About Us

The South Carolina Developmental Disabilities Council was established in 1971 by Executive Order of the Governor and was reauthorized in 2010 and again in 2015. Not less than 60% of the total Council membership is consumers and family members. Additional members come from state agencies, DD Act partners and non-governmental organizations.

The Council is federally funded under the Developmental Disabilities Act. The Council engages in activities that contribute to a coordinated, consumer and family centered and directed, comprehensive system that includes needed community services, individualized supports and other forms of assistance that promote self-determination for individuals with developmental disabilities and their families.

DD Council Small Grants

Small Grant Funding is awarded to evidence-based,organized activities that enhance knowledge and skills in priority areas outlined in our Five-Year State Plan, specifically Community Supports, Employment, and Self-Advocacy.

Organizations are limited to one small grant per program year, from July 1 to June 30.

Margaret and Jack Paylor Family Scholarship Fund

The Margaret and Jack Paylor Family Scholarship Fund was created to provide financial assistance for higher education attainment to economically disadvantaged students residing in Greenville County and planning to be attending a South Carolina public college/university. 

Funding

• $5,000 per academic year.
• The goal of this fund is to award four $5,000 scholarships annually for a total annual distribution of $20,000.
• The number of annual awards is limited to the fund’s distributable amount based on the terms outlined in the Fund Agreement.
• All award distributions will be made by the Community Foundation on the recommendation of the Scholarship Advisory Committee and will be paid in two installments ($2,500 per semester) to an approved educational institution in the name of the recipient.
• Scholarship recipients must maintain a 2.5 GPA. If scholarship eligibility is lost during the first semester of an academic year, the second installment of $2,500 will not be issued.
• Scholarship funds are awarded for one academic year. 

The Toy Foundation Program offers a unique opportunity for nonprofit organizations to apply for toy donations to support children in need. The application period runs from January to June, with approved applicants receiving toys by the end of the year. This initiative, part of the Toy Chest program, has positively impacted over 35 million children since 2003, promoting play as essential for emotional and educational development.

The Abelard Foundation, established in 1958, supports progressive social change projects located east of the Mississippi River. With an average grant size of $12,000, they prioritize new initiatives with budgets under $350,000. The foundation emphasizes community organizing, civil rights, and empowering marginalized groups. Eligible applicants must be associated with a nonprofit organization and demonstrate a commitment to local leadership and broader policy connections. The board meets biannually to decide on approximately 15 grants per year, focusing mainly on general support.

South Carolina State Firefighters’ Association Grant

Foundation grants are awarded to assist individuals who experience tragedy or hardship due to circumstances beyond their control and demonstrate a financial or otherwise immediate need. The grants are available for those who experience natural disasters, home fires, medical emergency, act of terrorism or otherwise personal tragedy. Submit an application, letter from local Fire Chief and statistical information to the Association’s office in Columbia.

How much are grants? 

An individual may receive more than one grant. Each grant request will be evaluated separately. The Foundation will determine whether to award multiple grants based on all relevant factors, including the individual’s need and particular circumstances, the total amount of funds that the Foundation has available for grants, and the amount and needs of other applicants. The grant recipient may receive a minimum of $250 and maximum of $1,500 per grant awarded. 

BECU Foundation invites year-round sponsorship requests from organizations in Washington, Oregon, Idaho, and South Carolina. There are no limits on the funding amount, and larger requests may require additional information. The foundation supports community-focused events, including festivals and parades, aligning with its core values. Please note that requests related to fundraising events, schools, or any form of religious or political activity are ineligible for funding.

The SC Agricultural Conservation Easement Program (ACEP) supports landowners in protecting agricultural viability and conservation values by limiting non-agricultural land uses. It features two main components: Agricultural Land Easements (ALE) that safeguard croplands and grasslands, and Wetland Reserve Easements (WRE) for restoring degraded wetlands. Additionally, the program includes the Wetland Reserve Enhancement Partnership (WREP) to enhance wetland protection efforts, ensuring sustainable agricultural practices and improved wildlife habitats.

The FJ Brotherton Charitable Trust Grant aims to support charitable organizations, focusing on arts, education, and social services primarily in the northeastern United States. Established in 2024, the Trust continues the legacy of the Fred J. Brotherton Charitable Foundation. It emphasizes funding for programs that assist the needy or disabled, while adhering to strict eligibility criteria, including a requirement for tax-exempt status under I.R.C. Section 501(c)(3).

Foothills Community Foundation

In 1999, the founding members of Foothills Community Foundation shared a vision for our community. They focused their time, resources, and mission to promote philanthropy and provide a catalyst for giving in Anderson, Oconee, and Pickens Counties.

Today, our leaders share the same vision. We work to inspire participation in philanthropy and retain the charitable wealth in our community to positively impact lives now and for future generations.

Scholarships

Several different scholarship funds have been established by individuals, companies, and organizations wanting to assist individuals with furthering their education. All qualified applicants will be graduating high school seniors except for renewal options specifically noted. Qualifying criteria are specific to each individual scholarship.

