They provide both one-year and multi-year funding, typically ranging from $10,000 to $50,000, to organizations committed to advancing health equity through diverse community-driven solutions.

The City of Spokane is inviting proposals for projects aimed at addressing the affordable housing crisis within its limits. With a total funding of $7,856,000 from various sources, the goal is to increase and preserve affordable housing options for extremely low and low-income households. Applicants can request up to 25% of the total project cost, ensuring compliance with AMI and population requirements set by funding sources.

The City of Spokane is inviting proposals for the Community Development Block Grant Program, with approximately $1.6 million available for eligible projects. This funding is aimed at highly viable and cost-effective projects that enhance public facilities, improvements, and multi-family housing rehabilitation. Projects must leverage additional funding sources and align with community needs, focusing on public benefit and accessibility.

HOME Investment Partnership 

An estimated $2,773,400 in federal funds will be available for affordable housing development through the HOME Program Request for Proposals (RFP). $170,700 in estimated funds is allocated to Community Housing Development Organizations (CHDO) to be awarded with PY2026 funds. An additional $216,700 is allocated to Community Housing Development Organizations (CHDO) to be awarded to “rapid use” eligible projects. $850,000 is allocated for award to any HOME eligible applicant from PY2026 funds. An additional $1,536,000 is allocated to any HOME eligible applicant for “rapid use” projects. 

HHS is seeking proposals for multi-family housing projects that increase and/or preserve the supply of affordable housing units serving extremely low (30% of Area Median Income or less) and very-low-income households (below 50% of Area Median Income) in the City of Spokane. 

The HOME Investment Partnership Program provides annual grants on a formula basis to cities and urban counties to develop viable communities by strengthening public-private partnerships and expanding the supply of decent, safe, sanitary, and affordable housing. Primary attention is focused on rental housing, for very low-income and lowincome families. The regulations implementing the HOME Program are found at 24 CFR Part 92.

HOME allocations must align with the goals and priorities identified by the City of Spokane through the 2025-2029 Consolidated Plan. No project may be funded with HOME funds unless it meets a goal outlined in the 2025-2029. Consolidated Plan. 2025-2029 Consolidated Plan.

Each year, HHS solicits input from the community through public sessions and from its volunteer Community Advisory Committee to determine which goals and priorities identified in the 2025–2029 Consolidated Plan will be funded with that year’s allocation.

Rapid Use Projects Funding Priorities

• Rapid acquisition of affordable housing. The site must be identified at the time of application. Any other funding in the project must be secured, and the applicant must be able to execute the HOME written agreement and complete the purchase of the property within 60 days of the award announcement.
• Rapid rehabilitation of affordable housing. Must have site control at the time of application. Scope of work cannot include new ground disturbance. All other funding in the project must be secured, and the applicant must be able to enter into legal agreements with all funders within 60 days of the award announcement.
• Rapid new construction of multi-unit affordable housing. A NEPA must already be completed at the time of application, all other funding in the project must be secured, and the applicant must be able to execute legal agreements with all funders within 60 days of the award announcements.

The CHHS Board is meant to provide opportunities that enhance the quality of life for Spokane's extremely low to moderate income populations. The Board is to provide leadership and foster partnerships that support the City's investments in services, affordable housing and economic opportunities to foster the highest level of self-sufficiency and quality of life for Spokane's extremely low to moderate income households.

HEART Development Funding for Affordable Housing/Behavioral Health Facilities

The City of Spokane is releasing this Notice of Funding Availability (NOFA) for the development of affordable housing and behavioral health facilities portion of revenue generated through the City’s 0.1% local sales and use tax authorized under RCW 82.14.530 (HB 1590) and codified locally in the SMC 08.07C. The City of Spokane’s priority goal for this funding opportunity is to increase housing stability through the development of affordable housing units and behavioral health facilities for qualifying households. All applicants must demonstrate in the application how the proposed projects will lead to housing stability.

Households benefitting from units assisted with HEART development funds must earn 60% or less of the Area Median Income and qualify as one or more of the following populations:

• Senior citizen, elderly person; and/or
• Person with disabilities, including behavioral disabilities; and/or
• Homeless; and/or
• At risk of Homelessness, including families with children; and/or
• Unaccompanied homeless youth or young adults; and/or
• Domestic violence survivors, or persons fleeing, or attempting to flee domestic violence, dating violence, sexual assault, stalking, or human trafficking; and/or
• Veterans or families that include a veteran family member.
