The Oregon Water Resources Department (OWRD) offers Water Project Grants to support local governments, tribes, and individuals in developing water projects with economic, environmental, and social benefits. Eligible projects must include a 25% cost match and can focus on conservation, storage, and water distribution. OWRD anticipates approximately $2 million available for the first 2026 funding cycle, with public comments on funding recommendations accepted until December 2024.

The OR Feasibility Study Grants program, managed by the Oregon Water Resources Department, aims to support water conservation, reuse, and storage projects across the state. With around $750,000 available for the 2023-2024 funding cycle, eligible applicants include local governments and tribes. The funding is intended for studies assessing project feasibility, ensuring communities can effectively address their unique water challenges before proceeding with implementation.

Oregon Sea Grant

Established at Oregon State University in 1971 as one of the first four Sea Grant College Programs designated in the nation, Oregon Sea Grant is now one of 34 programs within the National Oceanic and Atmospheric Administration's Sea Grant College Program. Congress established the national Sea Grant program in1966. Oregon Sea Grant is cooperative program between NOAA and Oregon State University. Our programs serve all of Oregon. Our core-funding is from NOAA Sea Grant and requires a 50% match of non-federal funding. Oregon State University is our primary non-federal fiscal partner, but we rely on many other collaborators and partners, including local governments, agencies, industry, and philanthropy to expand our capacity to address ongoing, unexpected, and emerging needs of Oregon's coastal communities and ecosystems.

We address regionally and nationally strategic issues through an integrated program of competitive, rigorously reviewed research, extension services and projects, and public education. We support dynamic, inventive, and flexible approaches to meet the needs of communities in changing natural and social environments.

Program Development Grants

These funds generally are not intended to supplement an existing project, but to provide seed money for exploratory or high-risk efforts, or to respond to urgent needs or unforeseen opportunities that require a timely effort.

Purpose

In addition to competitive grants awarded on a two-year cycle, Oregon Sea Grant offers modest grants for project opportunities or special circumstances, when resources are available. These projects typically arise between the regular application periods and must align with the Oregon Sea Grant strategic plan. These funds generally are not intended to supplement an existingproject, but to provide seed money for exploratory or high-risk/impact efforts, or to respond to urgent needs or unforeseen opportunities that require a timely effort. Oregon Sea Grant also considers requests for event support (or total requests less than $2,500) through our Conference and Activity Support program (see the Oregon Sea Grant “Conference and Activity Support Policy” for details).

Funding

Development grants are modest in size (total awards typically do not exceed $10,000) and should be one year or less in duration. Larger requests are occasionally considered, and are subject to peer review and approval by the National Sea Grant Office. Given our limited funding, success of requests in excess of $10,000 (total award) will be lower. While cost share is not required for program development proposals, opportunities for leveraged funds are welcome. Please contact us to discuss possible cost share for your project.

Program Development Submission Eligibility for April – December 2026 ONLY: Anyone residing in Oregon who can receive a personal services contract from OSU and is / can be set up in the Federal SAM system is eligible to apply for Oregon Sea Grant (ORSG) Program Development funds up to $6,700 (direct costs) during the period April – December 2026, funds permitting. Awards over $6,700 (direct costs) will be made only through colleges and universities.

The Oregon Sea Grant Activity and Conference Support Grant offers funding opportunities to university-based researchers focused on ocean and coastal issues. This grant promotes collaboration among scientists and stakeholders, enhancing understanding and resilience within Oregon's coastal communities. Resources are available for conferences and activities that align with the strategic goals of Oregon Sea Grant. Applications can be submitted as needed, with a review period of 60 days for funding decisions.

The Louder Than Words Grant Program, supported by the Finish Line Youth Foundation, focuses on empowering diverse and underserved communities in Indianapolis and beyond. With grant cycles addressing areas like health, workforce development, and safe communities, organizations can request up to $10,000 to support impactful programming. Eligible applicants must be 501(c)(3) organizations dedicated to fostering positive change, particularly for communities of color, ensuring equitable access to resources and opportunities.

