Relieve Suffering – Instill Hope – Build Self-Reliance

Humanitarian Strategy

Across the Utah Area, many individuals and families are facing significant and growing challenges. We are deeply grateful for the many compassionate community leaders and dedicated organizations working to relieve suffering, instill hope, and build stability and self-reliance.

Starting in 2026, we are elevating and focusing our humanitarian activities by prioritizing a set of targeted initiatives – population-specific initiatives and service gap initiatives. These initiatives are designed to strengthen community support and make the greatest possible difference for those who need it most.

We will:

• Focus on vulnerable populations
• Address critical gaps hindering holistic service delivery
• Strengthen coordination between service providers
• Prioritize ‘catalytic’ projects that improve self-reliance
• Promote long-term outcome tracking

We will also collaborate with community organizations on a limited number of non-initiative projects. Tracking of specific outcomes aligned with Utah Area priorities – especially Housing and Food – will be required.

Population-Specific Initiatives

Workforce Development for Refugees & Immigrants

• Need: Growing risk of homelessness and negative family impacts due to high housing prices and a decline in government support
• Goal: Work with employers, refugee services, and education providers to offer credentialing, job placement, and wrap-around service support without destabilizing income
• Desired Outcome: Measurable increase in the number of refugees and immigrants earning sustainable living wages and retaining housing

Transitional Housing for Domestic Violence Victims and Homeless Youth

• Need: Severe shortage of service-rich housing that could prevent future homelessness and enable long-term recovery
• Goal: Support experienced organizations in quickly expanding transitional housing and wraparound services through affordable renovation projects
• Desired Outcome: Long-term retention of housing, income growth, and improvement in well-being and self-reliance indicators as assessed by case workers

Service Gap Initiatives

• Social Worker Workforce Expansion: We will collaborate with community organizations to provide scholarships, stipends, and employee retention support for current and prospective social workers to fill growing gaps in high-quality staff who provide wrap-around services and track outcomes.

• Pre- and Post-Homeless Community Support: We will collaborate with community organizations to establish ongoing follow-up support through case workers or volunteers after diversion or exit from shelter, with a focus on preventing a return to homelessness and long-term outcome tracking.

• Case Manager Support for Food Pantries: We will collaborate with community organizations to expand case management in high-volume food pantries to create a stronger funnel to needed wrap-around services and to better track progress towards self-reliance.

Humanitarian projects in the Utah Area follow a one-year cycle. Implementing organizations have up to 12 months to complete the project, beginning on the date the Church approves the project. Organizations receiving a humanitarian donation from the Utah Area are expected to help beneficiaries progress towards greater self-reliance. This includes connecting individuals with community resources and monitoring and reporting their progress. Organizations are expected to track and report outcomes and engage with collaborating organizations in an integrated systems/services model for project beneficiaries.

The Byrne Family Foundation Trust (BFFT) launched the Fast Track Grants Program to address urgent community needs in Dallas, Texas, and Park City, Utah. Initiated in 2022, this program enables organizations to apply for quick funding without reporting requirements, ensuring funds are distributed within the same month. BFFT focuses on educational and animal welfare projects, prioritizing initiatives that enhance educational opportunities and support domestic animals, thereby promoting equity and community wellbeing.

The Goldman Sachs Community Development Grants Program aims to strengthen low- and moderate-income communities through funding for nonprofits. This initiative includes multi-year unrestricted grants and one-time grants for homeownership initiatives. Eligible organizations must focus on community development, particularly in New York City and parts of New Jersey and Utah. The program emphasizes affordable housing, small business development, and neighborhood revitalization, aligning with the urgent community needs identified through extensive partner consultations.

The Marc C. and Deborah Bingham Foundation supports charitable 501(c)(3) organizations and higher education institutions in Utah. Organizations with a 501c3 designation in Utah can apply, but must ensure long-term sustainability of funded projects. The Biophilia Foundation

Our Mission & Approach

The Biophilia Foundation is dedicated to advancing biodiversity conservation on private lands by fostering systemic change through people, their communities, and direct action. We approach our mission by offering grants to nonprofit organizations, administering in-house programs, and serving as a strategic partner and fiscal sponsor for organizations with which we collaborate.

