Human Trafficking Programming Competitive Grant

Program Purpose

The purpose of the program is to enhance or expand the anti-trafficking services offered by victim service organizations with a demonstrated history of providing services to victims of human trafficking. Funds awarded through this grant program shall enhance the scope of services offered by the organization that victims of labor and sex trafficking often require to address their needs. Allowable direct services and resources provided through these awards include:

3P STEM Education Grants

MiSTEM is reimagining STEM education using transdisciplinary approaches to create a STEM culture, empower instructors, integrate communities and learning spaces, and ensure high-quality STEM experiences for students.

The MiSTEM Network will award up to $800,000 in mini grants (up to $50,000 per grantee) to boost STEM education and career exposure for students. An important focus of this grant program is planning to implement 3P learning (Place-, Project-, and/or Problem-based) Learning in Michigan.

These materials were developed under a MiSTEM grant awarded by the Michigan Department of Education and a grant awarded by General Motors Corporate Citizenship. These mini grants are administered by Michigan State University and Beyond Consulting, LLC.

Capacity building grants

The Capacity Building grant program assists health-focused, community-based organizations in becoming stronger, more effective institutions within their community, allowing them to spend more time and energy focused on their missions. Grants also support collaborative efforts among providers, service agencies, and community-based organizations to cooperatively and sustainably address health issues.

The Health Fund makes grants of up to $300,000 for both organizational and collaborative capacity building projects for health-focused organizations that support children and older adults, or that are aligned with our priority areas. 

About MSHDA

The Michigan State Housing Development Authority (MSHDA), established in 1966, provides financial and technical assistance through public and private partnerships to create and preserve safe and decent affordable housing, engage in community economic development activities, develop vibrant cities, towns and villages, and address homeless issues.

MSHDA's loans and operating expenses are financed through the sale of tax-exempt and taxable bonds and notes to private investors, not from state tax revenues. Proceeds of the bonds and notes are loaned at below-market interest rates to developers of rental housing, and also fund home mortgages and home improvement loans. MSHDA also administers various federal housing programs.

Neighborhood Development Division

Purpose Statement

The Neighborhood Development Division (NDD) provides affordable housing solutions and opportunities to Michigan residents, neighborhoods and partners. Neighborhoods are a defined, community-based residential area where people live and share amenities and resources.

Our current programs include MI Neighborhood, Community Development Block Grant (CDBG), and MSHDA MOD. Our legacy programs include Neighborhood Enhancement Program (NEP), Small Scale Housing Rental Program (SHRP), Michigan Housing Opportunities Promoting Energy-Efficiency (MI-HOPE), and MSHDA Investing in Community Housing (MICH). These programs have been discontinued and have been rolled in the MI Neighborhood Program.

What is the MI Neighborhood Program?

MI Neighborhood (MIN) uses money from state (HCDF) and federal (CDBG) funds to support local housing needs. These grants help repair existing homes and build new affordable housing. Each community can use the money in ways that best meet its needs, either to improve a neighborhood or support larger regional goals.

The goal of the occupied rehabilitation funds is to keep current homes safe and in good condition. This home repair program can include small and large home repairs and updates for energy efficiency and accessibility.

The goal of the new unit funds is to help communities create more homes. This affordable housing program can include building new single‑family homes, small rental housing projects, and fixing empty homes.

MI Healthy Climate Challenge

The MI Healthy Climate Challenge (The Challenge) is Michigan’s boldest call to action yet—putting millions in green energy grants into the hands of Michiganders to accelerate the clean energy transition.

There has never been a more urgent time to act. To reach our climate goals, Michigan must rapidly scale renewable energy, electrification, energy storage, and efficiency efforts. The Challenge is designed to break down barriers, spark new partnerships, and launch transformative projects that deliver real impact.

These grants will fuel high-impact initiatives that cut emissions, create good-paying jobs, and unlock even greater investment in Michigan’s clean energy economy. From energy efficiency and electrification to innovative financing models, we’re seeking bold, catalytic proposals that push boundaries and deliver real solutions for communities.

The "Challenges"

Throughout the year, the MI Healthy Climate Challenge will launch a series of grant competitions to drive clean energy deployment and unlock additional investment across Michigan. 

Go Big, Go Clean is the fourth grant program of the MI Healthy Climate Challenge supporting industrial decarbonization feasibility studies that help Michigan industries evaluate practical near-term decarbonization interventions while also identifying the technologies, conditions, and support needed to achieve deeper emissions reductions over time. Funding can be used to support studies, assessments, analyses, and related planning work that support industrial decarbonization at Michigan facilities. 

The program is designed not only to inform facility-level decisions, but also to help the State of Michigan understand what will be required to accelerate decarbonization across Michigan’s industrial sectors. In addition to highlighting what is feasible today, studies should help clarify what is not yet feasible, what is missing, and what role the state and other partners can play in expediting progress towards industrial decarbonization.

The Conservation Partners Grant Program, funded by the National Fish and Wildlife Foundation, supports private landowners in implementing regenerative agriculture and conservation practices. By awarding competitive grants, the program facilitates technical assistance for developing management plans and best practices, enabling landowners to maximize the ecological benefits of their lands. This initiative is crucial for enhancing fish and wildlife habitats, addressing pressing conservation issues, and promoting sustainable land stewardship across the United States.

