Best Water Grants

Formula Grant Clean Water Projects in the Memphremagog Basin (Basin 17)

Introduction

The Vermont Housing & Conservation Board (VHCB), in its role as the Clean Water Service (CWSP) Provider for Basin 17, is accepting funding applications for projects that improve water quality in Basin 17, with a focus on projects that lead to a substantial reduction in phosphorus runoff into surface waters. Projects must be in line with the vision set forth by Act 76, the Clean Water Service Delivery Act, and policies and guidance set forth by the Vermont Department of Environmental Conservation (DEC) to implement the Act.

Leahy Memphremagog Clean Water Program

The Vermont Housing & Conservation Board (VHCB) has grants available on a competitive basis for aquatic habitat improvement work in the Memphremagog Basin. These grants are designed to improve fisheries habitat, enhance water quality and aquatic ecosystem health, and support capacity among organizations supporting watershed health in the Memphremagog Watershed. 

Goals of this Grant Program

We have received funding from the Great Lakes Fisheries Commission to fund capacity building, land acquisition, and on-the-ground projects and infrastructure that have a positive impact on fisheries habitat, water quality, and aquatic ecosystem health. The priority behind this grant is to help fill gaps that exist in fisheries habitat and surface water quality improvement work in the region and fund proposals for which other sources would be impractical, insufficient, and/or unsuitable.

Project and Acquisition Grants

Existing state clean water investments in the Memphremagog watershed focus on phosphorus reduction, which, although important to watershed health, is not the only priority for the community of clean water stakeholders. This program will complement existing grant programs and invest in projects that improve fisheries habitat and water quality, and enhance aquatic ecosystem health. Examples of eligible projects include (but are not limited to) land acquisitions, infrastructure, surface water habitat restoration, aquatic and riparian invasive species control, and aquatic organism passage improvement projects. Projects which include co-benefits for climate resilience, community vitality, and environmental justice goals will be favorably viewed.

Capacity Grants

Awards will be used to close organizational and programmatic funding gaps that currently exist in the Memphremagog Watershed. Funding can be used to increase the capacity and coordination of partners working in the region to support public education and research and improve water quality and watershed functions. Funding may also be used to support capacity funded by a previous VHCB grant under this program. Another priority for funding is supporting collaboration between U.S. and Canadian organizations, and we encourage projects that propose to enhance these collaborations.

The Georgia Coastal Management Program (GCMP) aims to harmonize economic growth with the preservation of coastal resources. Through the Coastal Incentive Grant Program, federal funding is allocated to support local initiatives in an eleven-county area. Eligible applicants include government entities and educational institutions. Each project requires a 1:1 funding match, which can be cash or in-kind services, ensuring community engagement and financial collaboration.

The GA Section 319(h) Nonpoint Source Implementation Grant, administered by the Georgia Department of Natural Resources, aims to combat nonpoint source pollution through funded projects that enhance water quality across the state. With federal grants covering up to 60% of project costs, applicants can seek funding between $250,000 and $600,000, provided they effectively justify their budgets. This initiative supports the goals outlined in Georgia’s Statewide Nonpoint Source Management Plan.

With a minimum grant request of $25,000, eligible applicants must be Michigan-based public charities recognized as tax-exempt under section 501(c)(3). The foundation prioritizes projects that align with its mission of fostering community engagement and stewardship.

The OWEB Operating Capacity Grants support watershed councils and soil and water conservation districts in their operational costs. These biennial grants foster community engagement in voluntary watershed restoration efforts. By funding 45 districts, the program aids in conserving natural resources and enhances water quality through collaborative practices. The Council Capacity Grants specifically empower councils to restore native fish habitats and improve watershed functions, ensuring sustainable water management and healthier ecosystems.

This NRCS flagship program provides technical and financial assistance to address natural resource concerns, such as improving water quality and soil health. Eligible applicants include agricultural producers and landowners engaged in conservation efforts. The Clean Water Legacy Partners Grant Program, administered by the Minnesota Board of Water and Soil Resources, aims to enhance partnerships for protecting and restoring Minnesota's water resources. With funding of $500,000 for the first year and $2,000,000 for the second year, the program supports initiatives like clean water workshops, rain gardens, and shoreline protection. Eligible applicants include non-profit organizations and tribal governments dedicated to improving water quality.

The OR Feasibility Study Grants program, managed by the Oregon Water Resources Department, aims to support water conservation, reuse, and storage projects across the state. With around $750,000 available for the 2023-2024 funding cycle, eligible applicants include local governments and tribes. The funding is intended for studies assessing project feasibility, ensuring communities can effectively address their unique water challenges before proceeding with implementation.

The Enhancement Design and Implementation Block Grant, administered by Watersheds United Vermont (WUV), supports critical water quality enhancement projects. Proposals for preliminary and final designs, as well as implementation, are welcome. This initiative is funded by the Vermont Department of Environmental Conservation’s Clean Water Initiative Program. No match is required, although voluntary leverage is appreciated for larger projects, allowing the funding to be utilized as match for other sources.

The Abell Foundation offers Community Development Grants to support nonprofit organizations improving Baltimore's quality of life. These small grants, typically under $10,000, fund innovative projects, ongoing services, and capital initiatives aimed at addressing systemic challenges. Focused on fostering equity, the Foundation targets organizations with 501c3 status that serve Baltimore City and align with its core program areas, including health, education, and community development.

The Colorado Water Plan Grants aim to support essential actions outlined in the Colorado Water Plan, focusing on sustainable water management strategies. Funded by the Colorado Department of Natural Resources, these grants facilitate projects related to water storage, sharing agreements, conservation, and educational initiatives. By fostering collaboration among local agencies, the program ensures that Colorado's water resources are conserved and managed effectively for future generations. The Aquatic Invasive Species Control Research & Demonstration program, supported by the Wisconsin Department of Natural Resources, aims to enhance water quality and protect ecosystems through collaborative initiatives. By providing cost-sharing funding for various activities, this program empowers eligible applicants, including local governments and educational institutions, to engage in effective water management practices. The initiative emphasizes sustainable stewardship of surface water resources, fostering partnerships to ensure long-term ecological health and community resilience in Wisconsin.

The Coastal Program's Capacity Grants for Technology Upgrades support local and Tribal governments in Minnesota to enhance coastal management through technology. Grants up to $4,500 can be used for equipment, software, and training aimed at improving water quality, habitat restoration, and community resilience. Eligible applicants must match 10% of the funds. Priority will be given to rural or Tribal communities with limited funding, ensuring equitable access to resources for sustainable coastal development.
