Alabama Housing Finance Authority
AHFA was created in 1980 by Act No. 80-585 of the Alabama Legislature. AHFA is a public corporation and instrumentality of the State of Alabama dedicated to serving the housing needs of low- and moderate-income Alabamians. AHFA creates housing opportunities through the affordable financing of single- and multifamily housing.
Since 1980, AHFA has helped more than 90,000 Alabamians purchase a home and provided funding for more than 65,000 rental housing units — serving as Alabama’s affordable housing resource.
HOME Investment Partnerships Program
The HOME Investment Partnerships Program (HOME) is a federally funded program established in 1990 as part of the Cranston-Gonzalez National Affordable housing Act (the “Act”). HOME provides funding to developers to construct new, affordable rental housing.
AHFA, as Alabama’s HOME program administrator, conducts a competitive application cycle. As it does with housing credits, AHFA implements action plans each year, which include selection criteria, an evaluation process, design quality standards, environmental requirements, and compliance monitoring procedures.
In order to ensure programs benefit the greatest number of Alabamians possible, HOME funds are combined with housing credits. Leveraging these two sources of funds allows projects to target additional low-income families.
Alabama Department of Economic and Community Affairs
The Alabama Department of Economic and Community Affairs works every day to positively impact Alabama communities through partnerships, grant programs, and services to spur community and economic development and enhance quality of life.
ADECA is a state agency that partners with leaders at the local level to positively impact and enhance the quality of life in Alabama communities through dozens of federal and state grant programs, surplus property, and water resource management.
Alabama Rural Health Transformation Program
The Alabama Rural Health Transformation Program (ARHTP) is designed to improve health outcomes, expand access to essential services, and strengthen healthcare infrastructure across the state’s rural communities. The program focuses on addressing longstanding access challenges, including provider shortages, geographic barriers, and gaps in specialty care, through partnerships with healthcare providers and community organizations. Emphasis is placed on prevention, early intervention, and improving access to care closer to home by leveraging innovative service delivery models and strengthening the rural healthcare workforce.
EMS Treat-in-Place Initiative
Funding Purpose
Funding under this NOFO is intended to support the development and implementation of EMS treat-inplace pilot programs that advance one or more initiative goals and align with the EMS Treat-in-Place strategy. Depending on the proposed scope of work, funding may support activities necessary to enable treat-in-place service delivery, including protocol development, telehealth consulting equipment, software, training, and other implementation needs necessary to support treat-in-place service delivery.
All funding under this opportunity is expected to be distributed through a competitive subaward process. Selected applicants will be treated as subrecipients and will be required to comply with all applicable federal, state, and programmatic requirements associated with the award.

The purpose of fund is to promote continued growth and career advancement through higher education in a nursing career to nurses and health care providers that are currently employed at Highlands Medical Center.

ADECA Healthy Food Financing Program
The Healthy Food Financing Program was approved in 2015 by the Alabama Legislature with the intent of ensuring that healthy foods at affordable prices are available to Alabamians. The grants are designed to help businesses and non-profit organizations with projects that can supply fresh fruits, vegetables and other grocery items to neighborhoods and communities with limited access to grocery stores.
ADECA awards projects annually based on competition to food banks, food pantries, farmers markets, schools, and grocery stores.
