South Carolina Arts Commission

The mission of the South Carolina Arts Commission is to expand access to the arts and foster creativity for all South Carolinians.

For more than 50 years, the agency has worked to build a thriving arts environment that benefits all South Carolinians, regardless of their circumstances or where they live.

We help artists and arts providers offer unique arts experiences to residents and visitors. From free poetry readings and gallery crawls to sweetgrass basketry workshops and ticketed dance, music, or theatre performances, they create an environment that contributes to quality of life from three “corner” counties of Oconee, Horry, and Beaufort to the 43 arranged inside.

Since 1967, the SCAC has awarded more than $132 million in grants to artists, arts organizations, school districts, schools, and teachers!

Festivals Grants

Purpose

To provide support for a broad range of arts activities at festivals that take place in—and have an impact on—S.C. communities, increasing opportunities for public engagement and participation in arts and culture.

A festival is a day or period of celebration or gathering of people that:

• Happens in a condensed period of time (i.e., an annual celebration or anniversary or an organized series of concerts, plays, movies, or performances held in the same place).
• Has an easily identifiable or unifying theme or specified focus.

Restrictions

• The festival cannot span the duration of more than two (2) consecutive weekends (no more than 14 consecutive days).
• Seasonal series of presented works, as well as freestanding installations, productions or exhibitions, are ineligible activities for this program.
• Applicants may submit only one (1) application per deadline.

Requirements

• The festival must be held in South Carolina.
• The festival must have identifiable arts activities (visual, media, performing, literary, and/or folk and traditional arts).
• The festival must compensate visual, media, performing, literary, and/or folk and traditional artists.
• The festival must be open to the public and include some aspect of free arts programming.

Funding type: Reimbursement

Matching Requirements

1:1 (grantee:SCAC)

• Up to 50% of the grantee’s match may be through an in-kind donation of materials and/or contracted services.
• An example of “in-kind” is a contracted fee that is waived or discounted as a donation to your project.
• Another SCAC grant and/or federal funds may not be used to match your award.

Indirect Cost Limitation

No more than 10% of the total grant funds may be used for indirect costs (general overhead expenses not directly tied to the project). The remaining 90% must go toward direct costs, which are necessary to carry out the funded project.

• Examples of direct costs: Artist fees, program supplies, travel for project activities, and venue rental.
• Examples of indirect costs: Administrative salaries not directly working on the project, office rent, utilities, and general office supplies.

This ensures that most of the funding directly benefits the project while allowing some flexibility for necessary overhead costs.

Compliance with State and Federal Laws

All grant applicants must ensure their applications, proposed projects, and any related materials comply with all applicable federal, state, and local laws. This includes SC Code § 16-15-305 (2024), which prohibits the dissemination of obscene materials.

Obscene content is strictly prohibited in grant applications and any proposed project activities. Applications that include materials or activities determined to be obscene will not be reviewed or considered for funding.

No component of an SCAC-funded project, including those funded with SCAC funds and those funded with matching funds, can fall into this category. Failure to comply with these regulations may result in the termination of funding and other legal consequences.

We strongly encourage all applicants to carefully review the full legal text of SC Code § 16-15-305 (2024), to ensure their proposals are in full compliance.

The Festivals Program Grant, offered by the South Carolina Arts Commission, aims to support a wide range of arts activities at festivals that significantly impact local communities. By fostering public engagement and participation in arts and culture, this grant prioritizes festivals in underserved areas, enhancing access to creative experiences for all. Eligibility extends to local governments and registered nonprofits, ensuring that the arts remain integral to South Carolina's community life, especially during challenging times.

The South Arts State Fellowship offers a $5,000 grant to artists reflecting the rich visual arts culture of the Southern U.S. It aims to support individual artists or collaborative teams creating original works. Each state will select one awardee based on artistic excellence. Applicants must be legal U.S. residents and provide proof of residency. The application deadline is December 10, 2025, and awardees must attend an awards ceremony in summer 2026.

