Land and Water Conservation Fund (LWCF) Program

This is a federal program administered in all states that encourages the creation and interpretation of high-quality outdoor recreational opportunities. Funds received by the DNR for this program are split between DNR projects and grants to local governments for outdoor recreation activities. Grants cover up to 50% of eligible project costs. LWCF grants provide local units of governments, tribes, and school districts opportunities to receive grants for outdoor recreation activities. Payment of grant funds is on a reimbursement basis.

Public access is fundamental to this grant program. Reasonable public access is required for any property purchased or developed with grant funds. The DNR can help determine what constitutes appropriate and reasonable public access for grant-funded properties. 

The Nels Andersen Scholarship, established by the Saginaw Community Foundation, honors a pioneer in early childhood education. This scholarship supports Saginaw County residents pursuing undergraduate studies in early childhood development, elementary education, or Career and Technical Education (CTE) training, with awards ranging from $500 to $4,000. Eligible applicants must maintain a minimum GPA of 2.5 and can be high school seniors or current college students. Preference is given to full-time students and former participants of Saginaw County Head Start programs.

The American Business Women’s Association – Saginaw Charter Chapter Scholarship supports women pursuing higher education, fostering personal and professional growth. Established in 1954, this scholarship encourages female students in Saginaw County to achieve their academic goals, particularly those enrolled in career and technical education programs. The Alpha Sigma Chapter, Alpha Delta Kappa, Inc. Scholarship supports aspiring educators in Saginaw County. Off-highway Motorcycle (OHM) Trail Grants

Revenue collected from off-highway motorcycle (OHM) registrations is available for development, rehabilitation and maintenance of OHM trails in Wisconsin.

Ranking priorities

Trail funds are distributed according to the following ranked purposes (NR 65.11 [exit DNR]). Priority will be given to funding projects in which OHMs are the only designated motorized equipment.

• Maintenance of existing off-highway motorcycle trails.
• Maintenance of existing off-highway motorcycle facilities.
• Major rehabilitation of existing OHM trails and facilities.
• Development of new OHM trails and facilities on publicly owned land.
• Development of trails and facilities on privately-owned land using a lease or easement.
• Acquisition of land for OHM trails and facilities.
• Signage of off-highway motorcycle routes which provide access to OHM trails.
• Other eligible OHM projects.

Eligible items and funding levels include:

• Maintenance of OHM-only Trail: Funded at $53/mile with a $1K surplus for use on rehab that is more than basic maintenance. Requires minimum of 2x maintenance passes per year (includes brushing, spot maintenance related to the treadway and environmental concerns, sign maintenance and the like)
• Maintenance of Motorized Recreation Parks: For OHM only trails within the park, funded at $53/mile with no $1k surplus.
• Maintenance of Shared-use OHM Trails: No set rate, applicants can request an amount based on their evaluation of need. If the trail is shared with ATVs/UTVs, it is presumed that the use by those machines will far exceed that of OHM, but additional expenses may be incurred for signage, etc. Amount of maintenance award will not exceed $50/mile.
• Development of OHM trails and areas reimburseable up to 100 percent of eligible costs;
• Traditional grooming of OHM trails is not a routine component of trail maintenance. In the event there are section of trail that eventually need to be graded, this action will be considered as a separate trail rehabilitation request for each specific section. Grading can only be done by proper and authorized equipment.
• Major rehabilitation of bridge structures reimbursable up to 100% of eligible costs;

The Ian Amendolare Blue Collar Trade Award Fund supports students from West Canada Valley Junior/Senior High School pursuing a degree or certification in trades like HVAC, trucking, welding, or farming. This award emphasizes promise and effort rather than academic grades, reflecting a commitment to fostering talent in essential skilled trades. The Community Foundation of Herkimer and Oneida Counties, a leader in community investment, manages this fund to empower local youth and strengthen the community's future.

The Ordinance Development Projects grant, offered by the Wisconsin Department of Natural Resources, supports the creation of local regulations aimed at benefiting surface water. Eligible activities include ordinance text development, legal work, compliance training, and outreach efforts. Applicants must submit a pre-application by September 15 and a full proposal by November 15, along with a letter of support from the implementing government unit, promoting sustainable management of Wisconsin's natural resources.

Recycling Consolidation Grant to Responsible Units

The Recycling Consolidation Grant is available in addition to the Basic Recycling Grant. This grant program was created in the state 2011-13 Budget to offer supplemental assistance for Responsible Units (e.g. cities, towns, villages, counties, tribes or solid waste management system) that meet the eligibility criteria in s. 287.24, Wis. Stats. The sum of the awards may not exceed the total net eligible costs of recycling expenses.