Riverscape Restoration in the Western United States and Northern Mexico

The Biophilia Foundation is seeking proposals for projects to improve the resilience of watersheds in arid and semi-arid regions of the southwestern United States and northern Mexico.

Two types of grants are available:

• Grants of $50,000 to $100,000 are available for projects that implement low-tech, process-based, and/or beaver-based restoration of upland streams and rivers.
• Grants up to $25,000 are available for:
  • Capacity building:
    • Assistance with the development of watershed plans, place-based networks, or preparation of proposals for federal or state grants.
  • Engagement:
    • Outreach to landowners and land managers to improve the availability of information and make implementation achievable.

The Biophilia Foundation also welcomes enquiries regarding capacity building for riverscape restoration, research (primarily carbon sequestration, climate change adaptation, and other riparian ecosystem services), innovative finance, and improving the availability of information available to landowners and land managers.

Funding Categories

Grants provided through this initiative will include the categories described below. Eligible entities can apply for funding from one or more categories.

• Implementation Grants
  • Implementation grants of $50,000 to $100,000 are available for riparian restoration projects using low-tech, process-based restoration (LTPBR) techniques, such as RDS, BDA, PALS, grass plugs, etc., and supporting practices, such as tree planting and exclosures.
  • Implementation grants can also support restoration for the purpose of beaver translocation or beaver recolonization.
    • Grants for this purpose may include practices for nonlethal management of beaver conflicts (e.g., pond levelers).
  • Where financially beneficial, the Biophilia Foundation supports integration of carbon finance and/or other payments for ecosystem services into restoration projects.
  • Implementation grants will be evaluated based on ecological and social criteria, including appropriateness of LTPBR to the context, biodiversity and ecological value, project scale, partnerships, and financial viability.
  • Only projects in the target geography will be considered for implementation grants.
  • In general, funded projects may apply for funding for one or two years, depending on scale and scope.
• Capacity-Building and Engagement
  • Grants of up to $25,000 are available to assist with capacity-building and engagement.
  • Capacity-building includes the development of watershed plans, creation of place based networks, or preparation of proposals for federal or state grants.
    • Funds may also be used for projects to increase the capacity of the system, such as addressing training and workforce development.
  • Engagement grants fund efforts to reduce barriers to LTPBR implementation by landowners and land managers.
    • Examples include videos, websites, hosted workshops, or targeted outreach marketing to candidate landowners.
    • Topics could include guidance on practices, permitting, financing, benefits, and risk mitigation.
• Research and Finance
  • In addition to the grants currently available, the Biophilia Foundation welcomes enquiries regarding:
    • Research to address data gaps on the benefits and risks of riparian restoration.
    • Our primary interest areas are carbon sequestration, climate change adaptation, and other ecosystem services.
    • Innovative finance for riparian restoration, including carbon credits and other payments for ecosystem services.

The Joan and Tim Fenton Foundation Grant supports a range of philanthropic interests, focusing on enhancing the quality of life for families and children, assisting the disenfranchised, promoting medical research, and fostering the arts. Located in Salt Lake City, Utah, the foundation prioritizes community development, environmental preservation, and educational advancements. It aims to unite diverse groups through understanding while ensuring compliance with IRS 501(c)(3) requirements for all grant applications.

The Sorenson Legacy Foundation Grant aims to improve lives through support for education, health care, community development, and innovation. Established by James and Beverley Sorenson, the foundation focuses on enhancing art education, medical technologies, and community assistance in Utah. It prioritizes projects that foster artistic growth, promote innovative solutions, and address health care challenges while aiding vulnerable populations. The foundation's commitment to enriching lives reflects a deep-rooted belief in the power of education and community engagement.