The South Arts Southern Prize provides a unique opportunity for individual artists in the Southern region of the U.S. to showcase their scriptwriting talents. With a total of $35,000 in grants available, including a $25,000 Southern Prize and a $10,000 runner-up prize, this program supports artistic excellence and offers a two-week residency at The Hambidge Center. Eligible applicants must be legal residents of the Southern states and adhere to specific requirements. The program celebrates the rich cultural diversity of the American South.

The Arts Curricular Innovation Grants (ACIG) and Distinguished Arts Program (DAP) Grants aim to enhance arts education in South Carolina. The initiative supports schools in developing arts programs that significantly boost student achievement across dance, music, theatre, and visual arts. By 2030, the goal is for 75% of students to perform at or above grade level, ensuring every student is prepared for their future endeavors.

The Fund for Southern Communities Grant supports grassroots social change organizations in North Carolina, South Carolina, and Georgia. Established in 1981, this foundation offers grants and technical assistance to groups fighting discrimination, promoting worker rights, and advocating for environmental protection. Eligible organizations must be registered non-profits with 501(c)(3) tax status. The Fund prioritizes groups with budgets of $150,000 or less focused on long-term social change.

The Professional Development and Artistic Planning Grants, offered by South Arts, support the professional growth of presenters, programmers, and curators in the Southern U.S. These grants facilitate travel to conferences, workshops, and other opportunities to enhance organizational capacity and program design. Emphasizing diversity and inclusion, South Arts encourages applications from organizations led by BIPOC, LGBTQIA+, and disabled individuals. Funding covers travel, training, and related expenses, promoting equitable access to professional development.

South Arts, Inc. offers Professional Development Grants for Arts Organizations to enhance the skills and knowledge of Southern arts entities. These grants aim to support operational stability and growth, focusing on organizations with budgets of $500,000 or less. Eligible applicants include a range of arts organizations within South Arts' nine-state service area. The program emphasizes first-time opportunities and requires a dollar-for-dollar cash match, ensuring a commitment to professional development in the arts.

Headquartered in Atlanta, Georgia, South Arts is a nonprofit regional arts organization empowering artists, organizations, and communities, and increasing access to arts and culture.

In partnership with the National Endowment for the Arts and the State Arts Agencies of Alabama, Florida, Georgia, Kentucky, Louisiana, Mississippi, North Carolina, South Carolina, and Tennessee — with additional funding from other public and private donors such as the Doris Duke Foundation, the Ford Foundation, and Mellon Foundation — South Arts supports artists and organizations through a rich and responsive portfolio of grants, fellowships, and programs. Arts in Community Grants

Program Description

Arts in Community Grants are designed to support deeper engagements between Southern communities and artists. Through these grants supported by the National Endowment for the Arts, we aim to increase access to the arts, expand audiences for artists, and broaden our reach. Eligible projects require a Southern artist/company visiting another Southern state for public activities, offering access to arts programming by professional artists. Funding supports Southern film directors, traditional artists, visual artists, performing artists, or writers:

• film (documentary, fiction, experimental, and animation),
• traditional arts (music, dance, storytelling, and visual arts/crafts),
• visual arts (crafts, drawing, experimental, painting, photography, sculpture, and mixed media),
• performing arts (theater, music, opera, musical theater, and dance), and
• literary arts (fiction, creative nonfiction, and poetry).

Projects require an artist or artist ensemble and a host or partner organization. Project must include at least two in-person or live, virtual public activities – both a public presentation (a film screening, performance, reading, or exhibition) and an educational/community engagement activity (a workshop, demonstration, lecture, facilitated discussion, or master class). The grant requires a dollar-for-dollar cash match.

