Louisiana Housing Corporation

The LHC was created in 2011 when the Louisiana Legislature merged the Louisiana Housing Finance Agency with housing programs from other state agencies, including Louisiana’s Office of Community Development. This move centralized Louisiana’s housing programs into one agency to streamline how the state addresses its housing needs, avoids duplication of efforts and improves service to the general public.

The LHC administers federal and state funds through programs designed to advance the development of energy efficient and affordable housing for low and moderate income families, drives housing policy for Louisiana and oversees the state’s Disaster Housing Task Force.

Nonprofit Open Cycle Affordable Housing Program (NOAH)

The LHC offers the Nonprofit Open Cycle Affordable Housing Program (NOAH). Under this program, the LHC distributes HOME Investment Partnership Program Funds (HOME Funds) to experienced nonprofit housing development organizations on an open noncompetitive basis.

Under NOAH, the LHC will receive applications for new small affordable housing development projects from experienced non‐profit housing development organizations on an open window basis. The annual amount of funding will be made available through an announcement made each year when the application window in opened. The announcement of the open window will also include the maximum award that will be available to any single project, developer, nonprofit, etc. The NOAH program will be a non‐competitive program. Applications will be processed and awards made until the funds are exhausted. Projects will be considered on a first come first served basis with “first come” being defined as a complete application inclusive of information necessary for LHC staff to accurately underwrite the project. 

Rental Development Funds

Rental development funds may be used to pay eligible costs associated with the development of permanent multifamily housing. The units may be either new construction or involve acquisition with rehabilitation or reconstruction. The project can have up to four units. Units developed with LHC assistance must meet the following affordability requirements:

• Rent for assisted units must not exceed 30% of the adjusted income of a family whose annual income equals or is less than 65% of the area median income as determined by HUD, adjusted by bedroom size. HUD provides annual HOME rent limits that include average occupancy per bedroom and adjusted income assumptions. For purposes of the NOAH Program, HOME rent limits and requirements will be used for all HOME Funds-assisted units.

• Project based vouchers (PBV) may be awarded to projects that have one-bedroom units available to serve households in need of permanent supportive housing (PSH). In addition to the unit size, the project must be close to public transportation and health care. No more than 25% of the units in a project can be set aside for PSH PBVs. Projects that request PBVs will be reviewed by the PSH Executive Management Counsel with the PSH/PBV waiting list to ensure the project is in a location where services are accessible and people in need of PSH want to live.

With grants up to $5,000, recipients receive essential mentorship, coaching, and community support. This initiative has already benefited over 3,500 youth nationwide, promoting values of empathy and social change. Applicants can pursue projects in diverse areas, including environmental justice, ensuring a broad impact in their communities.

The Share the Bounty Grant, offered by The Andersons Inc Charitable Foundation, aims to enhance the quality of life in communities through support for agriculture, social services, civic engagement, education, arts, and health initiatives. By investing in these key areas, The Andersons seeks to foster environments where individuals and families can thrive, ensuring a sustainable and vibrant future for all residents in the regions they serve.

The NRA Foundation offers grants to support educational and public service programs related to shooting sports. Annually, volunteer committees raise funds, which are awarded to eligible nonprofit organizations for projects that promote firearms safety, education, and marksmanship. While 501(c)(3) status is not required for applicants, all grants must serve a 501(c)(3) purpose. This initiative aims to enhance community involvement and awareness in shooting sports and hunting safety.

Project Lead The Way is offering a rolling grant opportunity for schools across the US to implement the PLTW Gateway program for the first time. With total funding of $9,100, the grant covers participation fees and training registration costs. Schools, including public, private, and charter, are encouraged to apply, particularly those serving low-income and minority majority populations. This initiative aims to enhance educational pathways in STEM for diverse student groups.

The Dr. Carolyn Ghazal Dental Assistant Scholarships, offered by the Pacific Dental Services Foundation, provide financial aid of up to $5,000 for eligible dental assistant students. Impact grants are intended to help non-profit partners expand their impact to further improve the health and wellbeing of Louisianians or to address the immediate community needs after a disaster or crisis. The Foundation also makes proactive impact grant awards from this fund at discretion (invite only). 

The WGPF: Legends & Lore Marker Grant Program celebrates and promotes local folklore, legends, and folklife as vital aspects of cultural heritage. Targeted at 501(c)(3) organizations and government entities across 14 US states, it aims to enhance cultural tourism by commemorating community stories. Successful applications typically focus on folktales, historical legends, and community traditions, while excluding purely literary works or personal folklore that lacks broader community significance.

The California Casualty Music & Arts Grant supports K-12 public schools facing budget cuts that threaten their music and arts programs. Eligible applicants, who must be active employees of public K-12 schools and members of specified educator associations, can request grants of $250 for music or arts needs. This initiative aims to enhance creative education across the states, excluding AK, HI, MA, MI, NY, and WI. Applications received by July 15 will be notified by November 30.
