Humanitarian Strategy

Across the Utah Area, many individuals and families are facing significant and growing challenges. We are deeply grateful for the many compassionate community leaders and dedicated organizations working to relieve suffering, instill hope, and build stability and self-reliance.

Starting in 2026, we are elevating and focusing our humanitarian activities by prioritizing a set of targeted initiatives – population-specific initiatives and service gap initiatives. These initiatives are designed to strengthen community support and make the greatest possible difference for those who need it most.

We will:

• Focus on vulnerable populations
• Address critical gaps hindering holistic service delivery
• Strengthen coordination between service providers
• Prioritize ‘catalytic’ projects that improve self-reliance
• Promote long-term outcome tracking

We will also collaborate with community organizations on a limited number of non-initiative projects. Tracking of specific outcomes aligned with Utah Area priorities – especially Housing and Food – will be required.

Population-Specific Initiatives

Workforce Development for Refugees & Immigrants

• Need: Growing risk of homelessness and negative family impacts due to high housing prices and a decline in government support
• Goal: Work with employers, refugee services, and education providers to offer credentialing, job placement, and wrap-around service support without destabilizing income
• Desired Outcome: Measurable increase in the number of refugees and immigrants earning sustainable living wages and retaining housing

Transitional Housing for Domestic Violence Victims and Homeless Youth

• Need: Severe shortage of service-rich housing that could prevent future homelessness and enable long-term recovery
• Goal: Support experienced organizations in quickly expanding transitional housing and wraparound services through affordable renovation projects
• Desired Outcome: Long-term retention of housing, income growth, and improvement in well-being and self-reliance indicators as assessed by case workers

Service Gap Initiatives

• Social Worker Workforce Expansion: We will collaborate with community organizations to provide scholarships, stipends, and employee retention support for current and prospective social workers to fill growing gaps in high-quality staff who provide wrap-around services and track outcomes.

• Pre- and Post-Homeless Community Support: We will collaborate with community organizations to establish ongoing follow-up support through case workers or volunteers after diversion or exit from shelter, with a focus on preventing a return to homelessness and long-term outcome tracking.

• Case Manager Support for Food Pantries: We will collaborate with community organizations to expand case management in high-volume food pantries to create a stronger funnel to needed wrap-around services and to better track progress towards self-reliance.

Humanitarian projects in the Utah Area follow a one-year cycle. Implementing organizations have up to 12 months to complete the project, beginning on the date the Church approves the project. Organizations receiving a humanitarian donation from the Utah Area are expected to help beneficiaries progress towards greater self-reliance. This includes connecting individuals with community resources and monitoring and reporting their progress. Organizations are expected to track and report outcomes and engage with collaborating organizations in an integrated systems/services model for project beneficiaries.

The Cross Charitable Foundation Grant provides support to organizations focused on education, homelessness, wildlife conservation, environmental protection, and the welfare of dogs. Only organizations invited by the Board can apply, with one application accepted per year from each organization. Grants are restricted to the North West United States, specifically Idaho, Utah, Montana, and Wyoming. Individuals are not eligible for funding, ensuring that support is directed towards effective community initiatives.

The Daniels Fund Grants Program offers support to nonprofit organizations in Colorado, New Mexico, Utah, and Wyoming, focusing on areas such as Aging, Amateur Sports, Disabilities, and Youth Development. With no specific deadlines, applications are accepted year-round, and the review process generally takes about 120 days. The fund prioritizes impactful programs that drive meaningful change and foster community growth, honoring the legacy of founder Bill Daniels through strategic philanthropic efforts.

The George S. and Dolores Doré Eccles Foundation Grant focuses on enhancing the quality of life in Utah through philanthropic efforts. With a commitment to addressing racial and socioeconomic disparities, TruStage seeks to empower individuals and families to build a brighter future. Their funding is directed towards impactful programs that align with their mission, while avoiding causes that do not meet their criteria for economic mobility.

The O'Reilly Automotive Foundation Grant focuses on enhancing community welfare through philanthropic initiatives that support economic stability, workforce development, health services, and disaster relief. Established in 2020, the Foundation seeks to empower underrepresented individuals and organizations in the U.S. by addressing vital community needs. It particularly aims to provide assistance to nonprofits that foster positive change and improve quality of life for those in need, ensuring a lasting impact in local communities.

The Wade Family Foundation Grant supports non-profit organizations in Southern Utah that align with the foundation's values, including education, health care, and combating homelessness. The FY 2026 Continuum of Care Competition and Youth Homelessness Demonstration Program Grants aim to eliminate homelessness through community collaboration. The program provides funding to various entities to help rehouse individuals and families in need, especially those affected by domestic violence and youth experiencing homelessness. Additionally, it focuses on promoting access to mainstream resources and enhancing self-sufficiency among those impacted by homelessness, particularly targeting youth aged 24 and younger.

The FY 2026 Basic Center Program (BCP) offers crucial support for runaway and homeless youth by providing emergency shelter and counseling services. Aimed at those who have left home involuntarily or face homelessness, BCPs help youth under 18 with food, clothing, and health care referrals, offering up to 21 days of shelter. The program strives to reunite youth with their families or find suitable alternative placements, fostering community-based solutions to meet their immediate needs.

The Street Outreach Program (SOP) offers vital street-based services to runaway and homeless youth at risk of sexual abuse and trafficking. By focusing on areas where these youths gather, the program aims to empower them with healthy choices, access to shelter, food, hygiene supplies, and information on available services, ultimately promoting their safety and well-being. Funded by the US Department of Health & Human Services, this initiative plays a crucial role in supporting vulnerable populations.

Driving University Impact: Expanding the Public Exchange Network Grant

How the Public Exchange Network Works

No single university – even a large R1 – has enough faculty expertise available to meet the needs of every partner. The Public Exchange Network was designed to help universities work together seamlessly to build robust partnerships and generate more collective impact. Universities joining the network are independent but affiliated members, with full control over their own program and project portfolios. As a national network with local, on-the-ground capacity, Public Exchange Network members can also share approaches that work, scale solutions to common problems, and build cross-regional partnerships together. 

As an institutional partner in the Public Exchange Network, universities will build capacity to develop, test and implement solutions to the most urgent problems in their regions and beyond. Universities joining the Public Exchange Network get:

• The tools, templates and training they need to start right away;
• A shared brand they can plug into on day one;
• A network of faculty, past and potential partners and philanthropic relationships, benefitting everyone in the network. 

Public Exchange Network Expansion grants will cover 75-80% of the minimum estimated annual costs for two years to launch a new Public Exchange. To launch a Public Exchange, universities must have the following in place: (1) a staff executive director with experience launching and leading social impact partnerships, (2) a project seed fund, and (3) a modest operations budget. We also recommend some in-kind project management support from an existing university staff member. The grant includes a two-year Public Exchange Executive Director (ED) compensation subsidy of $300,000 to launch the Public Exchange on campus, and a 2-year license to use the Public Exchange brand. New Public Exchange Network members will also receive ongoing support and guidance from current Public Exchange leadership and staff at USC and WashU, including recruitment support and intensive training for hiring and onboarding an executive director, a sub-site on the Public Exchange website, incubation and project management support from current Public Exchange staff, and a suite of tools for developing and implementing Public Exchange projects.
