Notice of Funding Opportunity Intent

The Illinois Department of Commerce and Economic Opportunity (the “Department” or “DCEO”) is issuing this Notice of Funding Opportunity (“NOFO”) to solicit applications for the Public Infrastructure Grant opportunity funded by the Community Development Block Grant (CDBG) through the U.S. Department of Housing and Urban Development.

Program Description

The purpose of grants relative to the Public Infrastructure (PI) Notice of Funding Opportunity is to fund water and sanitary systems and storm sewer construction projects that alleviate public health, safety, and public welfare and help communities with substantial low to moderate-income populations. Project areas must be primarily residential1 in character. Projects that are designed to benefit a commercial/business area are not eligible.

All grant funded projects must meet the following requirements:

• Low-to-Moderate Income (LMI) Benefit Requirements: Projects must benefit at least 51.0 percent low-to-moderate income persons. Those projects benefiting less than 51.0 percent LMI persons will not be considered for funding. 
• Documentation of Threat to Health and Safety: Projects must address present conditions that affect public health and safety.
• Water and Sewer Rates: Water or sewer rates must currently meet or exceed 1 percent of the Median Household Income (MHI) per 5,000 gallons. This requirement does not apply to storm sewer or drainage projects. 

The Anonymous Was A Woman Environmental Art Grants offer up to $20,000 for environmental art projects led by women-identifying artists in the U.S. and territories. Focused on themes like regeneration and eco-social engagement, the grants encourage projects that address ecological issues through ethical engagement. For the 2025 cycle, over $520,000 will be distributed, doubling previous funding. Eligible applicants must be 18+, lead artists, and not enrolled in degree programs during the grant term.

Cell Signaling Technology’s Environmental Grants support initiatives aimed at ecosystem protection, wildlife research, and environmental education. Priority is given to action-oriented projects with at least 70% of funding allocated to those directly impacting the environment. Applications are accepted annually until May 1st, with a focus on organizations in Massachusetts, particularly the North Shore of Boston. Non-profit status is required, and discriminatory projects will not be funded.

The Nordson Corporation Foundation Grant supports educational programs that enhance community quality of life. Key giving areas include hunger relief, housing stability, and community development. Priority is given to organizations with active volunteer engagement from Ameriprise advisors and employees, creating a meaningful impact on financial independence and community resilience.

The Laird Norton Family Foundation, based in Seattle, prioritizes grants that reflect family values in arts education, climate change, human services, and watershed stewardship. Their approach emphasizes equitable educational opportunities, carbon sequestration, support for youth at risk of homelessness, and long-term ecological health. The GSA Graduate Student Research Grants provide essential funding for master's and doctoral research in geological sciences for students in North America and Central America. Eligible recipients include nonprofits, educational institutions, and government entities. However, funding is not available for individuals, religious programs, or organizations outside the U.S. By addressing critical community needs, these grants foster safer and more resilient neighborhoods.

The Installation and/or Replacement of Utilities Grant by the Illinois Department of Commerce and Economic Opportunity (DCEO) aims to enhance the quality of life in Illinois through funding for permanent capital improvements. This includes installation or replacement of utilities like water and electrical systems, fire hydrants, and drainage improvements. Eligible entities can apply for bondable costs associated with these projects, contributing to a cleaner environment and improved infrastructure.

The Neighborhood Builders Program, supported by Bank of America, empowers 501(c)(3) nonprofits through a two-year leadership development initiative. Since its inception, the program has invested over $346 million, training more than 4,000 leaders. The initiative focuses on advancing social mobility and economic opportunities, ensuring affordable housing, and fostering resilient communities. This program is vital for nonprofits aiming to strengthen their leadership and community engagement.

The F26AS00085 Aquatic Invasive Species Interjurisdictional Grants, funded by the U.S. Fish and Wildlife Service, aim to support interjurisdictional projects addressing aquatic invasive species in the Great Lakes. Eligible applicants include Great Lakes states and tribes, focusing on action-oriented projects that enhance regional priorities. The initiative will fund both sustaining projects, which build on previous efforts, and new projects that present innovative solutions for effective management and prevention of aquatic invasive species.

ITEP requires sponsors to coordinate efforts to  develop and build safe, equitable, valuable, and functional facilities in a timely manner.

The Hubbell-Waterman Foundation Grant supports nonprofit organizations in the Quad Cities, focusing on culture, education, and social welfare. Funding is available for capital projects, operational expenses, and program grants, primarily targeting initiatives that enrich the community.
