About
Originally conceived by Dr Bruce Mesara in 1990 as a means to carry on his philanthropic efforts beyond his lifetime, the Mesara Family Foundation was re-envisioned by his two children Amy and Douglas in 2014, and received their 501(c)(3) status from the IRS in 2015. Amy and Douglas sought out the assistance of their cousins to build upon the charitable principals on their parents, aunts and uncles.
The foundation is headquartered in Kalamazoo Michigan.
Mission
The mission of the Mesara Family Foundation is to honor the philanthropic principles of the Mesara and Pauch families by supporting carefully selected organizations that share similar values. Our focus is to provide support toward education, conservation and other causes of special family interest where our funding will make a genuine difference.
District Attorneys Council
The primary function of the District Attorneys Council is to provide a professional organization for the education, training and coordination of technical efforts of all District Attorneys of the State. The DAC assists local District Attorneys by providing financial, personnel, and other administrative services upon request. The Council is the administrative agency for the Crime Victims Compensation Board and the state administrative agency for several federal grants.
It is important to note that the DAC does not have control over individual District Attorneys. Its functions are advisory and administrative support only. The DAC does not have the power to investigate, stop, or otherwise prevent a District Attorney from prosecuting an individual or group.
Project Safe Neighborhoods (PSN)
Project Safe Neighborhoods is a nationwide initiative that brings together federal, state, local, and tribal law enforcement officials, prosecutors, and community leaders to identify the most pressing violent crime problems in a community and develop comprehensive solutions to address them. Directed by the 93 United States Attorneys throughout the country, Project Safe Neighborhoods is a comprehensive initiative to reduce gun crime in America. The District Attorneys Council, Federal Grants Division serves as the fiscal agent for the U.S. Attorneys in the Western, Northern, and Eastern Districts of Oklahoma.

Justice Assistance Grant (JAG)
The Byrne Justice Assistance Grant (Byrne JAG) is a federal criminal justice grant that helps states/territories, tribal nations and local governments meet identified needs and improve the administration of justice.
AG awards are for 24 months.
Purpose
The purpose of this grant is to prevent and control crime. The JAG Program provides the State with the flexibility to prioritize and place justice funds where they are most needed.

Competitive Technology Center Lottery Grant
The Oklahoma Department of Career and Technology Education requests proposals from technology centers for funding the implementation and/or upgrading of instructional and training technology for the purpose of (1) innovative “cutting edge” hardware and software, (2) curriculum materials, (3) machinery and equipment for new technologies, and/or (4) instructor training.
All proposed expenditures, including instructor training/professional development, must be related directly to the approved proposal. Curriculum materials purchased should support the technology requested in the proposal and could include digitally delivered curriculum and assessments. The request should not supplant current curriculum expenditures. For the purpose of this grant request, technology refers to any use of innovative processes, equipment and software that will enhance and/or advance instructional techniques or an advanced interactive learning environment to provide for the needs of the students and clients of the district, including business and industry.
Any and all technology equipment purchased with these funds will become the sole property of the local school district and will be placed on the local school district inventory. However, technology/equipment purchased with the grant must remain located at the technology center and in the specific Career Tech program to which it is awarded.

Community Safety Investment Funds
Proposed projects/programs shall be an addition of services to the county/counties and shall not supplant existing funds or otherwise fund programs or services which are existing governmental service requirements or funded through other governmental funding sources, i.e., other ODMHSAS funds, Oklahoma Opioid Abatement Grant, or Oklahoma Sheriff’s Office Funding Assistance Grant. All SQ781 funds must be used by a county or multi-county government partnership from a previous fiscal year before current fiscal year dollars are expended.

Community Development Block Grant Programs
The Community Development Block Grant (CDBG) program enables rural Oklahoma communities to finance a variety of public infrastructure and economic improvements and helps promote job growth as a result of these improvements. CDBG funds are provided by the federal government (U.S. Department of Housing and Urban Development) and managed by the Oklahoma Department of Commerce to help ensure Oklahoma’s most critical needs are addressed.
CDBG Rural Economic Action Plan (REAP)
The CDBG REAP Program was developed in partnership with the Substate Planning Districts (SSPD) to make a greater impact on each district by matching CDBG funds dollar for dollar on each project in their respective area.

P3 Pooled Finance Program
Allows communities to utilize the state’s Pooled Finance Program for infrastructure development
This Public-Private Partnership (P3) program facilitates local infrastructure development where there is also a benefit to for-profit companies. Infrastructure development can include any critical infrastructure identified by local government entities contributing to the competitiveness of the region’s economy and essential for government functions.
P3 for Education and Workforce Development
Workforce development and access to skilled labor are critical factors for Oklahoma's companies to be competitive in the marketplace and for the continued success of the state's economic development efforts. Workforce boards, CareerTechs, colleges and universities have access to various tools that can help them obtain the necessary resources to develop a skilled workforce.
One of these tools is Oklahoma’s Public-Private Partnership for Education, a Public-Private Partnership (P3) program, that facilitates industry workforce development where there is also a benefit to for-profit companies and is intended to enhance an industry’s competitiveness, enhancing the region’s and state’s economy.
Projects must begin within 6 months of application approval. Awarded funds will not cover 100% of project costs.
What are eligible projects?
Projects where a CareerTech, college or university is providing industry-focused training that must be developed collaboratively with employers in a common industry.
How may the training be delivered?
Workforce training/instruction may be delivered solely by the applying entity or in conjunction with other eligible entities, which may include entities subject to State Department of Education (K-12). For example, a CareerTech may collaborate with a K-12 institution to provide industry-specific skills training.

