A Charity which has a project to benefit individuals with developmental or intellectual disabilities based on financial need shall be awarded the grant money based upon its own objective criteria and without any special preference to members of Civitan or members of their family.

Accessibility & Engagement

For museums, parks, other public spaces without a specific I/DD focus wanting to make property or equipment improvements and additions to better include visitors with I/DD.

Their philanthropic efforts prioritize humanitarian, educational, environmental, and cultural initiatives, aiming to build stronger communities and support innovative projects. Eligibility is limited to local organizations, while ineligible projects include those with political or religious ties. The foundation strives to create a positive societal impact through collaboration and strategic partnerships.

The Child Neurology Foundation offers a Summer Scholarship for first, second, or third-year medical students interested in neurodevelopmental disabilities or child neurology. This scholarship provides $3,500 for clinical research focused on neurodevelopmental disabilities in children or young adults, conducted under the supervision of a qualified subspecialist. Applications are evaluated based on their importance, originality, and contribution to the medical student's development.

The Patient-Centered Outcomes Research Institute (PCORI) will announce funding for patient-centered comparative clinical effectiveness research (CER) studies focusing on rare diseases. This initiative encourages collaboration and aims to fill critical research gaps affecting approximately 30 million Americans with rare diseases. Applications can request up to $12 million over five years, including coverage for patient care costs. This funding opportunity is set to open on August 12, 2025, with a focus on addressing pressing patient-centered CER questions.

The NAILBA Charitable Foundation Grant aims to support small, well-managed U.S. charities that assist those in need, particularly children. Grants are available to organizations with backing from a NAILBA member and that meet specific criteria, such as nonsectarian operation and appropriate fiscal accountability. The David and Jacquie Clark Family Fund, established in 2017, aims to support individuals with special needs and their families through grants to nonprofits. With a focus on Ohio organizations, the fund seeks to ensure equitable opportunities for these individuals, fostering their success and well-being. Since its inception, the fund has provided assistance to over 30 nonprofits across the U.S., enhancing programs that promote learning and growth outside traditional educational settings.

The ASF Family Fund Grant, offered by the Angelman Syndrome Foundation, provides crucial financial assistance to families of individuals with Angelman syndrome. This rare neuro-genetic disorder affects approximately 500,000 people globally. The fund aims to enhance the quality of life for affected individuals, allowing caregivers to apply for up to $5,000 to cover essential needs. Limitations include restrictions on certain expenses and prior grant awards. This initiative aims to support families through education and necessary resources.

The Intellectual and Developmental Disabilities Topical PCORI Funding aims to support high-quality, patient-centered comparative clinical effectiveness research (CER) focusing on individuals with intellectual and developmental disabilities (IDD). This funding opportunity recognizes the diversity of conditions under IDD and the varying support needs among individuals. PCORI encourages the use of both person-first and identity-first language, acknowledging the preferences within the disability community, and aims to enhance the quality of healthcare delivery for these populations.

The WITH Foundation's upcoming RFP cycle opens on July 1, 2026, with decisions from the previous cycle made in February 2026. The foundation aims to improve healthcare for adults with developmental disabilities, emphasizing dignity and comprehensive care. Grants of up to $150,000 are available, with research-focused projects eligible for up to $250,000. Priority is given to applicants with 501(c)(3) status, addressing specific needs in healthcare delivery and advocating for systemic change.

The Ann W. Dooley Advancement Scholarship supports individuals aged 18-25 with intellectual disabilities who reside in Boone, Ogle, Stephenson, or Winnebago County. This scholarship encourages empowerment through education, enabling recipients to enhance their life skills for employment and independence. Established in memory of Ann Dooley, a dedicated educator, this scholarship honors her legacy of service and commitment to helping others. Applicants must provide verification of their disability and enrollment in a post-secondary program.

The Colleen Maher Inspirational Scholarship supports individuals with intellectual disabilities, aged 18-25, who are current students or graduates of Rockford Public Schools. This scholarship empowers them to pursue post-secondary education and develop skills for independent living. Inspired by Colleen Maher, who overcame challenges associated with Down syndrome, this initiative aims to ensure that others like her can access educational opportunities and work towards their dreams, fostering a more inclusive community.

Patricia Schroder Memorial Scholarship

Pat had a big heart for helping others and devoted her life to assisting, teaching, and coaching students with disabilities. She worked as a special education teacher's assistant at various schools across the Evergreen School District after earning her Masters, she moved to White Salmon, Washington, where she taught at Columbia High School. In 1994, she moved back to Vancouver and accepted a teaching position at Camas High School where she taught social studies and special education. She retired in 2010 after more than 16 years with the Camas School District.