Basic Recycling Grant to Responsible Units

Recycling grant awards are made to responsible units (cities, towns, villages, counties, tribes or solid waste management systems) for residential recycling and yard waste program costs that are reasonable and necessary for planning and operating an effective recycling program. 

Eligible costs include those eligible recycling items associated ONLY with residential single family and 2–4-unit households.

If you are eligible to apply for this Basic Recycling Grant you may also qualify for the Recycling Consolidation Grant.

Sport Fish Restoration (SFR) - Boat Access Program

These grants may be used to construct boat access projects. Eligible components include boat ramp construction and renovation, along with related amenities such as parking lots, accessible paths, lighting and restroom facilities. Funding for this program comes from federal excise taxes on fishing equipment and a portion of the federal gas tax.

ATV/UTV Trail Aids Program

A financial assistance program administered by the Wisconsin Department of Natural Resources

The all-terrain vehicle and utility terrain vehicle trail aids grant program was created with section 23.33, Wis. Stats. This law authorizes the Department to administer a program of financial assistance to local units of government and federal agencies for the acquiring, developing, rehabilitating, insuring and maintaining of off-road all-terrain and utility terrain vehicle trails, intensive use areas, and more. 

Counties, towns, cities, villages and tribes can apply for funds to acquire, insure, develop and maintain ATV/UTV trails, areas and routes.

Ranking Priorities

Trail funds are distributed according to the following ranked purposes (NR 64.14 [exit DNR]):

• maintenance of existing, approved trails, areas, and routes;
• liability insurance acquisition;
• easement acquisition;
• major rehabilitation of bridge structures or trails; and
• Land acquisition and development of new ATV trails and areas.

Eligible items and funding levels include:

• all-terrain/utility-terrain vehicle trails available for spring, summer, and fall reimbursable up to 100 percent of eligible maintenance costs (max: $1,000 per mile);
• all-terrain vehicle trails available for winter riding reimbursable up to 100 percent of eligible maintenance costs (max: $100 to $300 per mile depending on other uses);
• development of ATV trails and areas reimbursable up to 100 percent of eligible costs;
• major rehabilitation of bridge structures or trails reimbursable up to 100 percent of eligible costs; and
• maintenance of ATV intensive use areas reimbursable up to 50 percent of eligible costs.

Boat Enforcement Patrol Grants

This grant is issued to Wisconsin counties or municipalities that participate in boating enforcement efforts. Eligible agencies may receive law enforcement aids for up to 75% of their net costs.

Every 2 years, a patrol representative must attend a water safety patrol biennial workshop, date to be scheduled and notice sent out by the Bureau of Law Enforcement. Attendance is limited to 2 participants per patrol. At least one attendee must be an active officer of the patrol.

Boating Infrastructure Grant (BIG) Program

The purpose of BIG is to construct, renovate and maintain boating infrastructure facilities for transient recreational vessels at least 26 feet long.

Project Cost

• Construction, renovation and maintenance of boating infrastructure tie-up facilities, solely for transient recreational vessels 26 feet or more in length. Does not include: Commercial vessels, cruise ships, dive boats, ferries and vessels that operate permanently from the proposed project location.
• Produce information and education materials specific to BIG or BIG funded projects (i.e. charts, cruising guides, and brochures).

Special Conditions or Requirements

• Facilities constructed, operated or maintained with grant funds must offer reasonable access for all transient recreational vessels for the full period of their useful life.
• Facilities must be open to the public during reasonable time periods.
• Entities may charge fees. Fees must be comparable to the prevailing rate in the area.
• New construction and renovations must be designed to last throughout its useful life.
• BIG grants require a minimum of 25% matching funds, federal share not to exceed 75% total costs.

The Boating Infrastructure Grant (BIG) Program has two Tiers: Tier 1 - State; and Tier 2 - National

Tier 1 - State

Provides up to $300,000 per year to the state of Wisconsin. Projects are competitively ranked within the state.

The DoW Toxic Exposures Translational Research Award aims to foster translational research that bridges military-related toxic exposure studies and clinical applications. This program encourages innovative collaborations by allowing for a Partnering Principal Investigator Option, enhancing interdisciplinary partnerships. By integrating basic science with clinical insights, the initiative seeks to expedite the development of impactful health care products and interventions to address toxic exposures faced by military personnel.

