About the Funds that support these grants:

Bill & Melissa Zielinski established this fund because of their belief that exposure to the outdoors at a young age can help develop an understanding of environmental issues and an appreciation of how the protection of natural places can enhance the quality of life. Grants provide funds to cover the cost of a bus or other transportation so that teachers can take their students on educational field trips to local natural areas. 

Ed and Joan Nilsen established this leadership fund in December of 1994. Ed Nilsen served as a member of the Board of Directors from the time Humboldt Area Foundation was founded in 1972 until 2001. He served as the first chair of the Board and then served in many other essential capacities. Ed Nilsen passed away on February 17, 2015.

Better Food Policy Fund 

Since its inception, the Better Food Policy Fund has set its strategic direction in a participatory fashion. We are intentionally building capacity for engagement to ensure the Fund aligns with the needs of food policy council stakeholders.   

Thus far, the Fund has engaged 300+ food policy council stakeholders to help co-develop the Fund. We are immensely grateful for the individuals who helped shape the initial direction of this fund. We view this growing stakeholder audience as the people to whom the Fund’s governing body, the Independent Advisory Committee, is ultimately accountable.

Grantmaking

The Better Food Policy Fund invests in US-based food policy councils, empowering community and government collaboration for progressive food policy. We utilize participatory processes to enhance equity and redistribute power in the funding landscape. We seek to celebrate and uplift the work of food policy councils, and believe every food policy council is worthy of financial support.

We define “food policy councils” as councils, networks, coalitions, or other groups working across boundaries at the tribal, municipal, county, state, or regional level.  

We support actions aimed at ensuring an enabling environment for policy change, such as: 

  • increasing levels of inclusive and equitable stakeholder engagement in public processes
  • engaging systems thinking when tackling complex food system challenges
  • facilitating collaboration with and across local government agencies and departments 
  • developing or revising local policies and plans  

We define “better food policy” as practices, procedures, ordinances, laws, etc. of governing institutions which strengthen community-based food systems.

We define “civic collaboration” as people joining together at the intersection of community and government to address public issues.

The Oakland Fund for Children and Youth (OFCY) is a cornerstone initiative of the City of Oakland, operating within the Children and Youth Services Division of the Human Services Department. As the city’s largest grantmaking program, OFCY plays a vital role in supporting the well-being and success of Oakland’s children, youth, and families. 

Through strategic funding of community-based organizations, OFCY invests in programs that uplift, empower, and protect Oakland’s most vulnerable populations, ensuring access to critical resources, enriching opportunities, and brighter futures for the next generation.

Mission Statement: We provide strategic funding to support Oakland's children and youth from birth to 21 years of age to become healthy, happy, educated, engaged, powerful and loved community members.

OFCY Request for Proposals (RFP) for Children, Youth, & Family Services

Scope of Services

The City releases the Request for Proposals (RFP) to solicit program proposals from non-profit organizations and public agencies to provide services to children, youth, and their families in Oakland. OFCY will fund programs that are prevention and early intervention oriented.

Programs should be culturally responsive, age-appropriate, and child, youth, and family-centered. Investments are designed to support all children in Oakland, particularly those who experience the greatest disparities in the city.

The OFCY Three-Year Strategic Investment Plan (SIP) outlines how funds should be distributed to meet the four OFCY foundational goals:

  • Support the healthy development of young children
  • Help children and youth succeed in school and graduate high school
  • Prevent and reduce violence, crime and gang involvement among children and youth
  • Help youth transition to a productive adulthood 

Eight Funding Strategies were identified to support the four OFCY foundation goals: Strategy 1: Family Resource Centers & Parent Engagement; Strategy 2: Elementary School-Based Expanded Learning; Strategy 3: Middle School-Based Expanded Learning; Strategy 4: Youth Development & Leadership; Strategy 5: Career Access & Employment; Strategy 6: Youth Summer Jobs/Mayor’s Summer Youth Employment Program; Strategy 7: Independent Living; Strategy 8: Placed-Based Innovations for Safety 

Strategy 1: Family Resource Centers & Parent Engagement

This funding strategy supports Family Resource Centers (FRCs) and other family engagement programs that build caregivers’ knowledge and skills about early childhood development and increase their involvement as their children’s “first teachers.” Programs support early learning through playgroups and parent/caregiver workshops, offer opportunities for engagement in their local community and neighborhood, and connect families to services that help them thrive. Programs supported by this strategy may be provided in the community, at home, or at existing FRCs. Services must be culturally specific and appropriate for the communities that are most in need of access to these types of parent/caregiver support services. Programs will serve communities in which young children are less likely to enroll in preschool or have disproportionately low kindergarten readiness scores.
