Neighborhood Investment Program

The Neighborhood Investment Program (NIP) is a tax credit program of $3 million each year, which allows 501(c)3 designated charitable organizations to apply for tax credit vouchers, which began in 1996 with $2 million. When awarded, the organization can distribute the vouchers to business and individuals who contribute a minimum of $500 to organizations, receiving up to 50% in tax credit, allowing the donor or corporation to reduce their West Virginia tax liability no more than 50%. The organizations pay a 3% fee on the donation, which offsets the administrative costs of NIP. During this time, approximately 68,190 donations from individuals and businesses have been received.

The Wyoming County Community Fund, managed by the Beckley Area Foundation, supports local residents pursuing higher education at specific institutions. Eligible applicants include Wyoming County residents enrolling at the Wyoming County Career & Technical Center or Southern WV Community & Technical College, with a minimum GPA of 2.5. The fund aims to assist students returning to education after workforce experience or those with a GED, ensuring community service and work experience are considered. This scholarship is not renewable.

TC Energy’s Build Strong program supports vital organizations in communities near its operations. By providing grants, scholarships, and in-kind support, the program aims to enhance safety, education, environmental protection, and community well-being. Eligible applicants include non-profits and community groups addressing local needs. Ineligible activities include operational expenses and for-profit endeavors. The program prioritizes projects demonstrating measurable community impact, fostering a collaborative relationship between TC Energy and local stakeholders.

The Truist Foundation Grants aim to empower communities by providing resources for economic mobility and supporting small businesses, particularly those owned by racially and ethnically diverse individuals. The foundation focuses on enhancing job navigation for disadvantaged workers and building sustainable business ecosystems through collaboration and innovation. By addressing barriers to growth and promoting access to capital and education, the Truist Foundation strives to create equitable opportunities for all.

The Jazz Touring Network (JTN) fosters the presentation of jazz across the mid-Atlantic region, supporting both novice and experienced presenters. Through an open and competitive application process, JTN members engage in professional development and collaborate on annual jazz tours. Eligible organizations must be located in specific states and maintain a strong history of presenting touring artists. The JTN prioritizes diversity and inclusivity, ensuring that programming reflects the vibrant landscape of contemporary jazz.

The Ritton Family Foundation, along with Par Mar Stores, offers the Par Mar Stores Scholarship Program to support students pursuing higher education. This initiative awards multiple scholarships annually to eligible high school seniors and undergraduate students residing in Pennsylvania, Ohio, West Virginia, Maryland, or Kentucky. Recipients are chosen based on academic achievement, community involvement, and financial need, with opportunities for reapplication each year.

The Emergency Solutions Grant Program in West Virginia provides crucial support to individuals and families experiencing homelessness. The Abelard Foundation, established in 1958, supports progressive social change projects located east of the Mississippi River. Gerstbrein/McCanna Scholarship for the Arts

After a long and rewarding career in Landscape Design and Art Education, Lisa Gerstbrein/McCanna wanted to promote the Arts and Industrial Arts in the community where she made her home and her livelihood. Her career brought her tremendous joy in pursuits that she loved as well as the satisfying reward of helping students find inspiration in the worlds of Art and Industrial Art. She is a true believer in the concept of STEAM based education. Accordingly, she established a fund to provide scholarships for the advanced education of advancing Senior High School Students in these areas who are residents of Armstrong County, Pennsylvania and are pursuing higher education in an approved program within 300 miles of their respective school - Armstrong High School, West Shamokin High School or Lenape Technical School.

The Appalachian Regional Commission Federal Grant Program (ARC) supports economic development in West Virginia by providing federal grants for community-based projects. Applicants can request varying amounts based on the project's nature and location, with a focus on matching funds. This initiative fosters sustainable growth and revitalization in the region's economy.

Volunteer West Virginia is offering AmeriCorps State Formula grants to support eligible programs starting in Fall 2023 or Spring 2024. This initiative requires at least five AmeriCorps members and aims to enhance volunteerism across the state. With $3 million in yearly funding, Volunteer West Virginia, established in 1994, administers national service programs and provides vital support to local nonprofits, ensuring the growth and sustainability of community engagement efforts.

The Research Initiation Grant, offered by the West Virginia Space Grant Consortium, supports new and established faculty pursuing NASA-related research. This initiative aims to foster collaborations between faculty and NASA researchers, enhancing research infrastructure at West Virginia institutions. Eligible applicants must be U.S. citizens and align their proposals with NASA mission directorates. This funding opportunity particularly encourages those in STEM fields to apply, promoting innovation and educational outreach in science and technology.

The RMEF Grant Program lies at the core of advancing our mission.

RMEF established the program in 1986 to provide financial and logistical support to projects that align with our priorities and goals. Grant funds raised by RMEF members, volunteers and generous donors from across the country translate into significantly more conservation accomplishment when matched with partner funds. The RMEF Grant Program also aims to build recognition for RMEF’s work, grow engagement, and boost local fundraising efforts.

