Policy and Procedures

The Continuation Funding Application consists of three parts: Program Updates (if applicable), Program Budget and Budget Narrative, and Other Required Attachments.

This Solicitation pertains to budget period: 07/01/2026 to 06/30/2027 of the total project period, 07/01/2024 and ending 06/30/2028.

Number of Grants and Funds Available

The ODH Sickle Cell Program grants are comprised of funds generated from a portion of the state Newborn Screening fee. Only the subrecipient agency funding during the State Fiscal Year (SFY) 2025 competitive application may apply for continuation funding. The total grant funding for the SFY 2027 budget period (07/01/2026 to 06/30/2027) is anticipated to be approximately $90,000.00. 

No grant award will be issued for less than $30,000. The minimum amount is exclusive of any required matching amounts and represents only ODH funds granted. Applications submitted for less than the minimum amount will not be considered for review.

Qualified Applicants

The following criteria must be met for grant applications to be eligible for review:

• The Applicant does not owe funds to ODH and has repaid any funds due with 45 days of the invoice date.
• Applicant has not been certified to the Attorney General’s (AG’s) office.
• Applicant has submitted an application and all required attachments by the deadline.

The Elsa Heisel Sule Foundation Grant supports 501(c)(3) organizations in the Greater Cincinnati area, focusing on education, health, arts, and community welfare. Established in 2004, the foundation prioritizes projects that enhance community well-being, ensuring grants are awarded to nonprofits with operating budgets under $10 million. Organizations must apply annually and adhere to specific eligibility criteria, including geographical and operational restrictions. CommonSpirit Health offers the Community Health Improvement Grant to enhance health equity and service systems for underserved populations. Through collaborative efforts with 501(c)(3) organizations, this initiative provides financial support for essential health projects. Grant amounts range from $19,500 for small grants to $150,000 for standard grants, varying by hospital. Participating hospitals include those under Catholic Health Initiatives and Dignity Health, aimed at addressing significant community health needs.

The AmeriHealth Caritas Foundation Grant aims to prevent and mitigate adverse childhood experiences (ACEs) to promote healthier outcomes for children. With a focus on empowering families, healing behaviors, and access to healthcare, the foundation supports nonprofit organizations that provide comprehensive care and resources. Grants range from $100,000 to $250,000, totaling up to $1.945 million for project-specific initiatives. Eligible organizations must be 501(c)(3) nonprofits operating in states where AmeriHealth Caritas Medicaid markets exist.

The Cleveland-Cliffs Foundation, established in 1962, focuses on enhancing educational opportunities, environmental protection, and community health in the regions it operates. As a leading steel manufacturer, Cleveland-Cliffs is committed to sustainability and responsible corporate citizenship. The foundation supports 501(c)(3) organizations that address key challenges in education, the environment, and community well-being, ensuring impactful investments that help communities thrive across North America.

The Community Fund Ohio grant program provides financial support to individuals with disabilities living in Ohio and to nonprofit organizations serving this community. Applications can be submitted anytime, with biannual reviews culminating on June 30 and December 15. Grants are designated to meet specific needs related to disabilities and enhance community access. Nonprofit organizations are encouraged to apply, especially during the first quarter for summer camp funding, with decisions made within 45 days after submission.

The Mary S. and David C. Corbin Foundation Grants aim to enhance the lives of residents in Akron and Summit County, Ohio, by supporting diverse and inclusive charitable initiatives. Founded by the Corbins, the foundation focuses on local organizations in areas such as arts, education, healthcare, and social services. Grants are exclusively for 501(c)(3) organizations, ensuring funds are allocated to promote equal opportunity and community enrichment. The Ohio Commission on Minority Health champions this effort to improve health outcomes for vulnerable communities.

The L.B. Research and Education Foundation Grant Program supports U.S.-based nonprofits focusing on innovative education and health solutions for underserved populations. Eligible organizations can apply by submitting a 400-word concept paper, and selected applicants may receive funding ranging from $10,000 to $75,000. The Foundation prioritizes projects that foster critical thinking and creativity, address health disparities, and encourage collaboration. There are no application deadlines, promoting year-round engagement.

DOH58850 Ohio Medical Residency Support RFP

The Ohio Legislature, through the Ohio Department of Health, is investing annual funds to support graduate medical education residency positions in family medicine and psychiatry, strengthening Ohio’s physician workforce and expanding access to care statewide.

Project Objective:

• Expand Residency Training Capacity in Ohio - Increase the number of state-funded medical residency slots particularly in primary care and psychiatry by allocating an additional $2 million in the state budget to address the gap between medical school graduates and available residency positions.
• Retain Ohio-Trained Medical Graduates - Improve physician retention rates by ensuring that more Ohio medical graduates can complete their residency training within the state, thereby increasing the likelihood that they will remain and practice in Ohio after training.
• Strengthen the Physician Workforce Pipeline - Build a sustainable physician workforce by prioritizing residency training opportunities that meet Ohio’s healthcare needs, especially in underserved and high-demand areas such as mental health and primary care.
• Enhance Patient Access to Care -Reduce barriers to healthcare access across Ohio by increasing the number of practicing physicians, ensuring that communities particularly rural and underserved regions have sufficient access to timely, highquality medical services.

(7) (4) ASSISTIVE TECHNOLOGY SERVICE.—The term ‘‘assistive technology service’’ means any service that directly assists an individual with a developmental disability in the selection, acquisition, or use of an assistive technology device. Such term includes— (E) providing training or technical assistance for an individual with a developmental disability, or, where appropriate, a family member, guardian, advocate, or authorized representative of an individual with a developmental disability;
