Neighborhood Assistance Program (NAP)

Tax credit program to encourage businesses to invest in projects which improve distressed areas.

Statement of Purpose

The goals of NAP are to provide resources to assist low-income and distressed neighborhoods and communities, encourage positive health outcomes, and address the safety and welfare of their residents. As a result, NAP encourages communities to pursue and achieve fiscal well-being and self-sufficiency.

These Programs are intended to benefit low-income populations. Applicant’s proposed projects must not result in the displacement or forced relocation of low-income individuals or households.

The goals of the Programs are to promote community participation and collaborations among the residents, nonprofits and businesses while producing outcomes by assisting a distressed area or the low-income population in a neighborhood. Eligible neighborhood nonprofits (“Applicants”) apply for tax credits based on pending contributions from for-profit companies (“Contributors”).

Project Priorities

In FY2026-27, the Department will prioritize applications that align with the vision and goals of newly developed Commonwealth’s Housing Action Plan & Economic Development Strategy in addition to childcare. These priorities include:

The Local Share Account (LSA) program in Fayette County, administered by the Pennsylvania Department of Community and Economic Development, aims to enhance community and economic well-being. This initiative ensures that resources are allocated effectively to foster a resilient and thriving community, benefiting residents and local businesses alike.

The Lillian L. Colby Foundation Grant aims to enhance educational and economic opportunities for underserved individuals in the Chattanooga region. With grants ranging from $5,000 to $25,000, the Foundation prioritizes organizations that are 501(c)(3) exempt. Special consideration is given to those named in Mrs. Colby’s Trust Agreement. Organizations not receiving funding may reapply after two years, ensuring broad accessibility and support for innovative programs that uplift marginalized communities.

The Corry Community Foundation, established in 2000, was created through the vision and generosity of local families who aimed to improve the quality of life for residents of Corry. This private foundation awards Standard Grants biannually, providing funding for initiatives that address community issues. With a minimum request amount of $3,500, the application deadlines are set for March 1 and September 1, ensuring ongoing support for charitable endeavors in the community.

The Corry Community Foundation Mini Grants program, established in 2000, aims to enhance the quality of life for residents of Corry, Pennsylvania. With grants of up to $3,500 awarded bimonthly, the foundation addresses community issues through local philanthropy. Founded by A. Bruce and Arlene Smith, it empowers local residents to control fund allocation. Application deadlines are set for January, March, May, July, September, and November, ensuring ongoing support for community initiatives.

The John E Langhorne Leadership Grant, established by the Community Foundation of Johnson County, honors Dr. Langhorne’s legacy by funding leadership development initiatives in the Iowa City Area. Grants of up to $5,000 support programs for all ages that enhance unique leadership skills. Eligible applicants include 501(c)3 nonprofits and municipalities serving Johnson County. The foundation, with nearly $67 million in assets, has a history of impactful giving, ensuring community needs are met through sustainable change.

The New Jersey Agritourism Grant Program (NJATP) aims to support local agritourism businesses with up to $100,000 in funding to enhance visitor engagement and education. Funded by the $5 million Agritourism Fund, the program encourages projects that align with agricultural education and entertainment, ensuring applicants are located in New Jersey. This initiative fosters economic growth in the state by promoting unique agritourism experiences.