The George S. and Dolores Doré Eccles Foundation Grant focuses on enhancing the quality of life in Utah through philanthropic efforts. With a mission to support impactful projects in arts, education, community welfare, health, and preservation, the foundation seeks organizations that deliver measurable benefits without duplicating existing services. Applications for 2025 are encouraged to be submitted early, as the grant aims to foster significant community contributions and support a diverse range of initiatives.

The Community Facilities Grant Program in Utah provides essential funding for the development of vital community facilities in rural areas. Eligible projects include healthcare, public safety, and educational services, among others. The program aims to support communities with populations under 20,000, with grant assistance tailored based on median household income. This initiative helps enhance community infrastructure and services, fostering growth and improving quality of life in rural regions.

The Bertin Family Foundation Grants support 501(c)(3) public charities that align with the foundation's mission of community strengthening and compassion. Grant requests are accepted annually from July 1 to August 31, focusing on program or project support rather than general endowment. The foundation values measurable outcomes and responsible stewardship, and gives preference to organizations with Gold or Platinum status on Candid.

The Southwest Intervention Fund, managed by the National Trust for Historic Preservation, supports preservation efforts of traditional cultures across Arizona, Colorado, New Mexico, West Texas, and Utah. Grants ranging from $2,500 to $10,000 are available for local partners, nonprofits, and government agencies to address emergency threats and promote preservation planning. Eligible projects include archaeological site surveys, public awareness workshops, and legal assistance for cultural resource management, ensuring the protection of vital historic sites.

The 25 Squared Grant Initiative, in partnership with Square Financial Services, allocates $65,400 to support 25 Utah nonprofits dedicated to community development. Grants of at least $2,500 will be awarded, with an additional $5,000 for exceptional organizations in categories such as Best in Show and Small Business Excellence. This initiative promotes economic empowerment by focusing on small business development, affordable housing, and financial wellness, fostering a positive impact across the state.

The Franz Bakery Foundation Grant supports local charitable organizations focused on family support, youth development, and hunger reduction in areas served by Franz Bakery. With an average grant amount of $3,000, the Foundation aims to foster respect, equity, and inclusion within communities. Eligible applicants must be 501c3 tax-exempt nonprofits located in specific states and align with the Foundation's mission. Organizations can reapply annually, although applications do not roll over to the next year.

NOW Grants

A limited number of grants are available for one time projects or programs that emerge outside of the standard review period. These grants are for $5000 or less.

The Environmental Quality Incentives Program (EQIP) in Utah supports farmers and ranchers by providing financial and technical assistance for implementing conservation practices. This voluntary program promotes agricultural production while enhancing environmental quality. Applications are accepted year-round, with specific deadlines for funding opportunities. Eligible participants include agricultural producers and owners of non-industrial private forestland. Key priorities include addressing water quality, soil health, and habitat conservation, ensuring a sustainable future for agricultural lands.

Community Development Block Grant (CDBG) Program

The State of Utah Community Development Block Grant program provides grants to cities of fewer than 50,000 people and counties of fewer than 200,000.

The CDBG program is authorized under Title 1 of the Housing & Community Development Act of 1974, as amended (HCDA). The U.S. Department of Housing and Urban Development (HUD) is responsible for monitoring the state of Utah to ensure compliance with CDBG program requirements. Applicants should be aware that, if funded, they must comply with various federal regulations including Davis-Bacon Labor standards and the environmental regulations found at 24 CFR Part 58.

The purpose of the small cities program is "to assist in developing viable communities by providing decent housing and a suitable living environment and expanding economic opportunities, principally for persons of low and moderate incomes."

The Region 4 Professional Development Awards for 2025-2026 foster the growth of health information access and data science skills among network members. This funding supports diverse projects such as workshops, conferences, and educational activities aimed at enhancing the professional capacity of individuals affiliated with NNLM Region 4. By encouraging proposals that address the needs of underrepresented communities, the awards aim to improve health information services and access across the region.

