Each sector has specific deadlines in 2026, ensuring targeted support for diverse community needs.

CDBG-Affordable Housing

The State Community Development Block Grant (CDBG) program is intended to develop viable communities by providing decent housing, expanding economic opportunities and creating suitable living environments - primarily for low/moderate income persons (those earning at or below 80% of Area Median Income.

Each year the State of Rhode Island receives a formula allocation of CDBG funding from the Department of Housing and Urban Development (HUD) to be distributed to eligible Rhode Island communities.

The CDBG program is governed by regulations of 24 CFR Part 570. Under these guidelines, the State manages the program for those 33 Rhode Island municipalities which do not receive an allocation directly from HUD. The Cities of Cranston, East Providence, Pawtucket, Providence, Warwick and Woonsocket are "Entitlements" and operate their own programs independent of the State effort. By regulation, the State may only distribute funds to units of general local government. These communities may, however, distribute funds to non-profit and other entities to undertake eligible activities. Organizations interested in applying for CDBG funds should contact municipal CDBG Administrators or planning departments to learn about local priorities and application procedures.

Hometown Fund grant

The CVS Health Foundation’s Hometown Fund was created to support local nonprofits across Hartford, Connecticut, and the state of Rhode Island – places where our CVS Health teams live, work and care deeply about community health. Through this fund, we support organizations that are making a real difference by expanding access to health care and addressing the everyday factors that shape people’s well‑being, like nutritious food and stable housing.

In 2025, the Hometown Fund awarded $2 million in general operating support grants – $1 million to 20 organizations in Greater Hartford and another $1 million to 20 organizations across Rhode Island. These investments continued our commitment to improving local health and strengthening community support systems, bringing the amount of Hometown Fund grants awarded since 2022 to $8 million. 

The Eastern Bank Foundation provides Impact Grants aimed at enhancing Economic Inclusion and Mobility for Low to Moderate Income (LMI) individuals and families. With a focus on advancing equity in small businesses, enriching early childhood development, ensuring affordable housing, and promoting workforce development, the foundation invested over $16 million in local organizations last year. Grants typically range from $50,000 to $100,000, supporting critical community needs across Massachusetts, New Hampshire, and Rhode Island.

The Champlin Foundation offers Challenge Grants to Rhode Island-based nonprofits to leverage funding for matching donations. These grants are limited and require organizations to discuss their plans with the Foundation before submitting formal requests. Since its inception in 1932, the Foundation has invested nearly $725 million in capital projects, enhancing various sectors such as healthcare, education, and the arts, while fostering community engagement and supporting marginalized populations.

The Mutual Self-Help Housing Technical Assistance Grants in Rhode Island provide essential support to organizations that assist low-income families in constructing their homes through self-help initiatives. By enabling these families to contribute labor under expert supervision, the program fosters community building and addresses housing needs in rural areas. Eligible organizations include government non-profits, federally recognized tribes, and private non-profits, ensuring a broad impact on local communities.

The Fair Housing Initiatives Program (FHIP), established by Congress in 1988, aims to fund organizations to combat discriminatory housing practices. The Education and Outreach Initiative (EOI) educates stakeholders about their rights under fair housing laws. Key components include the National Media Campaign, which promotes fair housing awareness nationally, and local programs that support community-based outreach. HUD oversees the process, ensuring compliance and monitoring of funded initiatives to enhance fair housing practices.

The American Electric Power Foundation provides grants to 501(c)(3) organizations focused on educational improvement, particularly in STEM fields, and basic human services such as hunger and housing. By focusing on safety and accessibility, the program seeks to reduce fall risks, enhance general safety, and improve seniors' ability to live independently. This initiative promotes aging in place, allowing seniors to remain in their homes rather than transition to nursing facilities, thereby fostering a sense of community and well-being.
