Better Food Policy Fund 

Since its inception, the Better Food Policy Fund has set its strategic direction in a participatory fashion. We are intentionally building capacity for engagement to ensure the Fund aligns with the needs of food policy council stakeholders.   

Thus far, the Fund has engaged 300+ food policy council stakeholders to help co-develop the Fund. We are immensely grateful for the individuals who helped shape the initial direction of this fund. We view this growing stakeholder audience as the people to whom the Fund’s governing body, the Independent Advisory Committee, is ultimately accountable.

Grantmaking

The Better Food Policy Fund invests in US-based food policy councils, empowering community and government collaboration for progressive food policy. We utilize participatory processes to enhance equity and redistribute power in the funding landscape. We seek to celebrate and uplift the work of food policy councils, and believe every food policy council is worthy of financial support.

We define “food policy councils” as councils, networks, coalitions, or other groups working across boundaries at the tribal, municipal, county, state, or regional level.  

We support actions aimed at ensuring an enabling environment for policy change, such as: 

• increasing levels of inclusive and equitable stakeholder engagement in public processes
• engaging systems thinking when tackling complex food system challenges
• facilitating collaboration with and across local government agencies and departments 
• developing or revising local policies and plans  

We define “better food policy” as practices, procedures, ordinances, laws, etc. of governing institutions which strengthen community-based food systems.

We define “civic collaboration” as people joining together at the intersection of community and government to address public issues.

The Lynde and Harry Bradley Foundation Grant supports organizations dedicated to preserving American exceptionalism through a commitment to individual liberty, free markets, and civic responsibility. It prioritizes proposals from 501(c)(3) organizations that promote informed citizenship and strong communities. With ongoing acceptance of Letters of Inquiry, the Foundation seeks to empower initiatives that align with its principles of limited government and the rule of law, fostering a rich community culture.

The Herb Block Foundation offers the Encouraging Citizen Involvement Grant to promote civic engagement and voter participation in a nonpartisan manner. Grants ranging from $5,000 to $25,000 are available for nonprofit organizations classified as 501(c)(3). This initiative aims to strengthen democracy by fostering responsible citizen involvement without supporting partisan activities or lobbying efforts.

The Cyrus M. Quigley Foundation Grant supports tax-exempt organizations that empower young people through initiatives focusing on courage, self-reliance, and service. Since its inception in 1993, the foundation has awarded over $300,000 in grants, with amounts ranging from $1,000 to $7,500. The foundation emphasizes physical challenges and community service to help develop essential life skills. Grant proposals are accepted annually until the third Friday in April, with decisions communicated by May 31.

The Lisa and Douglas Goldman Fund, established in 1992, focuses on enhancing education and literacy in the San Francisco community. It supports organizations classified as public charities with 501(c)(3) status, prioritizing projects that strengthen public education and promote civic education for grades K-12. Grant requests are by invitation only and are considered quarterly. The fund seeks to make informed, flexible grants that align with its mission to support impactful charitable projects.

The Sparkplug Foundation Grant supports innovative projects from early-stage organizations and established non-profits in education, community organizing, and music. The foundation emphasizes community-led initiatives that address systemic injustices and engage marginalized populations. Grants are available for one year and prioritize projects with small budgets that lack extensive funding sources. The foundation encourages applications from diverse communities, particularly those led by Black, Indigenous, People of Color, and LGBTQ individuals, fostering equitable access to resources.

The Jewish Life Grants by the Charles H. Revson Foundation support organizations in Israel and North America that address social and spiritual needs within diverse communities. With a focus on collaborative efforts, the Foundation aims to empower under-resourced fields and promote courageous leadership. Current initiatives include enhancing civic service and expanding community chaplaincy. Letters of inquiry are welcome, and grants are available for registered nonprofits, excluding endowments and capital campaigns.

The Emergent Fund Grant, established in 2016, supports BIPOC-led social justice movements through rapid response funding. It addresses urgent community needs by providing low-barrier grants to organizations facing crises such as family separation and systemic oppression. The fund prioritizes initiatives that foster Black liberation, multiracial solidarity, and empower communities to build transformative power. By investing in innovative strategies, the Emergent Fund aims to challenge oppressive structures and advance social justice, ensuring that impacted communities are at the forefront of their own advocacy.

Casey's Cash for Classrooms Grants support K-12 public and nonprofit private schools through funding for physical improvements, material needs, teacher support, and community engagement. In 2025, $900,000 was awarded across 80 grants, allowing schools to enhance their learning environments. With a commitment to community engagement, Casey's has donated $15 million since 2019, emphasizing their dedication to making life better for communities and guests. Grants range from $3,000 to $50,000, with funds required to be used within 12 months.

The Progressive Multiplier Grants support U.S. based nonprofits and subsidiaries focused on generating independent revenue through innovative projects. These grants aim to empower organizations working towards democracy, justice, and environmental restoration, fostering civic engagement and equality. By funding campaigns and civic mobilization, the program seeks to build sustained progressive power, avoiding direct service or public education initiatives. Interested parties can submit letters of inquiry on a rolling basis when funding aligns with grant criteria.

The Peggy Barber Tribute Grant, offered by the American Library Association, supports libraries facing budget constraints by providing $2,500 to three selected libraries. The 2025-2026 cycle focuses on programming that strengthens community ties through libraries as third spaces, promoting gatherings and connections among individuals. Eligible proposals may include intergenerational gardening programs, play-based activities for adults, or visual arts performances. Applicants must have ALA or ARSL membership and demonstrate how their program will foster community engagement.