Oklahoma State Department of Education
The Oklahoma State Department of Education is the state education agency of the State of Oklahoma charged with determining the policies and directing the administration and supervision of the public school system of Oklahoma. The State Board of Education is composed of the Oklahoma State Superintendent of Public Instruction and six members appointed by the Governor of Oklahoma with the approval of the Oklahoma Senate.
Together with the Oklahoma Department of Career and Technology Education and the Oklahoma State Regents for Higher Education, the Department forms the core of Oklahoma's public education system.
Oklahoma Comprehensive Literacy State Development Grant
The Oklahoma State Department of Education (OSDE) is pleased to announce the acquisition of a substantial grant totaling $58.9 million, with $11,228,650 allocated for the first year. This grant, awarded through the Comprehensive Literacy State Development Grant Program, will fund a transformative initiative in line with Oklahoma’s Comprehensive Literacy Plan. The initiative's primary objective is to enhance school readiness and improve language and literacy success among disadvantaged students throughout the state.
OCLSD Grant Overview
As part of this initiative, twenty districts across Oklahoma have been awarded subgranted funds to support the implementation of literacy programs specifically designed for their student populations, birth through grade 12. These subgrants will enable schools to improve literacy instruction, offer targeted interventions, and build a stronger foundation in language arts for their students.
The project aims to achieve the following key objectives:
Oklahoma State Department of Health
The Oklahoma State Department of Health protects and improves public health through its system of local health services and strategies focused on preventing disease. Five major service branches - Community Health, Family Health Services, Prevention and Preparedness, Chronic Disease Prevention and Health Promotion and Protective Health Services - provide technical support and guidance to 68 county health departments as well as guidance and consultation to the two independent city-county health departments in Oklahoma City and Tulsa.
Rural Regional Reorientation (RRR) Program
RRR funding is intended to improve access to critical localized and/or specialized care, quality through meaningful reductions in disease and avoidable hospitalizations, and sustainability through more effective and efficient care in rural Oklahoma. To quickly begin to achieve reorientation objectives, priority will be given to applications that can immediately action on the needs of rural Oklahomans.
RRR will provide grants of up to $4 million to eligible clinical and social service providers, either individually or in partnership with one or more entities.
RRR aims to achieve its goals through an investment in the future of rural health partnerships. OSDH anticipates subsequent years of funding will aim to further these objectives through coordinated and sustained partnerships that require more intensive planning. Participation in year one is not a requirement for participation in years 2-5. More details about years 2-5 RRR funding are expected to be released in the coming months.
Funding can be used for both planning (e.g., technical assistance ahead of implementation) and implementation, though application must explicitly identify any funding intended for planning.

Career Development and Programs of Study
Career development is an educational program designed to assure students know how to make career choices and create full Carl Perkins Programs of Study individual career plans to prepare themselves for those careers. The program ensures individuals make informed career decisions based on facts. Career development, based upon the tenet that individuals who have career maturity make better career choices and have a better sense of the education plans needed to reach their career goals, including entrepreneurship. Career maturity is when an individual has personal insight into the process of and readiness for making career choices. It is NOT the process of choosing a specific career or job. Career Development programs assist students in defining career pathways that prepare them for high-wage, high-skill, and in-demand occupations.

Supporting CTE Special Populations
This grant can be used to help support Oklahoma career and technology education students who belong to a special population to explore career options and for transition support into postsecondary education/training levels as well as employment.
: Individuals with Disabilities, Individuals from Economically Disadvantaged Families, Individuals Preparing for Non-Traditional Fields, Single Parents, Including Single Pregnant Women, Out Of Workforce Individuals, English Learners, Homeless Individuals, Youth In or Aged Out of Foster Care System, and Youth with a Parent who is a member of the Armed Forces and on Active Duty.
This grant can help schools implement transition programs and/or other support strategies to assist in the provision of transferable skill sets to students regarding the attainment of meaningful employment and becoming productive members of society.

Oklahoma Career and Technology Education supports innovative school improvement efforts to develop middle school STEM exploration programs that lead to increasing academic rigor and student achievement. STEM curriculum should provide project-based learning for the full range of students in grades seven and eight classrooms as well as career awareness and exploration activities for students in grades five, and six.

Innovative Strategies to Recruit and Retain CTE Instructors - High Schools/Tech Centers That Work & Other
In an ongoing effort to support the recruitment and retention of CTE teachers, the Oklahoma Department of Career and Technology Education supports the development of new innovative strategies and the enhancement of existing strategies to recruit and retain Oklahoma’s CTE instructors. The strategies developed with these funds should support a culture of continuous improvement that engages the whole school community in continuously using data to identify problems and develop plans to solve them. A tool like strong school culture is important to the recruitment and retention of CTE instructors in areas that meet local and state workforce needs while embracing innovative methods to support CTE instructors through rigorous professional development, continuing education, among other strategies. HSTW & TCTW grants must utilize 51% of funds on SREB resources or services.

CTE New Program
Oklahoma Department of Career and Technology Education (ODCTE) supports the implementation of quality CTE programs. The purpose of this grant is to provide startup funding for new CTE programs. This would include any program approved within the past three years. Applicants can only receive one grant within the three-year period. This grant will help overcome the cost barrier of implementing CTE programs by providing schools with funding to purchase necessary equipment and resources to increase enrollments and opportunities for students statewide.
