About Us

The Virginia Department of Historic Resources is the State Historic Preservation Office (SHPO) in Virginia. As the SHPO, DHR administers a number of federal programs. DHR is also a state agency in the Natural and Historic Resources Secretariat. DHR fosters, encourages, and supports the stewardship and use of Virginia’s significant architectural, archaeological, and historic resources as valuable assets for the economic, educational, social, and cultural benefit of citizens and communities. Our programs include both the Virginia Landmarks Register and the National Register of Historic Places, Survey, Grants, Archaeology, Cemetery Preservation, African American and Tribal Outreach, the Historical Highway Marker program, 106 Review and Compliance, Conservation, Collections, Easements, and the Historic Rehabilitation Tax Credit Program.

Certified Local Government Grants (CLG)

Certified Local Government (CLG) designation allows a jurisdiction to apply for CLG grants through federal Historic Preservation Funds (HPF). Ten percent of all HPF monies that come to the Commonwealth of Virginia must be distributed to CLGs. DHR does this through a competitive grant process, open only to CLGs.

Communities strengthen and expand their local preservation programs through Certified Local Government (CLG) designation. The CLG program was created by the National Historic Preservation Act of 1966 (as amended in 1980). It establishes a partnership between local governments, the federal historic preservation program(National Park Service), and each state’s State Historic Preservation Office (SHPO), which in the case of Virginia is the Department of Historic Resources (DHR).

Information

The program allows DHR, as the SHPO, to recommend for certification local governments that have put key elements of a sound local preservation program in place in their communities. Designation as a CLG gives local governments a way to participate more formally in the state and national historic preservation programs. General requirements for certification are identified in the federal program; specific requirements for the Virginia program have been established by DHR.

Goals of the Virginia CLG program are threefold:

• Promote viable communities through preservation
• Recognize and reward communities with sound local preservation programs
• Establish credentials of quality for local preservation programs

Benefits of CLG Designation

There are many advantages to earning CLG designation as a community. The program helps a community with preservation generally in three ways, since it—

• promotes community-wide preservation;
• recognizes and supports a community’s local preservation programs; and
• establishes the credentials of quality for local preservation programs.

As a CLG, a community

• assumes a formal role in the identification, evaluation, and protection of its heritage resources;
• has the right to comment on the eligibility of resources nominated for listing in the National Register of Historic Places in its jurisdiction;
• receives technical assistance from DHR and the National Park Service;
• learns from each other CLGs by sharing experiences, concerns, solutions to problems;
• can apply for matching grants for preservation programs from a 10% share of Virginia’s annual federal appropriation;
• gains full access to DHR’s GIS-based Virginia Cultural Resource database (V-CRIS), an $800 value annually;
• is eligible for stipends to selected preservation conferences and workshops;
• is automatically considered for the DHR Cost Share Program funding for survey projects in which CLG grant funding is unavailable; and
• is granted the right to be a “consulting party” in a project requiring Section 106 review.

CLG grants can be used in the following ways:

• for surveys of architectural or archaeological resources;
• for preparation of Preliminary Information Forms or National Register of Historic Places nominations for local heritage resources;
• for heritage stewardship planning projects such as drafting historic preservation plans, archaeological assessments, preservation components of comprehensive plans, or condition assessment reports;
• for public education programs concerned with a heritage stewardship program;
• for local review board or targeted audience training and education projects such as development of materials or programs, including training sessions and hands-on workshops;
• for testing archaeological sites to determine their significance or for pure research, education, or mitigation (as the latter pertains to Section 106 requirements);
• for rehabilitation of buildings listed in the National Register of Historic Places that are publicly owned or are privately owned and selected through a local grant competition;
• for drafting new or updated design guidelines; and
• for materials research on a rehabilitation project.

DHR is currently reviewing the CLG program requirements to identify other local government planning efforts that promote heritage stewardship activities and that contribute to an effective local preservation program. As a result of this review, some of the requirements for the CLG program may be amended.

The Carolyn L. Kuckein Student Research Fellowship, awarded by Alpha Omega Alpha Honor Medical Society, supports first and second-year medical students conducting research over 2 to 12 months. With a total funding of $7,000, students can receive reimbursement for travel expenses up to $1,000 for presenting their findings at national conferences. Eligibility requires enrollment in schools with active AΩA chapters, while those taking a year off for research or holding a PhD are ineligible.

The Camp-Younts Foundation Grant, established in 1955, focuses on supporting organizations that assist poor and needy individuals in Virginia and Metro Atlanta, Georgia. Preference is given to religious, educational, cultural, and civic organizations with outreach programs. The foundation only considers operating and non-capital grants, with average sizes ranging from $2,500 to $10,000. Eligible applicants must be 501(c)(3) organizations based in Metro Atlanta.

Project Lead The Way is offering a rolling grant opportunity for schools across the US to implement the PLTW Gateway program for the first time. With total funding of $9,100, the grant covers participation fees and training registration costs. Schools, including public, private, and charter, are encouraged to apply, particularly those serving low-income and minority majority populations. This initiative aims to enhance educational pathways in STEM for diverse student groups.

