Best Grants for Rural Development in Missouri

The CDBG: Water/Wastewater Grant provides essential funding for communities to enhance their drinking water and wastewater systems. This grant, in collaboration with the Missouri Department of Natural Resources and USDA-Rural Development, invites applications year-round following a preliminary proposal review. The maximum funding available is $750,000, or $5,000 per household, targeting construction projects related to public water treatment and sewer systems, while excluding maintenance activities.

The Community Development Block Grant (CDBG) program provides federal funding to non-entitlement cities and counties to improve infrastructure, support community facilities, and strengthen local economies in ways that primarily help low-to-moderate income people while addressing local health and safety concerns. Project awards are available in several categories for a wide range of community development initiatives.

The Water/Wastewater category provides funding for communities to make improvements to drinking water and wastewater systems, in partnership with the Missouri Department of Natural Resources and the US Department of Agriculture, Rural Development. Proposals can be obtained from the main funding partner at the time a gap in financing is identified. The Missouri Water and Wastewater Review Committee will help determine financing structures available among the participating agencies. If a need for CDBG funding is identified, the community will be invited to make full application.

Grants may be used for construction that is related to water treatment and distribution, and sewer treatment and collection for publicly owned systems. Operation and maintenance activities and not eligible.

Express Grants

Express Grants are designed to encourage small and emerging arts organizations and organizations based in rural communities to seek financial assistance for arts activities.

Express Grants are designed for first-time applicants to Missouri Arts Council or smaller budget projects. They have a simpler application, more flexible deadline schedule, and quicker turnaround. The funding is smaller and corresponds with an easier application process. Also, Express Grants receive a higher amount of their request amount (ranging 60-100%) based on their average score. For example, an organization that requests $2,500 may receive a grant for $1,500 or more for an acceptable project scoring 60%. Higher scores would receive proportionally more funding.

It provides loans and grants to Microenterprise Development Organizations (MDOs) to:

• To help microenterprises startup and growth through a Rural Microloan Revolving Fund.
• Provide training and technical assistance to microloan borrowers and micro entrepreneurs.

Open Call Grants

Patterson Family Foundation’s Open Call Grants are publicly announced and submitted through the Grants Portal. The Ozarks Teacher Corps Scholarship, managed by the Community Foundation of the Ozarks, offers eight $4,000 scholarships for undergraduate students majoring in Education at select Missouri universities. To qualify, applicants must maintain a 3.0 GPA, attend mandatory workshops, and commit to teaching in a rural community for three years post-graduation. The Insuring Rural Communities Scholarship supports students from rural Missouri and Illinois, offering renewable scholarships up to $5,000. Funded by Valley Insurance Agency Alliance and Travelers Foundation, it aims to assist those pursuing degrees in healthcare, information technology, or risk management. Eligible applicants must be permanent residents of non-metropolitan areas, enrolled in accredited programs, and demonstrate significant financial need. The Rural Business Development Grants in Missouri support small rural businesses by providing technical assistance and training. Eligible projects benefit rural areas outside urban centers with populations over 50,000. Funding is prioritized for smaller requests, with no maximum grant amount. With education and health/well-being programs taking priority, communities can utilize this program to construct senior centers, day care centers, rural health clinics, telecommunications, and 911 services, among others.

The Community Facilities Grant Program in Missouri offers vital funding to enhance essential community facilities in rural areas. Eligible projects include health care centers, public safety services, and educational institutions, targeting communities with populations under 20,000. With grants covering up to 75% of project costs based on income criteria, this program aims to foster community development and support local needs. Applications are accepted year-round, ensuring continuous assistance for rural projects.

The Emergency Community Water Assistance Grants in Missouri provide vital funding for eligible rural communities to prepare for or recover from emergencies affecting safe drinking water.
