Nonprofit arts organizations and individual artists in the Virgin Islands can receive up to US $5,000 for planning, presentation, professional development, and collaborative projects that show artistic merit. Virgin Islands Council on the Arts provides this support to entities active locally for at least two years, helping emerging arts groups and creatives strengthen community cultural life.

There are four members from St. Croix, four from St. Thomas and one from St. John.

What We Do

Over the past 50 years the Council has continued to secure federal and local funds to be re-granted Territory-wide. Schools, churches, craft artisans, culture bearers, authors, CD, DVD and film productions, individual visual and performing artists and art organizations (to name a few), have been recipients of VICA funding. The Council also orchestrates opportunities for Virgin Islands artists to participate in exhibitions and festivals; thus far VICA has coordinated events in Trinidad and Tobago, St. Kitts and Nevis, Guadeloupe, Ghana, West Africa, New York, Washington, D.C. and Venice, Italy.

Through a competitive grant review process, each year VICA's Board of Directors awards an average of one hundred and fifty grants totaling approximately $400,000.00. In addition, the Council spearheads special projects such as Poetry Out Loud, The Big Read, The Congressional Arts Competition, Audience Development and Artists in Residency Program. These projects affords students to represent the Territory in national events and provide opportunities for the elderly, the disabled and at risk youth to view, enjoy or participate in living theatrical performances, musical concerts, operas, dance and ballet and other art activities that they would not normally be able to attend.

Purpose - This category of support is designed to assist with general operating, artistic, technical, performance and administrative costs and is available to non-profit art organizations only.

Purpose  - Project Support is designed to assist with art programming.

Notably, preliminary data presentation is prohibited, yet applications must demonstrate potential for interpretable results. The BRAIN Initiative Connectivity across Scales (BRAIN CONNECTS) invites innovative research proposals aimed at advancing technologies for understanding brain connectivity. The NIDCD Research Fellowship for Audiologists provides clinical audiologists enrolled in Ph.D. programs with essential research training. The FY26 Peer Reviewed Cancer Research Program Impact Award promotes significant research aimed at enhancing clinical cancer care. It requires preliminary data to ensure feasibility and emphasizes projects with a strong potential for immediate impact. This funding supports clinical trials and allows for either a single Principal Investigator or a duo of partnering PIs, ensuring that both can contribute distinct aspects of the research. Applications must be carefully coordinated to avoid withdrawal risks.

The BioLEAP Classroom Grants, funded by the National Anti Vivisection Society, support U.S. educators in purchasing humane alternatives to animal dissection. The FY 2027 Service Area Competition (SAC) funding aims to enhance health services in underserved communities across the U.S. by providing grants for comprehensive preventive and primary health care. The initiative supports health centers in delivering essential services, ensuring that vulnerable populations receive the care they need. Service areas for competition are announced periodically, and additional areas may be added if existing centers are unable to continue their services.

This initiative, which began in FY2017, focuses on ethically collecting and analyzing kidney biopsy tissues to uncover molecular pathways. The project was expanded in FY2022 to improve participant recruitment and tissue analysis, driving forward research in kidney health.

The DoW Peer Reviewed Cancer Clinical Trial Award supports the rapid initiation of clinical trials aimed at significantly improving cancer treatment. Projects may range from small pilot studies to large-scale phase III trials, focusing on innovative products, drugs, or devices. This award mandates the inclusion of patient advocates and prohibits animal studies, ensuring that all preclinical work is completed prior to the award start date. Regulatory applications must be submitted if required for the proposed trials.
