Arkansas Economic Development Commission, Division of Rural Services and the Arkansas Rural Development Commission

The Arkansas Economic Development Commission (AEDC), Division of Rural Services (DRS), is charged with assisting rural communities with a population of 20,000 and under. Established under Act 302 of 1991, and merged with the Arkansas Economic Development Commission under Act 8 of the 2015 First Extraordinary Session, DRS assists local agencies in rural areas with information and technical assistance. Currently, more than 80% of Arkansans live in rural areas.

The Arkansas Rural Development Commission (ARDC) is a group of citizens from rural Arkansas responsible for overseeing the programs of DRS. Seven of its members are appointed by the Governor, two are appointed by the Senate President Pro-Tem, and two are appointed by the Speaker of the House. Commissioners serve multiple-year terms and meet throughout the year to discuss rural issues that affect Arkansans.

The mission of these two groups is to "Enhance the quality of life in rural Arkansas."

One focus of the Division of Rural Services is to be a source of information for rural citizens and provide support services to rural communities. DRS publishes a quarterly newsletter that covers rural policies and topics. The Division also hosts an annual conference and local forums around the state throughout the course of the year.

DRS provides funding for worthwhile projects in rural communities through a variety of grant programs. One such program is the Arkansas Rural Community Grant Program (RCGP). Since this grant's inception, more than $12 million has been awarded to communities in all 75 counties.

Arkansas Rural Community Grant Program

General Information and Eligibility

Through the Arkansas Rural Community Grant Program (RCGP), the Arkansas Rural Development Commission and the Division of Rural Services strive to enhance quality of life in the state by providing incentive grants on a matching basis. The Rural Community Grant Program can assist with the improvement of local fire protection, including related emergency services and construction, along with the development and improvement of community facilities.

What Type of Projects are Eligible

Projects eligible for funding consideration under the Rural Community Grant Program include, but are not limited to:

• Renovations, new construction or additions to publicly owned buildings such as civic or community centers, senior or youth centers, libraries, museums, and etc.
• Renovations, new construction, new equipment, or additions to parks and other publicly owned recreational facilities such as baseball or softball fields, landscape or beautification projects, park and picnic areas, jogging/walking trails, and etc.
• Purchase of storm sirens or construction of publicly owned storm shelters accessible to the citizens of the entire community.
• Renovations, new construction, or additions to fire facilities.
• The purchase of fire protection equipment and vehicles.
• The rehabilitation and/or retrofitting of newly acquired equipment and vehicles.

The Kerr Foundation Inc. offers grants to 501(c)3 organizations, focusing on education, arts, health, and human services. Priority is given to Oklahoma entities, but applications from neighboring states and Washington D.C. are also accepted. The foundation supports various project types, including capital, program, and operating expenses. Note that back-to-back grants are not allowed, enforcing a three-year gap for reapplication after funding. This ensures a broad and impactful reach for community development.

Nature's Path's Gardens for Good program empowers communities by funding organic gardens that address food insecurity. Since 2010, it has donated $930,000 CAD to support 120 gardens. In 2023, grants of $6,500 each will be awarded to 20 gardens across the U.S. and Canada. Eligible applicants must be registered non-profits with urban organic agriculture projects that serve low-income communities, promoting sustainable practices and inclusivity.

The NRA Foundation offers grants in Arkansas aimed at promoting charitable purposes as defined by the IRS. Eligible applicants include recognized nonprofits, government entities, and educational institutions. The foundation supports initiatives that enhance firearms safety, education in shooting sports, and research in marksmanship. Importantly, organizations not holding a Federal Employer Identification Number or those classified as labor unions or private businesses are ineligible. Eligible applicants include 501(c)(3) organizations serving Arkansans, with grants ranging from $25,000 to $250,000. The foundation prioritizes projects that foster community collaboration and demonstrate operational viability, aiming to enhance behavioral health and overall well-being.

The Mabee Foundation provides challenge grants for projects in Texas, Oklahoma, New Mexico, Arkansas, Missouri, and Kansas, primarily focusing on construction, renovation, and major medical equipment purchases. Organizations must raise 40% of project costs from other donors before applying. Grants can reach up to 20% of total costs, with a maximum of $2 million. Applications are considered quarterly, requiring submissions by specific deadlines for review at upcoming board meetings.

The National Trust Preservation Funds provide grants ranging from $2,500 to $5,000 to support local preservation projects and ongoing work. Colleen Callahan Professional Development Award

Members are invited to apply for the Professional Development Grant offered by Southeastern Region of the Costume Society of America. Awards will be made at a minimum of $250 with the total award not to exceed $1000. Your project may be on any aspect of costume, any technical skill, or any administrative expertise which will further the mission and purposes of the Costume Society of America. The grant money may be applied to research, a course, workshop fees, or travel.

Jim Liles Student Award

 The Jim Liles Student Award is intended to assist students who want to make presentations at a CSA Southeastern Region symposium. These presentations may be on any costume-related topic. The work should be well researched and may or may not be thesis, dissertation, course research project, independent study research, or senior project related. Up to TWO students whose papers are accepted will receive up to $1,000 each to cover travel and other related expenses. The Registration fee will be waived for all student presenters, regardless of whether they receive this award.

The Healthy Forests Reserve Program (HFRP) supports landowners in restoring and protecting forestlands on private and tribal lands through 10-year cost-share agreements and 30-year easements. This program aims to enhance biodiversity, improve habitats for endangered species, and increase carbon storage. Eligible landowners can receive significant financial assistance for approved conservation practices, making it a vital resource for ecological restoration and sustainable land management.

The AR Agricultural Conservation Easement Program (ACEP) offers Wetland Reserve Easements (WRE) to help private and tribal landowners restore and protect wetlands. This program provides vital habitat for wildlife, improves water quality, and enhances resilience to climate change. NRCS supports eligible landowners with various easement options, covering costs for restoration and easement recording. Applications are accepted year-round, and priority is given to projects that benefit migratory birds and other wildlife.