Colleen Callahan Professional Development Award

Members are invited to apply for the Professional Development Grant offered by Southeastern Region of the Costume Society of America. Awards will be made at a minimum of $250 with the total award not to exceed $1000. Your project may be on any aspect of costume, any technical skill, or any administrative expertise which will further the mission and purposes of the Costume Society of America. The grant money may be applied to research, a course, workshop fees, or travel.

Jim Liles Student Award

 The Jim Liles Student Award is intended to assist students who want to make presentations at a CSA Southeastern Region symposium. These presentations may be on any costume-related topic. The work should be well researched and may or may not be thesis, dissertation, course research project, independent study research, or senior project related. Up to TWO students whose papers are accepted will receive up to $1,000 each to cover travel and other related expenses. The Registration fee will be waived for all student presenters, regardless of whether they receive this award.

Roche Corporate Donations and Philanthropy (CDP) focuses on impactful projects that foster sustainable development, engage employees, and leverage Roche's expertise. Their philanthropic efforts prioritize humanitarian, educational, environmental, and cultural initiatives, aiming to build stronger communities and support innovative projects. Eligibility is limited to local organizations, while ineligible projects include those with political or religious ties. The foundation strives to create a positive societal impact through collaboration and strategic partnerships.

The Arts in Rural Places Grant, offered by South Arts, aims to enhance access to the arts in rural and isolated communities across nine southern states. Grants of up to $3,000 support public activities featuring Southern artists, requiring a dollar-for-dollar cash match. Eligible organizations must host at least two public events and engage a professional artist, promoting cultural engagement and artistic expression within these communities.

The Josh Turner Scholarship Fund for the Arts, established by the Community Foundation of Middle Tennessee, empowers high school seniors from rural areas across ten southern states to pursue careers in music and the arts. This fund honors Josh Turner's journey in the music industry and aims to support students focusing on diverse opportunities within the music business, including performance, writing, and production, as well as various art disciplines.

The Elizabeth Furber Scholarship honors the legacy of Elizabeth Furber by providing financial assistance to American Indian and Alaska Native female graduate students. This scholarship supports students pursuing full-time degrees in various fields, including fine arts, music, and creative writing. As a need-based award, it requires applicants to demonstrate Tribal affiliation through a Tribal Eligibility Certificate. This opportunity empowers eligible students to achieve their academic goals.

The Anonymous Was A Woman Environmental Art Grants offer up to $20,000 for environmental art projects led by women-identifying artists in the U.S. and territories. Focused on themes like regeneration and eco-social engagement, the grants encourage projects that address ecological issues through ethical engagement. For the 2025 cycle, over $520,000 will be distributed, doubling previous funding. Eligible applicants must be 18+, lead artists, and not enrolled in degree programs during the grant term.

The VIA Art Fund provides Artistic Production Grants to support innovative artistic commissions for public spaces. These grants, ranging from $25,000 to $100,000, are awarded twice a year to artists and organizations that exemplify artistic excellence and public engagement. Projects must have a confirmed exhibition venue, ensuring artworks reach diverse audiences and foster meaningful community experiences beyond traditional gallery settings.

Shawnee Fine Arts Club Scholarship

Provides a scholarship to graduating seniors of Shawnee High School, Liberty Academy, or home-schooled residents of Shawnee, Oklahoma with a minimum cumulative GPA of 2.7. Student must be accepted into the university of their choice, majoring in music, visual arts, dance, or drama.

The Cynthia and Alan Baran Fine Arts and Music Scholarship Fund, established by passionate artists Cynthia and Alan Baran, aims to support young individuals pursuing their dreams in visual arts and music. This fund, administered by the Community Foundation of Middle Tennessee, offers scholarships to rising college students majoring in Fine Arts or Music, emphasizing the importance of creativity and academic achievement. With a commitment to fostering talent, this initiative empowers future generations to thrive in the arts.