Irvin Cauthen Scholarship

Seniors from Anderson, Oconee, or Pickens County who plan to major in business or engineering at Anderson University, Florida State University, Clemson University or Georgia Tech are qualified. This scholarship is renewable.

Scholarship funds are awarded for one academic year. A renewal application is required for each academic year with demonstration of being in good standing at their school of choice.

South Carolina State Firefighters’ Association: Media Award

Presented to an individual or organization, the Media Award recognizes outstanding positive media promotion of the South Carolina fire service. Nominations must include an article, video, sound bite, poster, or any other form of media used to inform the public and include a measurable result as a result of the aforementioned news coverage. The award recognizes exceptional coverage of the fire service and is not presented yearly but on nominations of merit.

The Association’s award for Media shall be presented to a public media (television, radio, newspaper, magazine, website) for outstanding promotion of the Fire Service by presenting the Fire Service (Department) in a positive manner. The action taken by the media should positively impact both the local Fire Department and/or fire service and the public. Can be for an individual or media entity.

Nominee Criteria

All nominations must include an article, video, soundtrack, poster or any other media used to inform the public. There should be a measurable result from the actions taken by the media, such as, documented positive public opinion, reduction in fires, improved services, etc. This award is not intended for normal media coverage, but for exceptional coverage of the fire service in South Carolina.

Colleen Callahan Professional Development Award

Members are invited to apply for the Professional Development Grant offered by Southeastern Region of the Costume Society of America. Awards will be made at a minimum of $250 with the total award not to exceed $1000. Your project may be on any aspect of costume, any technical skill, or any administrative expertise which will further the mission and purposes of the Costume Society of America. The grant money may be applied to research, a course, workshop fees, or travel.

The Clarence H. and Anna Elizabeth Lutz Foundation Grant aims to support a variety of community needs, including health, education, and religious projects. Established in 1995, the foundation encourages innovative proposals that enhance community welfare, with a preference for projects in Chester, York, and Lancaster counties. Organizations with IRS 501(c)(3) status are eligible to apply, limited to one application per year, while individuals and for-profit entities are ineligible.

Jim Liles Student Award

 The Jim Liles Student Award is intended to assist students who want to make presentations at a CSA Southeastern Region symposium. These presentations may be on any costume-related topic. The work should be well researched and may or may not be thesis, dissertation, course research project, independent study research, or senior project related. Up to TWO students whose papers are accepted will receive up to $1,000 each to cover travel and other related expenses. The Registration fee will be waived for all student presenters, regardless of whether they receive this award.

RBC Foundation – USA aims to enhance community quality of life by supporting non-profit organizations that promote diversity and positive change. In 2023, it awarded over $2.8 million in grants, prioritizing youth programs for ages 15-29, arts access for diverse populations, and mental well-being initiatives. The foundation encourages sustainable projects that foster economic independence, providing critical support for education, mental health, and cultural enrichment, thereby making a significant impact across various communities.

The Food Lion Feeds Charitable Foundation, established in 2001, has awarded over $17.5 million to combat hunger in its operating areas. This foundation focuses on supporting children at risk of hunger and enhancing the capacity of feeding agencies to provide nutritious meals. They also emphasize nutrition education to mitigate health risks associated with hunger. Eligible organizations include 501(c)(3) nonprofits located within 20 miles of a Food Lion store, with applications accepted annually.

For 30 years, the Carolinas Credit Union Foundation has served as a partner in philanthropy to credit unions, with a mission to empower and inspire credit unions in the Carolinas through collaborative opportunities to enrich our communities. A great example of this collaborative philanthropy is our scholarship program. 

More than 20 credit unions in North Carolina and South Carolina have active managed funds at the Foundation. The generosity of these credit unions helps hundreds of high school seniors as well as undergraduate and graduate students receive scholarship funds each year.

Revity Federal Credit Union Scholarship Fund

Revity FCU awards two $5,000 scholarships every year to two outstanding high school seniors to help them achieve their college education.

All applications and related information will be reviewed by the Scholarship Review Committee appointed by the Board. 

Additionally, applying for the Revity FCU Scholarship above will also apply you for the Carolinas Credit Union Foundation Scholarship. The CCUF Scholarship is open to anyone seeking higher education in North Carolina or South Carolina.

The TD Charitable Foundation's Capacity Building Fund empowers nonprofit organizations by providing grants aimed at enhancing their operational capabilities. Established in 2002, this initiative focuses on funding projects that promote job training, arts, and housing assistance, particularly for historically underserved communities. With a strong commitment to diversity and inclusion, the foundation seeks to support organizations that align with its TD Ready Commitment drivers, ensuring impactful and sustainable community development.