The Encova Foundation of West Virginia is dedicated to improving communities by supporting local causes that align with the values of its associates and policyholders. They focus on health, education, and wellness, emphasizing the importance of children's success. Organizations applying for grants must be U.S.-based and verified as charitable. Preference is given to initiatives impacting health and education, especially those involving Encova associates as active participants.

For over a century, Navigant Credit Union has been committed to making a meaningful difference in the community. In 2017, we established the Navigant Credit Union Charitable Foundation to further amplify our impact in five strategic areas:

• Education & Financial Literacy: Organizational and capital support for programs, supplies, building products, sports facilities and teams.
• Social Services: Financial support for programs and organizations for children, veterans, hunger and housing.
• Public Health, Safety & Well-Being: Support for programs addressing public safety, emergency care and eradication of disease.

Wegmans Family Foundation Inc focuses on cultivating healthy communities through support for hunger relief, health initiatives, education, and youth programs. They prioritize collaborations with local nonprofits to enhance community well-being, offering assistance in key areas like economic mobility and youth engagement. Despite their wide-ranging support, they have specific ineligibility criteria, such as not accommodating personal requests or solicitation on their property, aiming to direct resources effectively where they are needed most.

The Kalliopeia Foundation Grant focuses on supporting projects that foster cultural and ecological renewal through a deep reverence for the Earth. By prioritizing US-based organizations that demonstrate strong community relationships and intergenerational leadership, the foundation seeks to empower marginalized voices and traditional practices. With an emphasis on land care and Indigenous leadership, Kalliopeia aims to cultivate a resilient future where diverse ways of knowing and being thrive harmoniously with nature.

The E.B. Henderson Award, presented by SHAPE America, honors minority members who have demonstrated exceptional commitment to scholarship, mentorship, and advocacy for ethnic minorities within health and physical education. Established in 1885, SHAPE America serves over 200,000 professionals, promoting high-quality education standards. The award recognizes individuals who have significantly contributed to increasing the participation of underserved populations in the field. Limited to two awards annually, it highlights the importance of diversity and inclusion in health education.

The FDC Foundation, established in 2008, is a private non-profit dedicated to providing grants to 501(c)(3) public charities across three main areas: Health & Nutrition, Education, and Housing. The foundation supports initiatives that improve nutrition, assist diabetic individuals, enhance early childhood development, and promote housing opportunities for those in need. However, it does not fund for-profit entities or international organizations, nor does it provide grants for specific excluded purposes.

The Elevance Health Foundation's Behavioral Health Grant aims to address significant challenges in mental health and substance use disorders. With a commitment of up to $90 million over three years, the Foundation seeks partnerships with nonprofits to enhance treatment access, promote prevention strategies, and alleviate loneliness among affected individuals. This initiative emphasizes innovative solutions and measurable outcomes, targeting both national and local programs, particularly in states with pressing health disparities.

The Queer Mobilization Fund (QMF) supports community-led projects that advance Queer and Trans liberation, particularly for BIPOC individuals in the Southeastern US. Established in 2016, QMF prioritizes grassroots organizations with budgets under $300,000. The fund emphasizes rapid response funding and capacity building, aiming to empower marginalized communities often excluded from financial support. QMF does not fund groups outside the Southeast or for-profit activities, ensuring resources are directed towards those leading efforts for LGBTQ+ rights.

The Spiral Shell Fellowship, established in 2022 by VCCA Fellow Sandell Morse, supports writers attending the Virginia Center for the Creative Arts' residency at Moulin à Nef in Auvillar, France. This opportunity is exclusive to VCCA Fellows who have previously resided in Virginia. The fellowship offers an 18-day residency from March 16 to December 10, 2026, providing a $1,000 travel stipend, individual studios, and meals, fostering an environment for creativity and collaboration.

The MagMutual Foundation Grant supports 501(c)(3) organizations dedicated to enhancing healthcare access and diversity. It funds initiatives like pro-bono medical care for underserved populations, scholarships for minority medical students, and support for healthcare workers facing challenges. The foundation aims to maximize its positive influence in communities by advocating for policyholders and promoting meaningful changes in medical practices. Eligible applicants must have a policyholder's recommendation and be a registered non-profit.

The Starseed Foundation Grant offers support to 501(c)(3) organizations focused on enhancing the arts, environmental protection, literacy, and social services. Grants are available to organizations throughout the United States, with a specific emphasis on programs based in Oregon. Interested parties must first submit a Letter of Inquiry to be considered for funding. This initiative aims to improve the quality of life for underserved communities through cultural and educational enrichment.

The SFY 2026-2028 Virginia Opioid Use Reduction and Jail-Based Substance Use Disorder Treatment and Transition Fund Grant Program aims to enhance access to substance use disorder treatment for incarcerated individuals in Virginia. This competitive grant program seeks to support initiatives that provide medication-assisted therapies, addiction recovery services, and transitional support. By addressing these critical needs, the program endeavors to reduce opioid use and promote successful reintegration into society.