The TJX Foundation Grants support nonprofit organizations located within 15 miles of a TJX store that align with their community mission. Eligible areas include basic needs, education for at-risk youth, workforce training, and safety from domestic violence. Organizations must be a registered 501(c)(3) for at least 12 months and have a nondiscrimination policy. Applications are invited through a Letter of Inquiry, with funding decisions based on community impact.

The Kroger Foundation is dedicated to uplifting communities through significant charitable contributions, having donated over $1.9 billion in the past six years. Their focus on combating hunger through the Zero Hunger | Zero Waste initiative exemplifies their commitment to social impact. Annually, they provide over $300 million to nonprofit organizations aligned with their mission, promoting health, education, and disaster relief while fostering diversity and inclusion. This initiative reflects Kroger's belief that strong communities are a shared responsibility.

The Three Rivers Foundation, established in 2011, focuses on improving the health and welfare of the Coos, Lower Umpqua, and Siuslaw Indians' historical homelands. It invites funding applications for innovative projects in education, health, public safety, and more, especially those benefiting Native Americans in Oregon or having a statewide impact. The foundation prioritizes grassroots efforts and collaborative approaches, ensuring that the needs of local communities are met through responsive grant-making.

The Betty Kinsman Fund supports arts in Oregon and southern Washington, focusing on theatre, literary arts, and photography. Grants prioritize smaller organizations and aim to celebrate individual artists and innovative presentations. The fund does not support physical improvements, arts education, or activities aimed at specialty audiences. While all proposals are considered, preference is given to project support over general operating expenses. This initiative honors Betty Kinsman's passion for the arts while ensuring a public benefit.

RBC Foundation – USA aims to enhance community quality of life by supporting non-profit organizations that promote diversity and positive change. In 2023, it awarded over $2.8 million in grants, prioritizing youth programs for ages 15-29, arts access for diverse populations, and mental well-being initiatives. The foundation encourages sustainable projects that foster economic independence, providing critical support for education, mental health, and cultural enrichment, thereby making a significant impact across various communities.

Definition

A Focused Investment Partnership is an OWEB investment that:

• Addresses a board-identified Focused Investment Priority of significance to the state; 
• Works towards achieving clear and measurable ecological outcomes;
• Uses integrated, results-oriented approaches as identified through a strategic action plan; and 
• Is implemented by a high-performing partnership.

Implementation Grants

Implementation funding supports partnerships with up to $12 million over 3 biennia (6 years). Initiatives must demonstrate clear and measurable restoration outputs and ecological outcomes that support limiting factors outlined in a federal recovery and/or state conservation plan(s).

Strategic Action Plan

Partnerships applying for FIP Implementation funding must have a strategic action plan (SAP) that addresses all components detailed in OWEB's Strategic Action Plan Guidance. A SAP defines the geographic extent, timeframe, and range of strategies and actions that will lead to the long-term goals of a partnership. The scope of an Implementation conservation initiative is determined by the partnership and constitutes the portion of the SAP that the partnership believes it can accomplish in the proposed timeframe with the proposed funding.

The Health Policy Research Scholars program, funded by the Robert Wood Johnson Foundation, aims to develop leadership among doctoral students from diverse, nonclinical disciplines. This four-year initiative focuses on aligning research with community health needs, emphasizing equity and collaboration across sectors. Scholars will receive $30,000 annually for up to four years, complemented by mentorship and training. The program targets second-year doctoral students who are committed to influencing health policy and fostering a Culture of Health in their communities.

The Donaghue Foundation's Greater Value Portfolio Grant Program aims to enhance healthcare value by funding innovative research projects for two years, with awards up to $400,000. It encourages proposals that address issues such as high costs, disparities, and inefficiencies in care. Eligible applicants include Ph.D. researchers at nonprofit institutions partnered with healthcare organizations. The program seeks actionable solutions to improve patient care and reduce the burden of low-value healthcare on communities.

The North Central Soybean Research Grant Program (NCSRP) aims to enhance soybean production through collaborative research and outreach. By investing in innovative projects, it addresses key challenges in soybean yield, profitability, and environmental sustainability. The program encourages proposals that focus on genetic improvement, pest control, and production practices tailored for the North Central region. Funded projects are expected to deliver practical benefits to soybean farmers while fostering communication and collaboration among stakeholders in the industry.

