CDBG Public Service Grant Program

The Public Service Grant (PSG) Program addresses community and business resource needs by providing funding for operating expenses, equipment, and program materials for activities which will benefit low/moderate income (LMI) persons.

Project Benefit: Eligible PSG projects must provide benefits to one of the groups of persons listed below and be in support of an identified business or non-profit entity:

Participants in a program where 51% or greater of the persons receiving benefit from PSG activities are determined to be LMI.

Persons who are members of the following groups that are currently presumed by HUD to meet benefit requirements. The presumption may be challenged if there is substantial evidence the group served by the project is most likely not comprised of principally LMI persons;

Abused Children (Does not include “at-risk” youth) • Battered Spouses (Does not include all victims of domestic violence) • Elderly Persons (62 years +, or 55 years + for housing) • Severely Disabled Adults • Homeless Persons • Illiterate Adults • Migrant Farm Workers • Persons Living with AIDS

All communities applying for PSG funds must certify that: The activity represents a new service to the community; or a quantifiable increase in the level of an existing service;

Maximum PSG Amount: $50,000

Founded in 1983, the Maine Community Foundation brings people and resources together to build a better Maine through strategic giving, community leadership, personalized service, local expertise and strong investments. We offer a range of giving options tailored to fit each donor’s financial means and charitable objectives. Our staff provides personalized service, community leadership, and a deep understanding of local issues.

River Rock Shared Future Fund

Purpose

The River Rock Shared Future Fund’s long-term goal is achieving greater racial equity by increasing economic opportunities, education levels and health and wellness in communities of color in Maine.

Types of Funding

Two-year general support grants for flexible funding of any type such as new/expanding/ongoing programs and operational needs including capital expenses. Your organization’s primary work must meet the River Rock Shared Future Fund criteria listed below.

Multi-year grantees will be selected every two years.

The Point32Health Foundation Grant focuses on advancing equity in aging by providing multi-year, general operating grants to nonprofits in Connecticut, Maine, Massachusetts, New Hampshire, and Rhode Island. The foundation emphasizes collaboration with community organizations to address systemic inequities and improve health outcomes for older adults. Grant applications are accepted at various times, with specific deadlines for advocacy and social justice projects. The foundation seeks to honor the voices of those most affected by inequities.

The Maine Health Access Foundation (MeHAF) offers the Systems Improvement and Innovation Responsive Grants Program to enhance health equity across Maine. This program, launched in 2020, complements previous grant initiatives by focusing on traditional systems-based organizations. It aims to improve access to healthcare in rural areas, support aging populations, address behavioral health issues, and promote maternal and child health. Community involvement is a key element, ensuring that those affected by health disparities have a voice in program development.

RBC Foundation – USA aims to enhance community quality of life by supporting non-profit organizations that promote diversity and positive change. In 2023, it awarded over $2.8 million in grants, prioritizing youth programs for ages 15-29, arts access for diverse populations, and mental well-being initiatives. The foundation encourages sustainable projects that foster economic independence, providing critical support for education, mental health, and cultural enrichment, thereby making a significant impact across various communities.

The Howard E. Stark Charitable Foundation, established in 2007, supports small, impactful organizations in the Northeast US. The foundation prioritizes projects that alleviate suffering for people or animals and considers applications from 501(c)(3) organizations outside its usual funding parameters. Key areas of support include education, after-school programs, rehabilitation, arts, nutrition, and emotional support initiatives. The foundation is committed to fostering local community development through thoughtful funding.

The Direct Services Grant Program, initiated by the John T. Gorman Foundation, aims to support organizations addressing the basic needs of vulnerable Maine residents, including hunger, housing, and crisis support. This grant prioritizes initiatives that strengthen families and empower communities, ensuring that essential services are accessible. The Foundation seeks to bolster educational achievements for young children, aid successful transitions for older youth, and support low-income families and seniors, ultimately fostering a thriving community in Maine.

The L.B. Research and Education Foundation Grant Program supports U.S.-based nonprofits focusing on innovative education and health solutions for underserved populations. Eligible organizations can apply by submitting a 400-word concept paper, and selected applicants may receive funding ranging from $10,000 to $75,000. The Foundation prioritizes projects that foster critical thinking and creativity, address health disparities, and encourage collaboration. There are no application deadlines, promoting year-round engagement.

The Gridiron Veterans Scholarship, provided by the Bob Woodruff Foundation, offers essential financial support for military veterans and first responders. This initiative focuses on wellness, rehabilitation, and recovery programs, ensuring participants can access mental health services, physical therapy, and holistic resources. The foundation prioritizes those facing emotional and physical challenges, empowering them to overcome barriers and improve their quality of life through customized, evidence-based support.

The Bangor Savings Bank Foundation Grant Making program provides funding between $2,000 and $25,000 to support initiatives that enhance community vitality in Northern New England. The foundation prioritizes projects that leverage additional resources, produce measurable results, and foster collaboration between public and private sectors. Quarterly and bi-annual reviews ensure timely consideration of applications. With a commitment to improving workforce and economic development, the foundation aims to make a meaningful impact in education, health, and civic services.

The Judith G. Whitaker Scholarship, awarded by Nurses Educational Funds Inc., supports nurses pursuing master's and doctoral degrees in nursing. Applicants must have two semesters of study remaining and meet specific eligibility criteria, including a valid RN license and a minimum GPA of 3.6. Preference is given to doctoral students focusing on nursing research. This scholarship reflects over a century of commitment to advancing nursing education and leadership.

The Joanne V. Pontier Scholarship, established in 2022 by Mary V. Insall, honors her sister, a dedicated emergency nurse. Preference is given to those focusing on nursing research or organizational studies. Applicants must have two semesters remaining in their studies and meet specific eligibility criteria, including maintaining a minimum GPA of 3.6. Margaret Ada Mutch Scholarship, established by the Columbia University-Presbyterian Hospital School of Nursing Alumni Association, offers financial support for nursing students pursuing master's or doctoral degrees. Applicants must have at least two semesters of study remaining and maintain a minimum GPA of 3.6. Preference is given to Columbia University School of Nursing students and alumni. The Daland Fellowships in Clinical Investigation, awarded by the American Philosophical Society, support research in clinical medicine across various fields, including internal medicine and psychiatry. Each fellowship provides $40,000 annually for up to two years, contingent on satisfactory progress. Eligible candidates include those with recent M.D. or Ph.D. degrees, and applicants must conduct research under a scientific advisor in the U.S. Preference is given to those with limited postdoctoral training.