The Chesapeake Bay Restoration Fund Grant supports projects aimed at enhancing environmental education and conservation efforts in the Chesapeake Bay area. Funded activities include educational training for educators, increasing public involvement in restoration activities, and projects that mitigate pollution and restore habitats. The grant favors proposals that demonstrate clear objectives, community engagement, and practical benefits to the Bay, ensuring a positive impact on local environmental challenges.

The Dr. Carolyn Ghazal Dental Assistant Scholarships, offered by the Pacific Dental Services Foundation, provide financial aid of up to $5,000 for eligible dental assistant students. Applicants must be over 18, U.S. citizens or legal residents, and enrolled in a qualifying program. The scholarship emphasizes mentorship and training, supporting the next generation of dental assistants. Awards are based on financial need and application quality, with multiple cycles each year to support aspiring professionals.

The Richard E. Cytowic Nonfiction Fellowship, offered by the Virginia Center for the Creative Arts, provides a fully-funded residency lasting up to two weeks for writers specializing in long-form nonfiction. This opportunity is particularly focused on supporting LGBTQ+ writers, residents of Washington D.C., and caregivers of ill or disabled family members. With residencies available from January to April 2027, selected fellows will enjoy dedicated time and resources to foster their creative work in a vibrant artistic community.

The Germaine Poliakov Fellowship, established by the Virginia Center for the Creative Arts, offers an 18-day residency and a $1,000 travel stipend for writers who are VCCA Fellows. This unique opportunity allows selected artists to focus on their work in a supportive environment at le Moulin à Nef in Auvillar, France, from March 16 to December 10, 2026. The fellowship honors Germaine Poliakov, a WWII Resistance worker who aided Jewish children.

The Dogs for Joy Grant, funded by the Joy in Childhood Foundation, supports the integration of trained facility dogs in pediatric hospitals. These dogs provide emotional support, help children cope with medical procedures, and enhance overall well-being. The program aims to increase the presence of in-residence dogs, as research highlights their positive impact on reducing anxiety and improving patient outcomes. Grants typically cover multi-year funding, promoting innovative animal-assisted therapy approaches in healthcare settings.

The Bayard Long Award supports students researching plant species in the Philadelphia area and surrounding regions. With a typical funding of $2000, it encourages studies that enhance understanding of local flora, including field and herbarium work. Eligible projects must include at least one native plant species, promoting both academic and practical botanical endeavors. This opportunity is available to all students enrolled in degree programs at any post-secondary institution, furthering educational and scientific exploration in botany.

The Virginia Department of Criminal Justice Services is accepting applications for the Operation Ceasefire Grant Program aimed at reducing violent crime in the Commonwealth. This initiative focuses on implementing effective strategies that foster community partnerships and support law enforcement efforts. Funded by the General Assembly, the grant is designed to enhance training and resources for law enforcement agencies and community organizations involved in violence intervention, ultimately promoting public safety and community well-being.

The Community Foundation of the Rappahannock River Region

The Community Foundation is a devoted advocate for the vitality and well-being of the Rappahannock River Region. We are a 501(c)(3) nonprofit that manages and distributes charitable giving in the counties of Stafford, Spotsylvania, King George, and Caroline, and the City of Fredericksburg.

Scholarships

One of The Community Foundation’s strategies for preserving and growing the quality of life in our region is supporting higher education for area students. Generous individuals and families, companies and organizations establish endowed scholarship funds and the proceeds from these funds benefit deserving students. Donors work with foundation staff to determine appropriate criteria for each fund. The Community Foundation currently administers more than fifty scholarship funds.

The Lee Wingate Pappandreou Drama Award

The Lee Wingate Pappandreou Award was established in honor of Mrs. Lee Wingate Pappandreou, an outstanding and dedicated drama teacher at James Monroe High School. This award, established by her husband, is given to the single drama student who best exemplifies the dedication to, professionalism towards, and talent in theater arts that Mrs. Pappandreou dedicated herself to instilling in her students.

The award is available on a one-time basis to local graduating high school seniors only.

The California Casualty Music & Arts Grant supports K-12 public schools facing budget cuts that threaten their music and arts programs. Eligible applicants, who must be active employees of public K-12 schools and members of specified educator associations, can request grants of $250 for music or arts needs. This initiative aims to enhance creative education across the states, excluding AK, HI, MA, MI, NY, and WI. Applications received by July 15 will be notified by November 30.

Gilead North America Grants support community-informed programs that enhance healthcare for vulnerable populations. Grants are available for innovative projects addressing HIV, liver diseases, oncology, and inflammatory diseases. Applications are invited from tax-exempt nonprofits based in the U.S. who focus on health equity and community engagement. Gilead prioritizes funding for projects that demonstrate a strong capability to deliver impactful outcomes, helping to eliminate barriers to healthcare and improve access to essential services.

The Maxwell Dudley Davidson Scholarship, offered by the Bedford Community Health Foundation, supports full-time students pursuing nursing degrees, including RN, BSN, or Nurse Practitioner programs. Recipients can receive up to $2,000 per academic year for three years. Eligibility requires residency in Bedford, Virginia, and enrollment in an approved health-related program with a minimum 'C' average. This scholarship aims to enhance community health services through education.