The Gerber Foundation provides research grants focused on enhancing the health and nutrition of infants and young children, particularly those aged 0-3. The foundation seeks innovative projects that address critical health issues and improve developmental outcomes. Grants support applied research, diagnostic tools, and treatment regimens that promise significant advancements in pediatric health. Eligible applicants include tax-exempt organizations, emphasizing a commitment to projects with a direct impact on children's well-being in the U.S.

The Paul B. Beeson Emerging Leaders Career Development Award in Aging (K76)

The National Institute on Aging (NIA), The John A. Hartford Foundation, and the National Institute on Neurological Disorders and Strokes (NINDS) are collaborating on this initiative to develop of a cadre of talented scientists prepared and willing to take an active leadership role in transformative change that will lead to improved health care outcomes.

Emerging leaders are clinically trained (primarily physician) early-stage investigators who have begun to establish research careers and have shown signs of leadership potential who will use this award to further develop the tools, skills and resources to have a significant impact in their field of expertise. 

The National Institute on Aging is pursuing this initiative to recruit talented new investigators who have begun to establish research programs and through this award will be ready to assume leadership roles in their field of expertise and well poised to change theory, practice and health outcomes related to the health of older individuals. Unlike other mentored K awards candidates for this award must have received competitively awarded research support as a PD/PI at the faculty level and have had prior leadership responsibilities in the clinical or research domain.

It is anticipated that seven to ten awards will be granted in 2017, up to 5 years of funding limited to $225,000 in direct costs per year. 

The Graham Foundation for Advanced Studies in the Fine Arts, established in 1956, supports innovative projects that explore architecture's role in society and culture. It offers grants to individuals for production and presentation, as well as research and development, focusing on diverse ideas that provoke critical dialogue. Established in 1956, the Foundation promotes innovative projects that encourage public dialogue, raise awareness, and foster experimentation in the field. Grants, not exceeding $30,000, support diverse practitioners and initiatives, enhancing discourse in architecture, design, visual arts, and related fields. The Foundation encourages projects that demonstrate originality, feasibility, and potential for meaningful impact.

The Goodyear Community Support Grant aims to empower nonprofit organizations that align with Goodyear's community engagement focus areas. With a strong commitment to safe, smart, and sustainable initiatives, Goodyear supports programs fostering safe mobility, inspiring students through education, and addressing environmental and societal needs. This grant serves as a catalyst for positive change, helping communities thrive by focusing on volunteerism and impactful partnerships.

The Joseph E. and Marjorie B. Jones Foundation is a private philanthropic organization committed to enhancing life quality in the greater Washington, D.C. area. The foundation focuses on human services, healthcare, and educational initiatives, believing in the inherent dignity of all individuals. It supports projects that foster community trust and partnership while avoiding funding for basic research, scholarships, or sectarian activities. The foundation aims to inspire and uplift communities through strategic partnerships.

The Greenwall Faculty Scholars Program supports junior faculty in bioethics research, offering 50% salary support for three years and project funding of $5,000 annually. Scholars engage in community-building through semi-annual meetings, mentoring, and philosophical seminars. Priority is given to applicants from underrepresented backgrounds and those not yet considered for tenure. This program aims to drive innovative research that addresses pressing ethical issues in clinical and public health settings, fostering future bioethics advancements.

The Hearing Health Foundation's Emerging Research Grants (ERG) program supports innovative research in hearing and balance, providing up to $50,000 per year for promising projects. Since 1958, it has fostered early-career researchers and led to significant advancements in the field. Eligible applicants must be affiliated with U.S. institutions and hold relevant advanced degrees. The program emphasizes underfunded areas and encourages applications that expand knowledge and research capabilities in hearing health.

J.B. Hunt Transport Services offers financial support for various community projects through its Company Giving program. Focused on four key areas—Health Care, Veterans' Support, Education, and Crisis Management—this initiative aims to enhance the well-being of local communities. Eligible applicants include 501(c)(3) organizations, schools, and civic groups, while organizations that primarily benefit their members or have high management overhead may be excluded. The program underscores J.B. Hunt's commitment to corporate social responsibility.