The Allstate Foundation - College Service Grants support youth empowerment through community service initiatives at community colleges and HBCUs across the U.S. Grants of $10,000 aim to enable youth-led projects that redefine service in the wake of a global pandemic. With over $1 million allocated to this effort, the program encourages innovative approaches to civic engagement and volunteerism, fostering a new generation of community leaders.

The NACD Technical Assistance Grants program, in partnership with NRCS, has been enhancing conservation district support since 2018. By funding staff hires, it aims to improve service for agricultural producers and address conservation workload challenges. The initiative focuses on outreach, education, and civic engagement to empower local communities, promote sustainability, and support historically underserved producers in implementing conservation practices, thereby fostering both individual and community resilience.

The AFI Grant, administered by the Adient Foundation, Inc., aims to support philanthropic organizations in the U.S. that are tax-exempt. While primarily offering one-time grants, the Foundation evaluates proposals based on organizational structure, community impact, and management capacity. The Foundation complements public institutions and does not guarantee future funding based on past contributions. Grantees must operate with equal opportunity objectives, and past recipients must submit new applications each year.

The AFI Grant, administered by the Adient Foundation, Inc., supports charitable organizations across the U.S. with a focus on philanthropic efforts. These one-time grants do not guarantee future funding, emphasizing a need for organizations to demonstrate sound management and community impact. Each year, past recipients must reapply under the standard application process, ensuring that support aligns with equal opportunity objectives and the Foundation's mission to complement public funding.

The Arthur N. Rupe Foundation Grant focuses on promoting positive social change through scholarly studies, education, and public debate. It supports projects related to caregiving, civil debate, and public policy, aiming to enhance the quality of life in America. The foundation prioritizes specific project funding over general operations and does not support individuals or capital campaigns. Grant inquiries are invited through a letter of inquiry process, ensuring alignment with its mission.

The NEA Envision Equity Grants empower educators to implement innovative projects that foster cultural understanding, anti-racism, and civic engagement among students. With funding of up to $5,000, these grants support diverse educational initiatives over a 12-month period. Eligible applicants include NEA members, and funds can be allocated for resources, materials, and professional development aimed at enhancing student learning experiences. Projects that prioritize critical thinking and collaboration are particularly encouraged.

The Teagle Foundation's Knowledge for Freedom initiative aims to empower underserved high school students through transformative experiences in the humanities. Grants ranging from $100,000 to $300,000 over 36 months support programs that foster civic responsibility and personal purpose. Colleges can also apply for planning grants of $10,000 to $25,000 to develop tailored programs. Shaw's Foundation Grants support nonprofit organizations that enhance community well-being, focusing on hunger, youth education, and health. Eligible organizations must be 501(c)(3) certified and serve specific regions like California and Hawaii. An employee sponsor is mandatory for applications in these areas. The grant review process typically takes about eight weeks, and the foundation prioritizes collaborations with local partners to maximize community impact.

The Francis R. Dewing Foundation Grant provides seed money to support innovative projects in early childhood education, benefiting children up to sixth grade. Founded by Frances R. Dewing in 1963, the foundation aims to stimulate intellectual growth in young children through unique educational methods. Grants aim to foster systemic change, empower underrepresented communities, and bridge gaps in access to nutrition and healthcare. The foundation operates nationally and internationally, seeking to create significant impact through strategic investments.

The Spark Good: Strengthening Community Local Grants program by the Wal-Mart Foundation empowers local organizations through grants ranging from $250 to $5000. This initiative aims to enhance community welfare by supporting diverse projects, including animal shelters and educational programs. Eligible organizations must have a verified Spark Good account, ensuring funds are allocated effectively to meet local needs and foster community development. Together, we can create lasting impacts through small yet significant actions.

The Moody's Community Impact Grant Program supports organizations with tax-exempt status to foster social and economic equality. Established by Moody's Foundation, it prioritizes initiatives that empower underestimated communities and entrepreneurs, driving innovation and ecological restoration. The foundation focuses on inclusive growth, providing resources for small businesses and community resilience. Eligible organizations must be registered charities under U.S. IRS guidelines, while ineligible entities include individuals and those promoting unlawful discrimination.

The Doris Duke Foundation's Environment Program grants aim to foster a resilient environment through effective conservation efforts. By supporting U.S. nonprofit organizations, the foundation seeks to protect biodiversity, address climate change, and advance equity, particularly for marginalized communities. The program emphasizes land conservation, natural climate solutions, and inclusive practices, ensuring that conservation efforts benefit both wildlife and people. This initiative is pivotal for enhancing the health of ecosystems and communities across the United States.

CSX Charitable Investments offers Community Service Grants to organizations that significantly impact their communities. These grants aim to support entities with tax-exempt status, government agencies, or educational institutions. The application process is open year-round, with responses expected within 30–45 days. The foundation prioritizes projects that serve military families and first responders, reflecting CSX's commitment to community service and support for local needs.

The Labcorp Charitable Foundation, a private 501(c)(3) entity, aims to enhance healthcare access and education for all. With grant opportunities focusing on food programs, healthcare services for underserved populations, and STEM initiatives, it seeks to support community health and well-being. Organizations eligible for funding must be U.S.-based and hold tax-exempt status. Requests are reviewed biannually, in March and September, to foster impactful community projects.

The American Electric Power Foundation provides grants to 501(c)(3) organizations focused on educational improvement, particularly in STEM fields, and basic human services such as hunger and housing. Organizations must operate within AEP's service territory or have a broader beneficial purpose. The Foundation also supports social justice initiatives and environmental protection efforts. Eligible applicants must affirm compliance with anti-discrimination policies and demonstrate commitment to diversity and inclusion.
