Nonprofit Federal Resilience (NFR) Grant Program

On Tuesday November 18, 2025, the County Council unanimously passed Resolution 20-979 that appropriated $1.5 million for the FY26 Nonprofit Federal Resilience Grant Program. The goal of this Grant Program is to provide funding to 501(c)(3) nonprofits to offset cancelled or delayed Federal funds due to the recent Federal Government shutdown or other adverse administration actions. Grant Program awards will supplement core operating and salary costs required to sustain the organization in the absence of federal funds. The Grant Program will be limited to nonprofits and their federally funded programs providing direct services to Montgomery County residents.

Awards are expected to range from $25,000 to $300,000.

Funding Priorities

Outside of the Eligibility Criteria above, funding will be awarded by prioritizing how the cancelled or delayed Federal funds due to the Federal Government shutdown or other adverse administration actions impact the solvency of the organization over the next 12 months. Note that delayed disbursement of funds will be treated the same as the cancellation or termination of a grant award.

The Priority Goals of this funding are in the following order:

• Keeping nonprofits in business, open, and operating,
• Keeping staff employed and paid,
• Continuing the provision of services or programs by avoiding disruptions to core operations.

Organizations and their staff based in Montgomery County, MD will also be prioritized over organizations and their staff based in other jurisdictions.

It is up to applicants to clearly articulate how they meet the priority criteria in their proposals so that they are weighted and scored appropriately.

Sustainable Communities Grants Program

National Park Trust, in partnership with Pepco, is excited to offer the 2026 Sustainable Communities Grants Program. Municipalities and nonprofit organizations from across the Pepco service area in Montgomery and Prince George’s Counties in Maryland, and Washington, DC are eligible. This program provides $100,000 in support for environmental stewardship and community resilience projects.

• Environmental Stewardship Grants: Open space is a major driver of quality of life in the DC Metro region. These projects will enhance resiliency in this region by stewarding open space and protected lands, which protect water quality in streams and rivers, mitigate urban heat island effects, and promote social benefits such as health, a sense of place, and community connections.
• Community Resiliency Grants:Though the Washington metropolitan region is known for its rich diversity, it remains one of the most socioeconomically segregated urban areas. As a result, many communities do not have the resources to prepare for or mitigate the impacts of extreme weather or other emergencies. These grants will focus on projects that demonstrate innovation in providing a safe and reliable resource that minimizes potential impacts to the community during a time of emergency.

Applications are accepted on a rolling basis, with a requirement for submission at least 10 weeks before the event. New applicants must consult with CPF staff prior to applying.

Grants from England Family Foundation help Montgomery County, Maryland 501(c)(3) nonprofits with general operating support for economic justice, youth leadership, representative democracy, and community safety initiatives. Organizations must actively serve the DC region, including Montgomery County, and can submit an online inquiry year-round for programs like food security, housing equity, youth development, and gun violence prevention.

501(c)(3) nonprofits in Montgomery County, Maryland can apply for M&T Charitable Foundation grants to support community-focused programs in arts and culture, civic affairs, education, health care, and human services. Funding is decided locally and aims to improve quality of life for residents, customers, employees, and neighbors.

The City of Rockville Flood Mitigation Assistance Program, in partnership with the Chesapeake Bay Trust, provides financial aid to residents for flood defense improvements. This program offers matching reimbursements of up to $5,000 for eligible flood mitigation practices, including protective measures for windows, doors, and basements. Both residential and commercial properties, along with homeowner associations, can apply to receive up to 50% of their improvement costs covered, ensuring better protection against future flooding.

MileOneCares offers community grants aimed at enhancing lives through improved access to transportation and community support. Non-profits with 501(c)(3) status, operational for two years, can apply for funding to address local needs. The program prioritizes initiatives that uplift youth and the elderly in underserved areas. Applications are accepted year-round, but those for the current calendar year must be submitted by November 8. Grants do not support endowments or individuals.

The City of Rockville RainScapes Rebate Grant, in partnership with the Chesapeake Bay Trust, provides rebate incentives for stormwater management practices. Eligible projects include rain barrels, cisterns, conservation landscaping, and more, aimed at improving local water quality. Programs serving primarily low- to moderate-income children and families, including early learning, affordable housing, small business support, arts, and neighborhood revitalization in communities where PNC has a significant presence, may be eligible.
