Partnerships Supporting Parent/Caregiver Mental Health & Well-being

Across North Carolina, parents and caregivers of young children (prenatal to age five) are experiencing high levels of stress, isolation, and difficulty accessing support. One in three parents report feeling lonely, and more than a quarter report having no one to turn to for support.

Blue Cross and Blue Shield of North Carolina Foundation (Blue Cross NC Foundation) recognizes that caregiver mental health and well-being are foundational to the healthy development and long-term health and well-being outcomes of young children.

While a range of mental health and well-being services exist, these supports are often fragmented and difficult to navigate. At the same time, caregivers vary in the types of support they trust and use, underscoring the need for approaches that are connected, community-rooted, and responsive to family preferences.

We see an opportunity to strengthen and better connect existing supports to improve caregiver well-being, increase social connection, and build stronger pathways to mental health care. By working upstream with families during a critical developmental period, we can promote good mental health and resilience, set the next generation up for success, and prevent the crisis we are seeing in today’s youth.

The University Technology Development Funding: Flash Grant supports innovative life sciences research with exceptional commercial potential. It provides rapid funding to help develop ideas related to sleep, hibernation, and the effects of space travel. Gerstbrein/McCanna Scholarship for the Arts

After a long and rewarding career in Landscape Design and Art Education, Lisa Gerstbrein/McCanna wanted to promote the Arts and Industrial Arts in the community where she made her home and her livelihood. Her career brought her tremendous joy in pursuits that she loved as well as the satisfying reward of helping students find inspiration in the worlds of Art and Industrial Art. She is a true believer in the concept of STEAM based education. Accordingly, she established a fund to provide scholarships for the advanced education of advancing Senior High School Students in these areas who are residents of Armstrong County, Pennsylvania and are pursuing higher education in an approved program within 300 miles of their respective school - Armstrong High School, West Shamokin High School or Lenape Technical School.

Established in 2018, the fund focuses on restoring vital ecosystems like marshes and reefs to mitigate flooding impacts. With rising sea levels and increasing storm intensity, NCRF invests in community-led projects that foster resilience, ensuring both people and wildlife can adapt to changing environmental conditions.

The Patterson Foundation offers Assistance Dog Program Grants to support organizations providing service animals to veterans and individuals with disabilities. Funding is available for projects that expand capacity, personnel costs related to puppy training, and program support aimed at improving client experiences. Eligible organizations must be 501(c)(3) non-profits and can request grants up to $35,000 for capital projects or $10,000 for program support. Applications are accepted through a two-step process.

The Southern Documentary Fund (SDF) offers a Production Grant aimed at supporting Southern documentary filmmakers. With funding made possible by the MacArthur Foundation, SDF prioritizes nonfiction projects in production that showcase the rich tapestry of Southern stories. Up to seven grants of $15,000 each will be awarded to help elevate underrepresented voices and narratives. The Individual Humanities Fellowships support scholars for two consecutive months of full or part-time work on humanities projects, providing necessary compensation for their research efforts. To be eligible, applicants must commit to at least half-time work, ensuring a continuous performance period. This fellowship encourages diverse outputs, including articles, books, translations, and digital resources, with the North Carolina Humanities Council requesting samples of the completed work.

The NRCS' Feral Swine Eradication and Control Pilot Program for FY 2026 aims to combat the environmental and agricultural threats posed by invasive feral swine. With over $3.4 billion in annual damage attributed to these species, the program seeks to mitigate their impact on ecosystems and human health. Funded by the USDA, this initiative targets states with high feral swine populations, emphasizing collaborative efforts with State Technical Committees to implement effective control measures.

Project Lead The Way is offering a rolling grant opportunity for schools to implement the PLTW Engineering program for the 2025-2026 academic year and beyond. Eligible institutions include public, private, and charter schools located in the US. Grant recipients will receive funding to cover participation fees and training costs. Total funding amounts to $16,000, distributed over three years. Schools are encouraged to create pathways for students in engineering through this initiative.

Project Lead The Way (PLTW) offers grants for schools to implement the PLTW Computer Science program from 2025 to 2028. Schools must provide at least one PLTW course in the first year and two courses in the second year. The total grant is $14,000, covering participation fees and training costs. Eligible institutions include public, private, and charter schools located in the U.S., with special encouragement for those serving low-income or minority-majority populations.

