Specialized Transportation Program (5310)

Program Goal and Description

The Specialized Transportation Program, as authorized by the Federal Transit Administration, 49 USC Section 5310, is intended to enhance mobility for seniors and persons with disabilities by providing Federal Transit Administration funds for programs in small urbanized and rural areas that serve the special needs of transit-dependent populations beyond traditional public transportation services and Americans with Disabilities Act (ADA) complementary paratransit services. The program provides 80% of the cost of capital projects; the remaining 20% must be provided by local funding, which may be derived from other federal (non-U.S. DOT) transportation sources or the Federal Lands Highway Program.

Operating Assistance

The objective of the 5310 operating assistance project is to provide financial support to subrecipients in the day-to-day transportation operations for seniors and persons with disabilities. Operating assistance funding is explicitly intended to be spent on operations. ODOT will reimburse 50% of the operating cost and the subrecipient is required to provide the 50% local match. All of the local match must be provided from sources other than U.S. Department of Transportation funds. To be eligible for Section 5310 operating funds, an applicant must provide open-door services. FTA defines open door as regular, continuing shared ride surface transportation services that is open to the public or open to a segment of the public defined by age or disability.

The Wild Animal Initiative offers Seed Grants to support innovative projects in wild animal welfare research. These grants aim to facilitate early-career researchers and established scientists in testing new techniques and approaches that incorporate welfare assessments into ecological studies. The program emphasizes cost-effective solutions, focusing on improving the welfare of wild animals. Jack Kent Cooke Foundation

The Jack Kent Cooke Foundation is dedicated to advancing the education of exceptionally promising students who have financial need. Since 2000, the Foundation has awarded $304 million in scholarships to more than 3,400 students from 8th grade through graduate school, along with comprehensive academic advising, career pathway counseling and other support services. The Foundation has also provided $136 million in grants to organizations that serve such students.

The Jack Kent Cooke Foundation’s scholarship programs are designed to encourage and support outstanding students who work hard and have financial need. Young Scholars Program

The Cooke Young Scholars Program is a selective five-year, pre-college scholarship for exceptionally promising 7th grade students with financial need. It provides comprehensive academic and college advising, as well as financial support for school, Cooke-sponsored summer programs, internships, and other learning enrichment opportunities.

Educational Advisers support Young Scholars to maximize high school experiences and to go on to thrive at the nation’s top-performing colleges. Our programming and support may include:

• Annual summer programs, including two required Young Scholar programs.

The Juliette P. Doster Scholarship Fund honors the legacy of Mrs. Doster, who dedicated forty years to improving healthcare in Calhoun County. This renewable scholarship supports students pursuing associate's or bachelor's degrees, as well as approved workforce training programs. Awarded yearly for up to four years, recipients must maintain academic standards. Funding varies based on the Community Foundation's annual income, and the award covers tuition, housing, supplies, and other educational expenses.

The NHLBI SBIR Phase IIB Small Market Awards aim to accelerate the commercialization of innovative technologies targeting heart, lung, blood, and sleep disorders. This funding opportunity addresses the significant gap between SBIR Phase II awards and regulatory approval. Small businesses focusing on rare diseases or young pediatric populations are encouraged to apply, fostering partnerships with investors and advocacy groups to advance projects toward commercialization and regulatory clearance.

Carl Hill Memorial Scholarship

The Jane Bruckel Early Career Investigator Award in Axial Spondyloarthritis, offered by the Spondylitis Association of America, aims to support MDs and PhDs at the Instructor or Assistant Professor level in the US and Canada. This annual $30,000 research grant promotes innovative research in ankylosing spondylitis and enhances patient care by encouraging emerging researchers to contribute to this important field.

In 2025, the Community Foundation of Madison & Jefferson County awarded over $233,000 in scholarships to graduating seniors of the county’s public and private high schools. Nearly 50 different students earned money toward their college costs. Scholarships are available for a variety of applicants. Some are specific to schools, majors, need, or interests.

CFMJC scholarships may be used for tuition and related expenses like fees and required equipment at accredited colleges and universities. Room and board are not covered.

Madison Chautauqua Scholarship for the Arts in Memory of Bob Fourhman
