance with the legislation, the following goals have been established:

• Goal 1 – Fund projects that increase the capacity for freight movement in the State.
• Goal 2 – Fund projects that increase economic activity at the ports, airports and railroads within the State.
• Goal 3 – Fund projects that support long-term economic growth in the State.

Multi-Modal Transportation Improvement Program

The Multi-Modal Transportation Improvement Program (MTIP) is administered by the Mississippi Department of Transportation for the improvement of airports, ports, railroads, and transit systems in the state.

Airport, port, and rail projects must be related to capital improvements or the rehabilitation of basic infrastructure and outside of the normal operating budget. Transit projects include capital and certain other expenses that meet FTA eligibility requirements. Projects cannot be for routine maintenance or administrative or operational expenses.

These grants support small teams collaborating closely with the community to enhance turnout and engagement around pivotal civic events.  

The tiered structure ensures a “right need, right time” approach by matching funding to an organization’s specific capacity and geographic footprint. 

Tier 1: Surgical Focus

• The Target: Small, grassroots organizations or neighborhood civic associations. 
• The Logic: This is laser-focused on SPLC-priority precincts. These are majority-minority areas where voters of color have lower-than-average turnout and face structural barriers. 
• The Footprint: Designed for a highly localized reach of approximately 2,000 to 5,000 voters.

Pregnant and Parenting Women and Men with Dependent Children (PPWMDC) Childcare Specialist Program

The Mississippi Department of Mental Health (MSDMH), Division of Alcohol and Drug Addiction Treatment Services (DADATS) is continuing a temporary pilot program to address the childcare needs of the Pregnant and Parenting Women and Men with Dependent Children (PPWMDC) Program.

One specific need is the educational and developmental needs of children of the clients who are in treatment. This grant continuation is designed to enhance the PPWMDC programs that may need assistance in this area. Each PPWMDC program will need to hire an Early Childhood Development childcare specialist for children (ages 2-5 years) of the mothers and or fathers who are in treatment. The temporary program is designed to allow the child to receive structured instruction, learning, and nurturing, while housed in a controlled and inviting setting. Being in this type of setting will enhance the child’s development and/or growth, which will alleviate idle time and the notion of baby-sitting the child or children.

The hired childcare specialist should have a minimum of 4 years of experience in the field of Early Childhood Development. 

The funding associated with this grant opportunity is meant to defray a proportion of operational costs for the service. 

The Abelard Foundation, established in 1958, supports progressive social change projects located east of the Mississippi River.
