New Hampshire State Council on the Arts

The State Arts Council was established in 1965 as the official state arts agency with legislation (RSA 19-A) designed "to insure that the role of the arts in the life of our communities will continue to grow and play an ever more significant part in the welfare and educational experience of our citizens." The NHSCA is advised by a 15-member council that meets at least four times a year. Councilors are appointed by the Governor and confirmed by the Executive Council.

The intended program recipients are individuals across New Hampshire, including students, families, older adults, individuals with disabilities, military and veterans, law enforcement, and those experiencing physical or mental health challenges. By expanding access to arts experiences that inform, educate, and foster strong, healthy communities, the program reflects the Arts Council’s commitment to supporting meaningful, high-quality arts engagement for all.

In accordance with the program’s funding priorities, proposals from schools, hospitals, mental health providers, facilities that assist military and/or veterans, law enforcement, and municipalities will be reviewed with elevated weighting to support services that directly benefit community well-being.

The Cyanotoxin Monitoring Equipment and Training Grants, offered by the New Hampshire Department of Environmental Services, support public water systems in monitoring cyanobacteria and cyanotoxins in surface water sources. Since 2017, these grants have funded essential equipment like fluorometers and microscope cameras, and assist in developing Quality Assurance Project Plans. Eligible applicants include municipalities, non-profit organizations, and various associations. Applications are accepted on a rolling basis, ensuring continuous support for water quality initiatives.

Project Lead The Way is offering a rolling grant for schools to implement the PLTW Biomedical Science program for the 2026-2029 academic years. Eligible schools can receive up to $14,000 to cover participation fees and training costs. This grant encourages public, private, and charter schools across the U.S. to enhance their science curriculum, supporting students with engaging, hands-on learning experiences. Schools must commit to offering specific courses during the grant period to qualify for funding.

The David, Helen and Marian Woodward Fund (Watertown) provides grants to 501(c)(3) organizations in New York and New England. Established in 1974 by Marian Woodward Ottley, the fund aims to fulfill her vision of improving the world for future generations. The fund prioritizes arts, education, health, and human services, with a historical preference for Connecticut organizations. It also considers the religious affiliations of applicants, reflecting Mrs. Ottley's charitable legacy.

Applicants are encouraged to submit a letter of inquiry with a project description and budget at least nine months prior to the project start. Adult Education & Literacy Grant

Adult education and literacy programs are authorized under AEFLA to provide educational opportunities below the secondary level for adults who lack a high school diploma or who lack the basic skills to function effectively in the workplace and in their daily lives. This includes foundational skills and English literacy instruction for individuals who may have earned a high school diploma or postsecondary credential in another country, but do not have the English language skills to be successful in postsecondary education, training and/or employment. The purpose is to fund programs that:

• assist adults to become literate and obtain the knowledge and skills necessary for employment and economic self-sufficiency;
• assist adults who are parents or family members to obtain the education and skills that—
  • are necessary to becoming full partners in the educational development of their children; and
  • lead to sustainable improvements in the economic opportunities for their family;
• assist adults in attaining a secondary school diploma and in the transition to post-secondary education and training, including through career pathways; and
• assist immigrants and other individuals who are English language learners in—
  • improving their—
    • reading, writing, speaking, and comprehension skills in English; and
    • mathematics skills; and
  • acquiring an understanding of the American system of Government, individual freedom, and the responsibilities of citizenship. (AEFLA Section 202)

Who We Are

The organization is a non-profit 501 (c)(3) Charitable Trust supported by members of the NH Beverage Association, the Beverage Distributors of New Hampshire Association and the New Hampshire Grocers Association. This collaborative effort by food and beverage companies has developed comprehensive programs to address, litter issues, recycling challenges, environmental awareness and education.

What We Do

We accomplish these goals by offering municipal recycling grants and signs, anti-litter programs and technical assistance to recycling programs. New Hampshire communities are eligible to apply for funding to assist with the purchase of recycling equipment. This includes monies to purchase curbside collection bins, balers, crushers, roll-off containers and other equipment that will help a community achieve higher diversion rates.

Municipal Recycling and Storage Equipment Grants

New Hampshire communities are eligible to apply for funding to assist with the purchase of recycling equipment. Grant applications are considered on an individual basis and funding may be up to 20% of the purchase price of the equipment. While we will not help with the purchase of land, studies or buildings, we do help fund the purchase of balers, crushers, roll-off containers and other equipment that will help a community achieve higher diversion rates.

Recycling Equipment grant applications are accepted on a rolling schedule, with current applications being considered every two months and up to 9 months given to allow communities to purchase and install suitable equipment. Grants are paid as a reimbursement to communities after they have purchased the equipment. Equipment purchased with NHtB grant money must be used exclusively for recycling. Communities that discontinue their recycling programs must either repay NHtB or, where applicable, work with NHtB to transfer that equipment to another community for use in recycling.

The NHCHF Emergency Funding program supports New Hampshire 501(c)(3) organizations responding to urgent needs affecting families with children aged 0-5. With applications opening January 12, 2026, the fund aims to assist nonprofits facing challenges due to unforeseen circumstances, including increased service demand and financial constraints. This one-time funding opportunity seeks to enhance resilience and ensure continued service delivery to vulnerable families, particularly low-income and immigrant communities.

The New England Grassroots Environment Fund's Grow Grant supports community-based initiatives in CT, ME, MA, NH, RI, and VT. This grant is designed for groups with local grassroots projects, prioritizing those with diverse voices and limited access to other funding sources. Eligible groups may not need formal tax status, but must maintain a checking account. This funding aims to enhance community engagement and empower local decision-making.

The New England Grassroots Fund offers SEED Grants to support community-driven projects in New England, particularly those initiated by groups with limited resources and experience. These grants aim to empower organizations that represent diverse voices in their communities and focus on local environmental issues. Eligible applicants include grassroots organizations without formal tax status, emphasizing the fund's commitment to accessible funding for innovative, grassroots solutions.