The FY26 Toxic Exposures Research Program (TERP) Clinical Trial Award supports clinical trials aimed at addressing health issues from military-related toxic exposures. This initiative encourages collaboration through a Partnering Principal Investigator Option, enhancing interdisciplinary research efforts. Projects range from early-phase trials to large-scale studies, focusing on innovative treatments and management strategies for affected populations. The goal is to expedite the translation of research findings into effective clinical applications.

The DoW Toxic Exposures Investigator Initiated Research Award aims to fund critical studies addressing diseases linked to military-related toxic exposures. This award supports a wide range of research phases, from basic laboratory investigations to translational research involving both animal models and human subjects. Projects may also explore New Approach Methodologies, enhancing our understanding and treatment options for affected individuals. By facilitating innovative research, this initiative seeks to improve patient care and outcomes.

The NIH Blueprint Initiative aims to enhance neuroscience research by funding the development and application of germline and somatic gene-editing techniques. This initiative builds on existing marmoset gene-editing frameworks and integrates New Approach Methodologies (NAMs) to improve understanding of human brain function and disease. High-priority areas include complex conditions like autism and schizophrenia. The initiative emphasizes the use of appropriate models to address critical questions in neuroanatomy, cognition, and behavior related to human brain health.

The Intervention Research to Improve Native American Health (IRINAH), led by the National Institute on Drug Abuse, focuses on enhancing health outcomes in Native populations. It supports research to identify causes of health issues, develop and test effective interventions, and implement strategies that promote sustainability. Emphasizing community strengths, the initiative aims to rigorously evaluate solutions to reduce health disparities, ensuring interventions can be adapted and shared across diverse communities.

The NIDA Core "Center of Transformative Science" Grant Program aims to enhance research on substance use, addiction, and HIV by fostering collaboration among NIH-funded researchers. Centers are expected to innovate and extend existing research through shared resources and support for new investigators. This initiative encourages interdisciplinary work and aims to transform the scientific landscape by promoting data sharing and collaborative opportunities. Applications should focus on integrating research within a specific thematic framework to maximize impact.

Back in 1984, The Saginaw Community Foundation was founded to enhance the quality of life in our county by providing leadership, education, and support for philanthropy. Today, we still continue this mission of supporting the needs of our community through targeted grants, investments, and scholarships.

In addition to our grantmaking and scholarship programs, the Foundation also offers donor advised funds, which allow donors to recommend charitable grants to organizations of their choice. We also manage several endowed funds, which provide ongoing support for specific causes or organizations.

Saginaw Community Foundation is governed by a Board of Directors composed of community leaders and volunteers. A staff of professionals oversee our day-to-day operations and work with donors and community organizations to identify and address community needs.

CTE Scholarships

Dreaming of a career in welding? Maybe managing your own auto mechanics garage fuels your thoughts or you would love to become an electrician. Perhaps studying to become a chef in a culinary arts program suits your tastes.

No matter what your career path may be, there is little doubt that in recent years interest in Career and Technical Education (CTE) has grown. The increased need for workers skilled in the trades has resulted in larger numbers of students seeking out CTE programs.

Schools offering CTE encompass a wide variety of hands-on education, from HVAC to carpentry to cosmetology. In the past, financial assistance has been hard to come by for these areas of study, but that is no longer the case. Saginaw Community Foundation has several scholarship opportunities for those who have the desire to pursue CTE.

According to leading economists, not everyone needs a four-year degree. In fact, millions of good-paying jobs are opening up in the trades. And some pay better than what the average college graduate makes.

For aspiring welders, electricians, carpenters, and other valued skilled trade workers, there is great opportunity to take advantage of tailored CTE programs. The demand is massive as an estimated 3 million trade jobs in the United States remain vacant.

Our CTE scholarship awards range between $500 – $4,000 typically.

Reverend William D. Aldridge, Sr., Scholarship

The Reverend William Desmond Aldridge, the second oldest of five children, was born May 1, 1927, in Europa, Miss. The Reverend Aldridge was called to the ministry in 1944 at the age of 17. He completed three years of study at Rusk College before accepting his first pastorship in 1948. The Reverend Aldridge was named pastor of Christ Community Church on Easter Sunday in 1954, making him one of the longest-serving pastors in Saginaw County.

The Reverend Aldridge taught in the Buena Vista School District for nearly 10 years and has always placed a high priority on encouraging youth to seek academic excellence. Mary Viola “Jean” Aldridge, his wife of 50 years, was a teacher in the Buena Vista School District as well.

The Reverend Aldridge also worked at the General Motors Malleable Iron Plant and retired in 1981 after 28 years of service.
