Community Development Block Grant: Small Cities

"The Key to Connecticut's Community Development Future"

 Connecticut's Community Development Block Grant (CDBG) Program, also known as the Small Cities Program, provides funding and technical support for projects that achieve local community and economic development objectives. The Small Cities Program principally benefits low-and moderate-income persons. This program is only available to Connecticut towns and cities with populations of less than 50,000.

Funding for the Connecticut CDBG program is provided by the U.S. Department of Housing and Urban Development (HUD) under the guidelines of Title I of the Housing and Community Development Act of 1974, as amended. Eligible Activities must meet one of the following CDBG program National Objectives: benefiting low and moderate-income persons, eliminating slum and blight or addressing an urgent need.

The primary focus of the CDBG program is to benefit low-and moderate-income persons. The Connecticut CDBG program receives and distributes over thirteen million dollars each year. Since the state took over the administration of the CDBG program in 1982, over $325,700,000 has been invested in Connecticut communities. Communities participate in a competitive application process annually for CDBG funds to implement their proposed community and economic development projects.  

The NACD Technical Assistance Grants program, in partnership with NRCS, has been enhancing conservation district support since 2018. By funding staff hires, it aims to improve service for agricultural producers and address conservation workload challenges. The initiative focuses on outreach, education, and civic engagement to empower local communities, promote sustainability, and support historically underserved producers in implementing conservation practices, thereby fostering both individual and community resilience.

Substance Use Disorder Residential Bed Expansion

Many adult substance use residential treatment programs in Connecticut (CT) are funded by CT Medicaid, which covers the treatment and room and board costs for individuals enrolled in Medicaid, through the CT 1115 substance use disorder (SUD) demonstration that started in March 2022. The Department of Mental Health and Addiction Services (DMHAS) provides contract dollars to many of these Medicaid-funded programs to serve individuals who are uninsured. DMHAS is soliciting proposals to add additional beds to existing substance use residential treatment programs or add new substance use residential treatment programs. These beds/programs would be jointly funded by CT Medicaid and DMHAS as described above. The specific American Society of Addiction Medicine (ASAM) levels of care being expanded via this RFP are 3.5 and 3.1. There is particular interest in expanding services for women and those providing trauma and gender bestpractices.

RFP Purpose. To expand the number of beds in the Clinically Managed HighIntensity Residential Treatment services (ASAM Level 3.5) and Clinically Managed Low-Intensity Residential Treatment services (ASAM Level 3.1) levels of care in Connecticut.

The Kosciuszko Foundation offers Tuition Scholarships for American students of Polish descent pursuing graduate studies in the U.S. Scholarships can provide up to $12,000 for full-time studies, including master's and Ph.D. programs. K-12 STEM Education

The K-12 STEM Education focus area aims to close the gaps for students from low-income communities by supporting programs that foster new pathways and pipelines to STEM education through focused K-12 efforts, concentrating on the critical middle school years. The Foundation’s K-12 STEM Education grants are focused on initiatives that benefit Marion County, Indiana.

Economic Mobility

The Economic Mobility focus area supports charitable and educational programs that strengthen workforce readiness, postsecondary and skills-based educational pathways, and housing stability to promote long-term prosperity. This support is focused on Marion County, Indiana, with the goal of improving economic opportunity for low-income communities and advancing community well-being.

Department of Mental Health and Addiction Services

The Department of Mental Health and Addiction Services (DMHAS) promotes and administers comprehensive, recovery-oriented services in the areas of mental health treatment and substance abuse prevention and treatment throughout Connecticut.

While the Department's prevention services serve all Connecticut citizens, its mandate is to serve adults (over 18 years of age) with psychiatric or substance use disorders, or both, who lack the financial means to obtain such services on their own. DMHAS also provides collaborative programs for individuals with special needs, such as persons with HIV/AIDS infection, people in the criminal justice system, those with problem gambling disorders, substance abusing pregnant women, persons with traumatic brain injury or hearing impairment, those with co-occurring substance abuse and mental illness, and special populations transitioning out of the Department of Children and Families.

The State of Connecticut, represented by DMHAS, in its effort to successfully implement a comprehensive CIT Statewide Model including CIT training, collaboration and partnerships with community members, requests proposals from qualified CIT trained entities to provide submissions that effectively describe a plan to provide CIT Training statewide to law enforcement officers, first responders and behavioral health clinicians.

The statewide CIT Statewide Model and Training is designed to equip law enforcement officers, first responders, dispatch/911, mental health professionals, and other relevant stakeholders with the knowledge, skills, and resources necessary to effectively respond to individuals in crisis.

The Levin Family Foundation Grant supports nonprofits focused on critical issues in Montgomery County, Ohio, such as the opiate epidemic, human trafficking, anti-bullying, and suicide prevention. Established in 1996, the foundation has invested over $12 million globally, emphasizing projects that align with its mission. Eligible organizations must be IRS 501(c)(3) tax-exempt. Priority is given to initiatives in the Greater Dayton Area, fostering positive community impact.

