Formula Grant Clean Water Projects in the Memphremagog Basin (Basin 17)

Introduction

The Vermont Housing & Conservation Board (VHCB), in its role as the Clean Water Service (CWSP) Provider for Basin 17, is accepting funding applications for projects that improve water quality in Basin 17, with a focus on projects that lead to a substantial reduction in phosphorus runoff into surface waters. Projects must be in line with the vision set forth by Act 76, the Clean Water Service Delivery Act, and policies and guidance set forth by the Vermont Department of Environmental Conservation (DEC) to implement the Act.

The Foundation for Pennsylvania Watersheds offers Convening Grants to nonprofit organizations for collaborative projects aimed at protecting and restoring water resources. Grants, capped at $2,000, are available to groups with 501(c)(3) status in areas from the Ohio border to the Susquehanna River. By leveraging local and federal funds, the foundation supports efforts to ensure clean water for future generations, addressing both pristine and polluted waterways in Pennsylvania.

The Ohio Environmental Protection Agency is offering grants under the Clean Water Act Section 319(h) to support projects that improve water quality in Ohio streams. With a total funding of $2.5 million, eligible applicants include local governments and nonprofit organizations. Projects aimed at reducing nonpoint source pollution and restoring impaired stream segments are prioritized. This initiative provides 100% funding for projects lasting up to three years, enhancing habitats and reducing pollutants.

The Ohio Coastal Management Assistance Grants provide funding for projects that improve water quality, enhance coastal habitats, and promote public access to Lake Erie. Eligible recipients, including local governments and non-profits, can apply for grants with a required 1:1 non-federal match. Since 1998, over $8 million has been awarded for 155 projects, with total investments exceeding $13 million. These grants support vital coastal planning, education, and habitat restoration efforts.

The Michigan Sea Grant Research Program invites proposals for Core Research projects addressing critical research needs for the Great Lakes and its coastal ecosystems from 2026 to 2028. Projects should enhance decision-making and engage Michigan communities, with a budget of up to $220,000 over two years. Full proposals are due by August 15, 2025, and must include at least 50% non-federal matching funds. This initiative aims to foster collaboration among university researchers and relevant agencies.

Leahy Memphremagog Clean Water Program

These grants are designed to improve fisheries habitat, enhance water quality and aquatic ecosystem health, and support capacity among organizations supporting watershed health in the Memphremagog Watershed. 

Goals of this Grant Program

We have received funding from the Great Lakes Fisheries Commission to fund capacity building, land acquisition, and on-the-ground projects and infrastructure that have a positive impact on fisheries habitat, water quality, and aquatic ecosystem health. The priority behind this grant is to help fill gaps that exist in fisheries habitat and surface water quality improvement work in the region and fund proposals for which other sources would be impractical, insufficient, and/or unsuitable.

Project and Acquisition Grants

Existing state clean water investments in the Memphremagog watershed focus on phosphorus reduction, which, although important to watershed health, is not the only priority for the community of clean water stakeholders. This program will complement existing grant programs and invest in projects that improve fisheries habitat and water quality, and enhance aquatic ecosystem health. Examples of eligible projects include (but are not limited to) land acquisitions, infrastructure, surface water habitat restoration, aquatic and riparian invasive species control, and aquatic organism passage improvement projects. Projects which include co-benefits for climate resilience, community vitality, and environmental justice goals will be favorably viewed.

The Idaho Nonpoint Source Management §319 Subgrants program provides financial assistance to states, territories, and tribes for activities aimed at reducing nonpoint source pollution. Administered by the Idaho Department of Environmental Quality, these grants support projects targeting water quality improvement in lakes and rivers. Eligible initiatives include agricultural practices, urban stormwater management, and groundwater protection efforts. A 40% match is required, and projects that leverage multiple funding sources are prioritized.

The Jubitz Family Foundation's Forest and Freshwater Habitat Preservation grant program focuses on the conservation and restoration of natural forests and freshwater habitats in the Mount Hood region of Oregon. Through creative environmental initiatives, the program aims to ensure resilient ecosystems that benefit both current and future generations. Eligible organizations must be U.S.-based nonprofits with missions aligned to the foundation's goals, committed to sustainable practices and quantifiable outcomes.