Pat had a big heart for helping others. She loved and took interest in many of her students throughout her teaching career. She was also actively involved in Special Olympics as a coach and volunteer in addition to providing temporary respite care relief for families of children with special needs.

Additionally, Pat developed a passion for politics at an early age when she first served as a government page at the Washington State Capitol during her senior year in high school. She became an active member in Washington State Democrats, where she attended state democratic caucuses and managed senatorial and legislative campaigns. She also successfully spearheaded the passage of levy and bond election campaigns to support educational programs in the Evergreen School District. Her love for politics later resulted in her running and being elected as Mayor of the city of White Salmon in 1992, where she held the post for two years. Pat enjoyed visiting Frisco, Texas to spend time with her family whenever she could.

Award Amount

2 scholarships are awarded each year. Awards will likely be between $1,000-$1,400.

The Children and Youth with Special Health Care Needs Research Network aims to enhance the lives of children and youth with special health care needs (CYSHCN) and their families. By establishing a robust research infrastructure, the program will generate evidence-based solutions to foster well-being and community engagement. It focuses on identifying effective interventions and measures that can be integrated into essential services and supports, ultimately helping CYSHCN thrive throughout their lives.

Named after Penelope, Pens Pearls is the financial support arm of our foundation, providing direct assistance to families navigating the unique joys and challenges of raising a child with a disability. From therapy grants to life-changing opportunities, we’re here to lighten the load and ensure every child has the resources they need to thrive.

Through Pens Pearls, eligible families can apply for funding to help cover essential needs, services, or opportunities that make a meaningful impact in their lives. The Burger Family Foundation is a 501(c)(3) organization, and this program is one of the ways we work to create lasting change—one story at a time.

Qualifications for Pens Pearls Grant Program, are deemed by the strict bylaws of the Burger Family Foundation. Funds are paid directly to provider. 

The McGraw Foundation offers annual grants to not-for-profit organizations, primarily in the greater Chicago area, focusing on education, conservation, and human services. Grant amounts typically range from $2,000 to $10,000, with larger grants available for particularly impactful projects. While supporting diverse initiatives, the Foundation does not fund individuals or specific events. Organizations must be tax-exempt under IRS regulations to qualify for funding. The Foundation encourages innovative approaches and partnerships in grant applications.

The Community Experts Fund Grant, provided by the Peter & Elizabeth C. Tower Foundation, aims to improve the lives of young people facing mental health and developmental challenges in targeted counties. With $350,000 available in 2025, the fund emphasizes mentoring initiatives that empower youth-driven goals. By strengthening existing programs, it seeks to build capacity and support young individuals through quality one-on-one mentoring, distinct from traditional case management, addressing the pressing needs of this vulnerable population.

The Nantucket Fund Grants, offered by the Community Foundation for Nantucket, aim to enhance the quality of life for island residents through targeted community projects. Grants are available to 501(c)(3) organizations, municipalities, and religious entities addressing critical needs such as mental health, housing, and senior well-being. The initiative encourages innovative, sustainable solutions that leverage additional support while fostering collaboration among local nonprofits to maximize impact and minimize service duplication.

The Robert and Joan Dircks Foundation Grant Program supports non-profit organizations in New Jersey that provide opportunities for disadvantaged individuals. With grants ranging from $1,000 to $15,000, the foundation focuses on innovative programs that solve critical issues rather than operational needs. Eligible organizations must be tax-exempt under section 501(c)(3) of the Internal Revenue Code. The foundation does not fund political activities, cultural projects, or operating budgets, ensuring resources directly benefit those in need.

Community Change Grants

We understand that many issues can be best addressed when communities work together, pooling resources and expertise, and developing collaborative and creative solutions. By funding cross-organizational initiatives, we can help organizations broaden their outlook and their reach.

Through its Community Change funding, the Peter & Elizabeth Tower Foundation seeks to forge equitable relationships and more just power dynamics among different constituencies relating to young people and their families affected by intellectual disabilities, learning disabilities, mental health challenges, and/or substance use disorders.

Community Change projects must be aligned with the Tower Foundation’s goals and involve multiple, diverse stakeholders – especially those most directly harmed by existing conditions and practices – working together towards common ends.