The Carl and Marilynn Thoma Foundation offers Special Project Funding to support innovative initiatives in the arts, particularly in under-resourced areas. This grant encourages collaborative projects that enhance community engagement and education, focusing on art exhibitions and scholarships in the greater Texas Panhandle. By fostering leadership and creativity, the Foundation aims to empower individuals and organizations to make a lasting impact in the fields of art and art history.

Native Forward awards are allocated based on the financial aid information provided by the institution’s Financial Aid Office. Awards can vary, ranging from $100 to $30,000 per academic year.

Native Forward Scholars Fund members of federally and state-recognized Tribes as well as first and second-generation descendants. However, Native Forward Scholars Fund scholarship opportunities have different Tribal eligibility requirements and can be determined by submitting a Tribal Eligibility Certificate.

Hillman Barnett Adkins Endowed Fund Scholarship

The Hillman Barnett Adkins Endowed Fund is provided in honor of members of the Hillman, Barnett, and Adkins families. The purpose of the Hillman Barnett Adkins Endowed Fund is to provide financial assistance to eligible American Indian and Alaska Native vocational, undergraduate, and graduate students enrolled at an accredited not-for-profit college/university, vocational school, or Tribally controlled college or university (TCU) and pursuing degrees with a focus in Fine Arts (studio arts), Performing Arts (music, drama, musical theater, dance), Creative Writing, Art History, Visual Communication, Photography, Culinary Arts, Film (Cinematography, Screenwriting), or Fashion Design & Jewelry Design.

This opportunity is a merit-based award.

Ann and Anthony La Pietra Scholarship

Recipients are chosen based on their efforts and achievements in an area that reflects the lifelong pursuits of Ann and Anthony La Pietra, longtime Marshall residents. These areas include the fine arts, community service and advocacy to support people in need, prevent discrimination, protect the environment and work toward peace and understanding. Applicants should be pursuing studies/majors related to one or more of these areas. Academic success and financial need may be considered but are not necessarily determining factors. Students who receive this scholarship are encouraged to apply for further support in subsequent years. 

The AFNGA AusArt Scholarship, offered by the American Australian Association, supports Australian graduate students in fine arts or related fields for one year of artistic development in the US. With funding of US $30,000, recipients can cover travel, living, and tuition costs. Eligible applicants must be Australian citizens or permanent residents, emerging artists, and have a formal offer from an accredited US institution. This scholarship fosters cultural exchange and artistic growth between Australia and the US.

Generally the Community Foundation's scholarships are awarded to applicants who have high financial need. Applicants with household income exceeding $100,000 are less likely to be awarded, but applying will allow you to be considered for targeted scholarships.

Mathilda & Carolyn Gallmeyer Scholarship

Open to students who are residents of Kent County for 5+ years, studying fine arts and with a minimum 2.75 GPA.

The Walter Blackburn Scholarship, established by Alpha Blackburn in memory of her husband, supports Marion County residents pursuing degrees in design, architecture, fine arts, performing arts, or construction management. Eligible students must demonstrate financial need and maintain a GPA of 3.0 or higher. Preference is given to public school and minority students. Awards cover educational expenses at accredited institutions, including tuition, fees, and sometimes room and board, fostering educational opportunities in Central Indiana.

The Puffin Foundation's Annual Artist Grant Program focuses on supporting artists and organizations that are often marginalized. In even years, proposals are accepted in fine arts, music, and photography. With a maximum grant size of $3,500, it aims to empower individuals and groups with limited resources to flourish creatively. This initiative reflects the Foundation's commitment to ensuring diverse artistic expressions thrive in society. Applicants must be U.S. citizens or residents, and only one proposal is permitted per year.

The Anne Gilbert Visual Arts Scholarship, offered by the Muskingum County Community Foundation, aims to support undergraduate college sophomores pursuing studies in fine arts, graphic design, art and design, or fashion design. Applicants must be residents of Muskingum County, have completed their freshman year, and maintain a GPA of 2.5 or higher. This scholarship encourages artistic development and community engagement, allowing students to further their education and creative pursuits.