The Pacific Power Foundation provides Education/STEM Grants aimed at enhancing community vitality through charitable investments. With over $1 million awarded in 2021, eligible organizations include 501(c)(3) nonprofits, educational institutions, and youth organizations. The foundation emphasizes initiatives in electrical safety, energy efficiency, and workforce development. Grants are available in four cycles to ensure thorough evaluation of requests. Exclusions apply to organizations that discriminate or operate outside the service areas of Pacific Power and Rocky Mountain Power.

The Utah 21st Century Community Learning Center (CCLC) Grants provide essential support to Local Education Agencies and Community-Based Organizations, focusing on students in high-poverty schools. These grants aim to enhance academic enrichment and offer a variety of services, including tutoring, youth development activities, and family literacy programs. With over 30 grants serving more than 6,000 students, this initiative plays a crucial role in improving educational outcomes in Utah.

The Capacity Grant, supported by the Utah Division of Multicultural Affairs and IKEA, aims to empower newly established nonprofit organizations. It focuses on enhancing governance, organizational development, and stability through funding. Eligible organizations must be 501(c)(3) nonprofits established between 2019-2023 in Utah. The grant supports key areas such as board development, human resource management, marketing, and strategic planning, ensuring nonprofits build a strong foundation to achieve their missions effectively.

About Us

Utah became the first state in the nation to consolidate employment and public assistance programs by creating Utah Department of Workforce Services in 1997. Today, more than 2,200 Workforce Services employees assist individuals in preparing for and finding jobs, meeting workforce needs of Utah businesses, administering temporary assistance, and providing economic data and analysis.

Through a collaborative approach, the department has served millions of Utahns and has become a leader on several statewide initiatives. These include intergenerational poverty, homelessness, affordable housing, supporting refugees, helping rural communities, serving veterans and individuals with disabilities, and getting Utahns trained and back to work.

Emergency Food (EFN/QEFAF) Grants

The Emergency Food Network (EFN) is a grant program for non-profit 501(c)(3) agencies and local government programs including emergency food pantries, food banks, prepared meal sites, and others whose primary mission is to meet the emergency food needs of low-income Utahns. EFN funds are distributed statewide through the State of Utah, Department of Workforce Services, Housing and Community Development Division, State Community Services Office (SCSO) to eligible entities. EFN funds may be used by eligible entities for costs of providing emergency food services including operations, transportation, supplies (excluding food or other commodities directly distributed to clients), equipment capacity building, technical assistance and staffing.

The Qualified Emergency Food Agency Fund (QEFAF) is also a state-funded competitive grant available to qualified emergency food agencies in Utah. The application to be a qualified emergency food agency is included within the grant application.

Eligible activities under the QEFAF grant include activities related to:

• Warehousing food and food ingredients.
• Distributing food and food ingredients to other agencies and organizations providing food and food ingredients to low-income persons.
• Providing food and food ingredients directly to low-income persons.

The In-N-Out Burger Foundation supports organizations that aid children and youth affected by abuse and neglect, offering grants ranging from $5,000 to $50,000. Eligible nonprofits must be 501(c)(3) registered, operational for at least two years, and demonstrate a commitment to the foundation's mission. Applications are considered for traditional, capital, and program support, focusing on sustainable solutions and clear objectives. Organizations must operate in areas with In-N-Out Burger locations to qualify.

The Battlefield Preservation Fund Grant aims to support initiatives that preserve battlefields and related historic sites. This funding encourages planning and educational efforts, particularly those that engage new audiences in preservation activities. Eligible applicants include public agencies and nonprofits in specified states. Grants can be used for staff support, consultant fees, and educational materials. Applicants must provide a one-to-one match for funding, ensuring strong community involvement in preservation efforts.

The Pacific Power Foundation offers Community Enhancement and Environmental Respect Grants to support nonprofit organizations in the Pacific Power and Rocky Mountain Power service areas. Since 2019, the foundation has contributed over $13 million to promote community resilience, affordable housing, and environmental conservation. Eligible candidates include 501(c)(3) nonprofits and educational institutions. Grants aim to address local needs while ensuring responsible environmental stewardship, enhancing community vitality, and fostering sustainable development.