The Great Lakes Stewardship Grant aims to enhance awareness and understanding of the Great Lakes' ecology, empowering residents to advocate for sustainable fisheries. This program invites proposals focused on place-based stewardship education, with a notable RFP planned for 2025, alongside another for fishing education. The next RFP for place-based education is set for release in 2027, ensuring ongoing support for community engagement and stewardship initiatives.

The Michigan Department of Agriculture & Rural Development is offering Value-Add Grants to enhance the state's food systems. This program aims to boost agriculture production, processing, and access to healthy foods. Eligible projects include urban agriculture, food hubs, and educational initiatives. A minimum cash match of 30% is required, and only one proposal per applicant will be accepted. The program seeks to foster innovation and sustainability in Michigan's agricultural landscape.

The EDA Chicago FY 2016–FY 2019 Planning Program and Local Technical Assistance Program aims to enhance regional economic development through comprehensive planning and technical assistance. By supporting the development and implementation of Comprehensive Economic Development Strategies (CEDS), EDA empowers designated organizations, including Indian Tribes, to create jobs and foster economic resilience in distressed areas. This initiative focuses on strategic investments to facilitate effective economic development practices, ensuring sustainable growth and prosperity across regions.

The Michigan Invasive Species Grant Program (MISGP) aims to combat both terrestrial and aquatic invasive species through prevention, detection, eradication, and control strategies. Jointly managed by the Departments of Natural Resources, Environmental Quality, and Agriculture, this program focuses on strengthening the early detection network, preventing new invasions, and controlling established species. Funding is prioritized based on specific criteria, project metrics, and geographic location, ensuring effective resource allocation.

The Anna Paulina Foundation, established in 1961, is dedicated to supporting public charities in Michigan, particularly in the Flint area. With a focus on the arts, youth leadership, urban beautification, and human services, the Foundation aims to make a positive impact on the community. Grants range from $100,000 to $300,000, with larger awards available in special cases, ensuring support for specific programs and projects.

Arbor Rising Grant, established in 2010, is a NYC-based nonprofit providing unrestricted multi-year funding and capacity-building support to nonprofits focused on alleviating poverty. The grant process occurs every three years, with the next round in 2025 being invitation-only. Eligible organizations must demonstrate high potential and effective leadership, typically operating on a modest budget. Arbor Rising prioritizes applicants from the NYC metro area while expanding to cover the lower 48 US states.

Michigan Lighthouse Assistance Program (MLAP)

The Michigan Lighthouse Assistance Program (MLAP) was established to assist in the preservation, rehabilitation, and protection of historic lighthouses in Michigan.

With more than 120 lighthouses standing sentinel along Michigan’s 3,200 miles of shoreline, Michigan has more lighthouses than any other state in the country. Established in 2000 when many lighthouses were transferred out of federal ownership, the MLAP program is intended to help lighthouse stewards restore and repair their historic lighthouses, which in turn helps keep them open and an active part of local economies around the state as tourist and learning destinations. 

This grant program is managed through the State Historic Preservation Office (SHPO).

Funding for the MLAP comes from the sale of lighthouse license plates.

Community-based nonprofits, tribal governments, local governments, schools, and higher education institutions in Michigan can seek funding for environmental and public health assessment and engagement projects in disadvantaged communities. The Minneapolis Foundation supports work such as air, water, and soil monitoring, GIS mapping, and community education through Tier 1 grants of up to US $150,000.

What does this program do?

It provides loans and grants to Microenterprise Development Organizations (MDOs) to:

• To help microenterprises startup and growth through a Rural Microloan Revolving Fund.
• Provide training and technical assistance to microloan borrowers and micro entrepreneurs.

Microenterprise Development Organizations must demonstrate experience in managing a Revolving Loan Fund, or:

• Certify that it or its employees have received education and training from a qualified microenterprise development training entity so that the applicant has the capacity to manage such a revolving loan fund.
• Demonstrate that it is actively and successfully participating as an intermediary lender in good standing under the U.S. Small Business Administration (SBA) Microloan Program or other similar loan programs as determined by the Administrator.

 What kind of funding is available?

• Grants are available to provide technical assistance to rural micro-entrepreneurs or microenterprises, up to $205,000 annually.
  • Funding at the requested level is not guaranteed, and at least 15 percent matching funds are required.
• Loans of $50,000 to $500,000 may be used for establishing a Rural Microloan Revolving Fund managed by the Microenterprise Development Organization.
  • Total aggregate debt is capped at $2.5 million.

What are the loan terms?

• Maximum term is 20 years.
• Two-year payment deferral.
• Must establish a loan loss reserve fund.

What terms are required on loans to ultimate recipients?

• Up to $50,000.
• Fixed interest rate.
• Limited to 75 percent of project cost.

How may the funds be used?

Microlenders may make microloans for qualified business activities and expenses including, but not limited to:

• Working capital.
• Debt refinancing.
• Purchasing equipment and supplies.
• Improving real estate.
