Coover/Rural Schools Partnership Rural Ready Grant Program
The Louis L. and Julia Dorothy Coover Foundation, a partnership between Community Foundation of the Ozarks and The Commerce Trust Company is proud to offer the Rural Ready grant program. It is designed to give rural schools the flexibility to address the needs and opportunities that matter most in their communities. Rural Ready grants will support projects that prepare students with the knowledge, skills, experiences, and relationships they need to thrive in our ever-changing world while strengthening the communities they call home.

The Foundation was established in December 2013 by Kathryn B. McQuade, after retiring from 33 years of working in the business community. I was blessed to have been born into a loving middle class family. My father worked very hard to insure that all of his children were given an opportunity for a good education and my mother, “a stay at home Mom’ was always there for us. My world was safe and comfortable. My life is in stark contrast to how much of the rest of the world lives. I continue to read of the terrible injustices waged against women and children globally and hope that this foundation can provide them the opportunity and resources to succeed. We will support organizations that help us achieve our goal of Striving to make sustainable improvements in women and children’s rights education and welfare.

The Foundation will make timely decisions on your grant request and provide clear communications on our expectations of reporting progress.
Women
The Foundation’s goal is to provide women assistance and provide them an opportunity to succeed. Assistance can take many forms, however our goal is to help them become self sufficient and enable them to lift themselves out of poverty and provide for their children. Access to education, job training and professional skills, even access to capital in order to build a business are possible ways we will consider helping women to succeed. Grant requests should focus on enabling the women to sustain financial independence.
We look forward to hearing of the many creative ways organizations are working on helping women succeed through out the world. To help women is to help their children and the communities they live in.
Children
Too many children in the US and across the world live in poverty and lack the access to education. Education and/or appropriate skills training are necessary to break the cycle of poverty and crime. While the assistance to women may take many forms, the foundation’s focus for children will target education and/ or skills training. The Foundation is open to many ideas on how to accomplish this goal and look forward to receiving proposals to help all children achieve their potential.
Missouri Arts Council
The Missouri Arts Council supports the arts that strengthen the cultural, educational, and economic vitality of our state.
Established as a state agency in 1965, the Missouri Arts Council is a division of the Office of the Lieutenant Governor. The Council is funded through the Missouri General Assembly, Missouri Cultural Trust, and National Endowment for the Arts.
The Missouri Arts Council is the state agency dedicated—as public leader, partner, and catalyst—to broadening the growth, availability, and appreciation of the arts in Missouri and fostering the diversity, vitality, and excellence of Missouri’s communities, economy, and cultural heritage. The grants we award make possible quality arts programming to communities both large and small throughout the state. We provide grants to arts projects that meet our strategic goals:
In addition to funding, we provide technical assistance in community development, fundraising, marketing, grant writing, arts education, artistic disciplines (visual arts, music, literature, theater, dance, festivals, and film/media) and more.
Express Grants
Express Grants are designed to encourage small and emerging arts organizations and organizations based in rural communities to seek financial assistance for arts activities.
Express Grants are designed for first-time applicants to Missouri Arts Council or smaller budget projects. They have a simpler application, more flexible deadline schedule, and quicker turnaround. The funding is smaller and corresponds with an easier application process. Also, Express Grants receive a higher amount of their request amount (ranging 60-100%) based on their average score. For example, an organization that requests $2,500 may receive a grant for $1,500 or more for an acceptable project scoring 60%. Higher scores would receive proportionally more funding.
Express Grants include the following programs: Arts Council Basic; Arts Education; Big Yellow School Bus; Organizations of Color; Project; and Touring – Community or School

Supports hiring artists on MAC’s Missouri Touring Performers Directory to perform in the community
Home Repair Assistance (HeRO) Program
Home Repair Assistance (HeRO) Program provides home repair grants for income-qualifying Missouri residents of single-family homes. MHDC does not award funds directly to households. Interested households should contact a participating agency to apply for the program.

Missouri Broadband Equity, Access, and Deployment (BEAD) Program
Description
The Missouri Broadband Equity, Access, and Deployment (BEAD) Program aids entities to deploy broadband service to unserved and underserved areas of the state, and to Community Anchor Institutions (CAIs) through competitive grants.
The BEAD Program is funded by the Infrastructure Investment and Jobs Act of 2021, also known as the Bipartisan Infrastructure Law, and is administered by the U.S. Department of Commerce’s National Telecommunications and Information Administration (NTIA).