The Truliant Foundation Scholarships, established in 1996, have awarded over $265,000 to more than 250 high school seniors pursuing higher education. These scholarships, funded by the Carolinas Credit Union Foundation, are open to members of any credit union in North and South Carolina, supporting both academic and needs-based candidates, including first-time college students and high school seniors. Eligible applicants must maintain a GPA of 3.0 or higher and enroll as full-time students.

The Truliant Foundation Scholarships, established in 1996, have awarded over $265,000 to more than 250 high school seniors pursuing higher education. The Clyde Padgett Scholarship specifically offers $2,500 to eligible applicants who are members of a North or South Carolina credit union, maintain a GPA of 3.0 or higher, and enroll as full-time students in the 2025-2026 academic year. This initiative supports first-time college students, including dependents of Truliant employees.

The Truliant Foundation offers the Fred J. Sarda Scholarships, providing $1,500 each to qualified applicants. Established in 1996, this program has awarded over $265,000 to more than 250 high school seniors who are members of a North or South Carolina credit union. Eligible candidates must have a GPA of 3.0 or higher and be first-time college students enrolled full-time for the 2025-2026 academic year.

Building Reuse | Federal CDBG Economic Development

You can apply to renovate and up-fit vacant industrial and commercial buildings for economic development purposes with Community Development Block Grant (CDBG) funds. The CDBG building reuse applications are designed to return vacant industrial/commercial buildings to economic use for new and/or expanding business and industry. The ultimate goal is to provide jobs for low and moderate-income persons (LMI).

The North Carolina Small Cities Community Development Block Program provides funds to local governments to develop viable communities “by providing decent housing and a suitable living environment and expanding economic opportunities, principally for persons of low and moderate income.” The program reflects purposes outlined by the U.S. Housing and Community Development Act of 1974, as amended. Our department administers the program, which falls under the CDBG Economic Development (ED) category, through Commerce's Rural Economic Development Division (REDD). State rules related to the CDBG program are found in North Carolina Administrative Code 4 NCAC 19L and specific CDBG economic development rules are found at 4 NCAC 1K.

Grant Limits and Basic Requirements

Building Reuse funds may be applied for at any time during the year, however the Rural Infrastructure Authority which meets six times a year must approve the application.

A local government applicant must propose a project in conjunction with a private for profit business that proposes to restore a vacant building to economic use resulting in the creation of permanent, full-time jobs by the project company. A job is considered full-time if the employee works at least 1600 hours per year. To be eligible, documentation must be provided showing the building has been vacant thirty (30) consecutive days or more prior to the date of the pre-application conference. CDBG funds for this category are limited to a maximum of $750,000 per unit of government. The grant amount is calculated based on $20,000 per job for eligible businesses and $12,000 per job for all other businesses. To be eligible, a business must also meet all of the eligibility criteria specified in GS105-129.80. 

All applicants must also meet basic threshold and performance requirements for any prior CDBG grants awarded by the Rural Economic Development Division.

Sharma Family Scholarship Fund

Criteria

Recipients must be a graduating high school senior from a Tier 1 county in North Carolina as defined by the State of North Carolina, or Wake, Durham, or Chatham counties in North Carolina, plan to attend North Carolina State University and pursue a degree in a Science, Technology, Engineering or Math major.

The Investing in Artists: Tools & Equipment Grant, offered by the Center for Cultural Innovation, provides funding between $1,000 and $5,000 for individual craft artists in the U.S. to purchase essential tools and equipment. This program aims to enhance the creative support system, enabling artists to produce object-based work and meet safety standards. Eligible applicants must demonstrate a commitment to their craft and have presented public artistic work within the last three years.

The Regional Child Care Health Consultative Services RFA aims to establish a statewide network of Child Care Health Consultants (CCHC) to enhance the safety and health of child care environments across North Carolina. With a funding cycle of two years and up to $1.5 million available, the initiative seeks qualified applicants who can demonstrate expertise in managing state grants and providing technical assistance in early childhood education. The focus is on creating culturally inclusive practices and ensuring optimal health care for children.

The North Carolina Department of Health and Human Services (NCDHHS) is offering a two-year funding opportunity to enhance access to child care for families experiencing homelessness. This initiative aims to provide essential training and technical assistance to child care providers, ensuring they can support these vulnerable families effectively. With a total funding limit of $700,000, the program seeks to address the complex needs of children and families facing homelessness, promoting collaboration among diverse stakeholders.