The Frankenmuth Insurance Foundation Charitable Grant supports qualified charities focused on community betterment and basic human needs. Founded in 2016, it aims to enhance lives through initiatives such as affordable housing, health programs, and the arts. Organizations eligible for funding must be tax-exempt and serve areas where Frankenmuth Insurance operates. Notably, the foundation excludes support for individuals, political groups, and projects typically financed by governments, ensuring its resources benefit the wider community.

The Citizenship Award, presented by the South Carolina State Firefighters’ Association, honors individuals outside the fire service who have made remarkable contributions to community safety and education. This prestigious award recognizes those who have significantly advanced community risk reduction efforts and saved lives. Nominations are accepted year-round, with the previous year's deadline on January 31. This initiative reflects the Association's dedication to promoting safety and excellence in the fire service.

The recipients of this most prestigious award have demonstrated, through their actions, the qualities and characteristics as Advocate, Leader, Visionary, Mentor, and Teacher. They must have been leaders in local, county, state and national organizations; developed and facilitated changes in policy, standards, guidelines and curriculum; and promoted Public Safety through persistence and innovation for the betterment of all. 

The Lifetime Achievement Award is presented to an individual who is an outstanding member of his or her community and Fire Department. A successful candidate must possess many years of experience serving his or her community and Fire Department by taking initiative and leading by example. This individual, volunteers with various community organizations, charitable organizations, local government and hospitals, as well as other organizations. In addition to being a supportive volunteer within the community, the award-winning nominee must be active in his or her local Fire Department.

Jeffrey Vaden Chavis Medal of Valor Award

The Chavis Award is one of the highest awards to be presented to an individual for their valor in the face of danger. The award is not presented yearly but is awarded in exceptional cases involving a hazardous performance of duties that risk the life of the individual. Documentation should be in-depth with more than one witness.

Hall of Fame Award

Hall of Fame Awards are the induction of an individual to the South Carolina State Firefighters’ Hall of Fame. Criteria for the award is intentionally broad; the nominee’s contributions to the fire service must go beyond their local fire department and leave a mark on the fire service as a whole.  

There is no limit to the number of individuals who can be inducted in one year, but the individuals inducted are expected to be of the highest quality and clearly worthy of recognition at the state level.

Clyde B. Spillers Educator of the Year Award

The Educator of the Year Award is given to a nominee who has well-rounded experience in the fire service and fire education; exemplifies leadership qualities as an educator; demonstrates dedication, dependability, and selflessness in training; uses teaching skills to educate the public in fire prevention; made significant impact on the fire service training at either the local or state level.

The Undiscovered SC Grant Program aims to enhance South Carolina's tourism by supporting counties and municipalities in developing public attractions. With a focus on projects that showcase the state's unique cultural and recreational experiences, the program seeks to stimulate local economies through increased visitor spending. Eligible applicants must demonstrate financial stability and a clear project plan to ensure effective use of funds within the specified grant period, ultimately fostering tourism growth in underrepresented areas.

BackgroundThe South Carolina Department of Parks, Recreation and Tourism (SCPRT) administers the Recreational Trails Program (RTP) under the approval of the Federal Highway Administration (FHWA). This federally funded program receives its funding from a portion of federal gas taxes paid on fuel used in non-highway recreational vehicles. Funds can be spent on both Motorized and Nonmotorized recreational trail projects to construct new recreational trails, improve/maintain existing trails, develop/improve trailhead or trailside facilities and acquire trail corridors.

• Funding is provided by this program on a cost-reimbursement basis — the grant recipient must pay 100% of the cost of an item before submitting a reimbursement request for up to 80% of the eligible costs.
• Funds can be spent on both Motorized and Nonmotorized recreational trail projects — to construct new recreational trails, improve/maintain existing trails, develop/enhance trailhead or trailside facilities, and acquire trail corridors.
• Individual trail grants can range from a minimum of $10,000 ($12,500 would be the total project cost) to $100,000 maximum ($125,000—total project cost), except for Motorized projects.
• Motorized trail projects are not limited to $100,000 — these projects are eligible for the maximum amount of Motorized funding available.

Grant Priorities

Priorities for funding are based on the South Carolina State Trails Plan: Expanding the Experience, Trails for South Carolina (2002) and advice from South Carolina’s State Trails Advisory Committee. Projects will be evaluated in terms of their overall quality, need, public support, planning process; that adequate resources are available to execute the project; and that resources are available to adequately manage, maintain and operate the project after completion.

Private nonprofit organizations, local trail volunteer groups, and private operators of recreational facilities open to the public are encouraged to work with federal, state, and local government agencies to develop RTP grant applications. The State’s goal is long-term development and management of South Carolina Trails by fostering cooperative efforts among these groups. 

The South Carolina Biennial Sea Grant Program, managed by the S.C. Sea Grant Consortium, aims to enhance coastal conservation and sustainable development through research. With approximately $500,000 available annually for one- to two-year projects, grants typically range from $30,000 to $80,000. The program encourages collaboration among faculty from member institutions and supports initiatives that improve the social and economic well-being of coastal residents while conserving marine resources.