Ecolab Foundation

Ecolab Match Program

Ecolab established the Volunteer and Community Relations programs to encourage and reward Ecolab employee and alumni involvement in the communities where people live and work. There are three programs including the Board Leadership Volunteer Grant.

Board Leadership Volunteer Grant

Ecolab will donate up to $500 USD annually to a qualifying 501(c)3 organization (some restrictions apply) for which an eligible person serves on the Board of Directors.

Eligible applicants must be US-based and have 501(c)(3) status. The initiative prioritizes projects that train individuals for manufacturing roles, develop technical skills, and introduce automation to prepare for evolving industry demands, ultimately fostering economic prosperity in local communities.

The Sachs Family Foundation Grant aims to enhance the quality of life for economically and educationally disadvantaged individuals and families. The Foundation supports self-sustaining charitable organizations focusing on economic and educational opportunities, particularly in low-income communities in the U.S. and developing countries. Grants are available for various initiatives, including education, housing, and job training, with a keen interest in programs that demonstrate clear potential for sustainability.

The Japan – U.S. Global Partnership Grant Program aims to foster collaborative projects addressing global issues through partnerships between Japanese and American organizations. It focuses on policy-oriented research and dialogue among diverse professionals, including academia and grassroots practitioners. The Doree Taylor Charitable Foundation supports charitable organizations focused on basic provisions for underserved populations, humane care of animals, health care services, public media, and environmental initiatives. Request for Proposals: Launchpad Funds

Background

Coefficient Giving is increasing its giving, primarily to prepare for the billions of dollars in new philanthropic capital that may become available in the coming years. Our increased giving in global health and wellbeing is a temporary surge, with two objectives: to smooth funding and pull forward initiatives we expect to be cost-effective, and to help create an ecosystem of regrantors and implementers with the capacity to allocate this new money as cost-effectively as possible. Additional context on our scaling is provided in this blog post. 

With new potential capital on the way, we want to increase the supply of actionable and fundable plans to address some of the world’s hardest problems. We’re looking for specific, credible strategies to convert funding into measurable progress. Our ideal funds are:

However, we are also open to funds that are thematic and don’t have a quantified goal — for example, a fund organized around a promising type of intervention. Such funds still need to be led by a single, identifiable person who is accountable for the fund’s direction.

Through this request for EOIs, we aim to seed or scale Launchpad Funds that can grow to $100m+ over the next few years. We don’t seek scale for its own sake; it is a proxy for the ambition of the fund, and a signal that the problem is large and tractable enough to justify deploying significantly more capital over time.

What we will fund

• We expect to support established ideas that have either not yet secured anchor support or could significantly scale beyond their existing level of funding.
• This funding can cover operating expenses, but we expect most of it to be used for activities that make progress on the fund’s goals — whether through regranting or direct implementation.
• For exceptional proposals, we may consider funding levels beyond $50m. We anticipate higher funding levels will involve more thought partnership from our team.
• While we don’t expect to make grants longer than 36 months, funded proposals may later be considered for additional funding beyond the initial period.

The New England Grassroots Environment Fund's Grow Grant supports community-based initiatives in CT, ME, MA, NH, RI, and VT. This grant is designed for groups with local grassroots projects, prioritizing those with diverse voices and limited access to other funding sources. Eligible groups may not need formal tax status, but must maintain a checking account. This funding aims to enhance community engagement and empower local decision-making.

The Global Health and Wellbeing Grantmaking program by Coefficient Giving focuses on addressing critical health and welfare issues worldwide. With an emphasis on proactive engagement and evidence-based solutions, the initiative supports projects that improve health outcomes and wellbeing. The Max and Victoria Dreyfus Foundation offers grants to support diverse initiatives, including museums, educational programs, and environmental activities. The Resilient and Connected Appalachians Grant Program, offered by The Nature Conservancy, provides up to $100,000 for projects that acquire land and easements throughout the Appalachian region. This program emphasizes equitable conservation, aiming to support historically marginalized communities and enhance access to nature while addressing climate change impacts. Projects must demonstrate community engagement and align with the program's goals to protect vital habitats and foster resilience in the face of environmental challenges.

The External Collaborative Research (ECR) program by Boehringer Ingelheim invites academic and community scientists to propose collaborative studies aimed at protocol development and result publication. This program offers potential drug and financial support, excluding direct salary for the Principal Investigator. Budgets must represent fair market value and will be negotiated further. Research interests span therapeutic areas including Cardio-Renal-Metabolic, Mental Health, Dermatology, and Oncology, encouraging innovative solutions to unmet medical needs.

The CSWEP Environmental Professionals Grant Program, organized by the Connecticut Society for Women Environmental Professionals, aims to empower women in environmental fields.