Such work can include (but is not limited to) initiatives that:

• challenge existing beliefs, assumptions, and entrenched practices involving these populations;
• supplement, coordinate, or more effectively resource relevant continuums of care;
• employ creative approaches to workforce recruitment and development that enhance the availability of and access to high-quality, culturally relevant services;
• support coalitions and networks built on community assets; and/or
• employ innovative approaches to creating equitable relationships and practices among elements within and across systems.

The strongest projects will incorporate most, if not all, elements of the Foundation’s values.

What Does the Foundation Want to Accomplish?

For each of the populations it supports, the Foundation has identified a set of grantmaking goals. Community Change grants should promote one or more of these goals:

• Intellectual Disabilities
• Children with intellectual disabilities are identified early and receive services that meet their evolving needs.
• Young people with intellectual disabilities are engaged in meaningful social, vocational, and educational pursuits.
• Families understand intellectual disabilities and secure needed supports.
• Communities embrace persons with intellectual disabilities and provide them with a full-range of supports and opportunities to engage in community life.
• Learning Disabilities
• Children with learning disabilities are identified early, diagnosed and connected to services that meet their on-going individual needs.
• Youth with learning disabilities understand how they learn and pursue resources that support them accordingly.
• Young adults are confident and do not view their learning disability as a liability.
• Young adults with learning disabilities are ready for work and/or educational pursuits.
• Families are informed about learning disabilities and are able to identify and navigate available services.
• Communities value persons with learning disabilities and accommodate their needs.
• Mental Health
• Stigma related to mental illness is eliminated.
• Children with social, emotional, and behavioral challenges are identified early and connected to appropriate services.
• Young people with mental health challenges understand and manage their conditions and behaviors.
• Families understand mental health challenges and help members live productive lives.
• Communities offer meaningful opportunities and appropriate support to young people with mental health challenges and their families.
• Substance Use Disorders
• Community members understand the prevalence and harmful effects of alcohol and drugs, and work to address them.
• Resources for substance abuse prevention, treatment, and recovery are readily available.
• Families provide safe environments that support healthy choices about alcohol and drugs.

The Peter and Elizabeth C. Tower Foundation is dedicated to empowering children and young adults affected by substance use disorders, learning disabilities, mental illness, and intellectual disabilities. Their Programs & Services Grants support initiatives within Erie and Niagara Counties in New York and parts of Massachusetts, focusing on enhancing community capabilities and improving quality of life. Note that applications for certain grant cycles are paused for the remainder of 2025 as the foundation shifts towards emergency response funding.

Overview

The Tower Foundation is a family foundation that helps children, adolescents, and young people affected by intellectual disabilities, learning disabilities, mental health issues, and/or substance use disorders. Our goal is to improve the lives of young people in our geographic footprint of Erie and Niagara Counties in Western New York, and Barnstable, Dukes, Essex, and Nantucket Counties in Eastern Massachusetts.

The Tower Foundation believes every young person should have the chance to achieve their personal goals, regardless of the challenges they face. Individuals who live with one or more of these issues may be overlooked or stigmatized, creating additional challenges. We also know that some young people face more challenges than others because of systemic inequalities. The convergence of our focus areas with racism, ableism, sexism, and other types of discrimination warrants the Foundation’s attention because as we know, people do not live single-issue lives.

The Tower Foundation sees its role as more than just a funder. These issues are near and dear to us because we have members of our family who live with one or more of the issues. These are individuals who are resilient—persevering despite the challenges they face— and who should be valued by our communities. The Tower Foundation envisions a future in which equitable communities include, accept and value these young people.

Strengthening Partner Capacity Grants

The Foundation seeks to fund requests that, “build and/or strengthen the systems, structures, cultures, skills, resources, and power that organizations need to serve their communities.” Strengthening Partner Capacity grants are available for board/leadership development; diversity, equity, inclusion; evaluation/evaluation design; organizational development; professional development; program design and planning (not service delivery); small capital projects/equipment purchases; staff mental wellness support; technology planning/purchasing; and other ideas that help organizations better serve their communities as described above. 

The J.E. & Z.B. Butler Foundation Grant aims to foster an inclusive environment where individuals of all abilities are respected and valued. The foundation prioritizes funding direct service programs that promote personal growth, self-advocacy, and meaningful engagement for individuals with disabilities. It supports after-school, summer, and work readiness initiatives, focusing on educational and social opportunities. The foundation encourages collaboration and professional development to enhance the effectiveness of funded programs in the New York Metropolitan and Boston areas.