The Michigan Environmental Quality Incentives Program (EQIP) supports farmers and landowners in integrating conservation practices into their operations. Offering technical and financial assistance, this program addresses key natural resource concerns such as soil health, water quality, and wildlife habitat. Participants work closely with NRCS to implement sustainable practices that enhance agricultural productivity while promoting environmental stewardship. Applications are accepted year-round, ensuring ongoing support for eligible lands and applicants.

The Cook Family Foundation Grant aims to enhance the quality of life for residents in Shiawassee County by supporting local nonprofits. Focusing on diverse community needs, the foundation prioritizes projects that build capacity, foster collaboration, and protect the environment. Grants are available for various charitable purposes, with a preference for initiatives that involve multiple stakeholders. The foundation is committed to inclusivity and seeks to empower organizations that address critical community issues while promoting sustainable development.

Capacity Grants

Awards will be used to close organizational and programmatic funding gaps that currently exist in the Memphremagog Watershed. Funding can be used to increase the capacity and coordination of partners working in the region to support public education and research and improve water quality and watershed functions. Funding may also be used to support capacity funded by a previous VHCB grant under this program. Another priority for funding is supporting collaboration between U.S. and Canadian organizations, and we encourage projects that propose to enhance these collaborations.

The Clean Water Fund: Small Implementation Grant aims to enhance collaboration for water quality improvement in Lancaster County by 2040. It supports diverse, watershed-scale projects, such as agricultural conservation and stormwater management. Organizations must be 501(c)(3) compliant and serve county residents. Grants do not require a match, and funds can cover administrative costs. This initiative is critical for reducing pollution and ensuring healthy water systems in the community.

The PA Environmental Quality Incentives Program (EQIP) Grant provides vital technical and financial assistance to farmers, ranchers, and forest landowners in Pennsylvania. This program aims to enhance natural resource conservation by addressing concerns such as soil health, water quality, and habitat restoration. Eligible applicants can receive funding for various conservation practices, promoting sustainable agricultural operations while protecting the environment. EQIP encourages year-round applications, ensuring ongoing support for conservation efforts across the state.

The MT 319 Nonpoint Source Pollution Project Grants, administered by the Montana Department of Environmental Quality, aim to reduce nonpoint source pollution through competitive funding for eligible projects. This program supports various initiatives, including technical assistance and restoration efforts, to protect Montana's water quality. By implementing Best Management Practices and fostering community engagement, the program seeks to address diffuse pollution sources effectively. The 2012 Montana Nonpoint Source Management Plan outlines strategic goals to enhance these efforts.

The Addressing Climate Impacts' Grant, managed by the California Department of Fish and Wildlife, aims to address urgent water and habitat degradation caused by climate change. This funding supports various projects, including water purchases for wildlife, instream flow protection, and emergency restoration activities. Eligible initiatives should align with the State Wildlife Action Plan and prioritize actions that benefit species in greatest conservation need. The grant encourages biodiversity enhancement and climate resilience.

The Volunteer Monitoring Lab Analysis Support Grant Program by the Montana Department of Environmental Quality (DEQ) offers financial assistance up to $5,000 for volunteer monitoring programs. This funding covers laboratory sample analysis and shipping costs related to water quality projects. Applicants must submit a Sampling and Analysis Plan (SAP) and an analytical budget. DEQ emphasizes the importance of volunteer contributions to water quality monitoring and supports educational efforts across Montana's watersheds.

The Delaware Watershed Conservation Fund, initiated in 2018, aims to enhance ecosystems in the Delaware River watershed through grants supporting habitat restoration and water quality improvement. With $72.1 million awarded to 239 projects, it has significantly impacted over 26 miles of riparian habitat and 77 miles of stream habitat, along with conserving 1,176 acres of wetlands. This initiative, funded by the U.S. Fish and Wildlife Service, also emphasizes outdoor recreation and community vitality in the region.

The MARC is offering the Water Quality Enhancement Development, Design, and Implementation Block Grant to support innovative water quality enhancement projects. With a total funding of $1,980,188 available, projects can fall under two categories: Project Development and Engineering Design. The CD Education Mini-Grants program, funded by the Montana Department of Natural Resources and Conservation, aims to support local conservation districts in their educational efforts. Grants ranging from $1,000 to $5,000 are available for projects that promote conservation education among youth and adults. Eligible projects include workshops, field trips, and resource development, all aimed at fostering a deeper understanding of natural resource management in Montana.