Governed by clear guidelines and criteria, the RMEF Grant Program seeks to foster meaningful collaborations and long-term impacts in the conservation of natural resources and outdoor traditions. Grant project partners include federal, state, local, and tribal wildlife and land management agencies, private landowners and local stakeholders, sportsmen and women, and conservation organizations, universities, foundations and the outdoor industry. Eligible projects primarily focus on habitat stewardship, land conservation and access, wildlife management, and hunting heritage.

We support organizations recognized by the Internal Revenue Service (IRS) as a 501(c)3 entity, federal, state, local, or tribal government entities, sportsmen’s organizations, or educational institutions. All applicants must have a Federal Employer Identification Number (EIN) issued by the IRS. RMEF does not offer grants to individuals.

Land Conservation and Access

RMEF conserves critical big game habitat and migration corridors, while expanding and improving public access, including through land acquisitions and voluntary conservation agreements. RMEF's

2026 priorities include:

• Conserving migratory corridors and connecting landscapes through land conservation efforts
• Creating new or improved public access through access easements and agreements and state-run access programs

The EPSCoR Research Seed program supports faculty from West Virginia colleges to initiate research activities or pilot projects, providing up to $15,000 in funding with a 20% cost share. Applicants must align their proposals with NASA's Mission Directorates and complete their projects within one year, requiring a midterm and final report. Collaboration with NASA researchers is encouraged, and priority is given to new faculty members without prior funding.

Highmark Corporate Giving is dedicated to enhancing community health and economic resilience across its service areas. With a focus on equitable access to healthcare and support for local organizations, Highmark aims to reduce health disparities and promote well-being. Their initiatives, such as the Bright Blue Futures program, provide funding to impactful community projects, supporting a diverse range of organizations that align with their mission of fostering healthier, more vibrant communities.

The Carolyn L. Kuckein Student Research Fellowship, awarded by Alpha Omega Alpha Honor Medical Society, supports first and second-year medical students conducting research over 2 to 12 months. With a total funding of $7,000, students can receive reimbursement for travel expenses up to $1,000 for presenting their findings at national conferences. Eligibility requires enrollment in schools with active AΩA chapters, while those taking a year off for research or holding a PhD are ineligible.

RBC Foundation – USA aims to enhance community quality of life by supporting non-profit organizations that promote diversity and positive change. In 2023, it awarded over $2.8 million in grants, prioritizing youth programs for ages 15-29, arts access for diverse populations, and mental well-being initiatives. The foundation encourages sustainable projects that foster economic independence, providing critical support for education, mental health, and cultural enrichment, thereby making a significant impact across various communities.

The Food Lion Feeds Charitable Foundation, established in 2001, has awarded over $17.5 million to combat hunger in its operating areas. This foundation focuses on supporting children at risk of hunger and enhancing the capacity of feeding agencies to provide nutritious meals. They also emphasize nutrition education to mitigate health risks associated with hunger. Eligible organizations include 501(c)(3) nonprofits located within 20 miles of a Food Lion store, with applications accepted annually.

The Claude Worthington Benedum Foundation promotes human development in West Virginia and Southwestern Pennsylvania by providing strategic charitable resources. The foundation focuses on education and economic development, prioritizing projects that enhance teacher quality, support early childhood education, and foster innovative economic initiatives. By investing in programs that bridge geographical boundaries and encourage collaboration among sectors, the foundation aims to cultivate leadership and sustainable growth in the region.

The West Virginia Nita M. Lowey 21st CCLC Grant supports community learning centers that provide essential academic enrichment opportunities for children during non-school hours. Aimed at those from high-poverty and low-performing schools, the program fosters improved academic performance in core subjects like reading and math. With grants ranging from $50,000 to $250,000, the initiative also includes support for families, enhancing educational services and community engagement over a potential five-year funding period.

The Highmark Foundation's School Grants Program offers up to $7,500 for schools in Pennsylvania and West Virginia to enhance children's health and well-being. The program supports initiatives focusing on basic needs, environmental health, mental and social health, physical health, and school nursing support. By empowering schools with these resources, the foundation aims to create nurturing environments that foster healthy habits and improve educational outcomes for all students.

Nonprofit organizations building pathways out of poverty in West Virginia can receive US $125,000 - US $175,000 annually in flexible, multi-year support plus intensive consulting. Arbor Brothers backs second-stage 501(c)(3) organizations focused on economic mobility, such as education or job training, that meet specific budget and staffing requirements across the lower 48 states.

The Sisters of St. Joseph Health and Wellness Foundation employs a trust-based philanthropy model, fostering collaborative partnerships with organizations in West Virginia dedicated to supporting children's holistic health. This approach emphasizes primary and secondary prevention strategies while promoting systemic change through relationship building and mutual understanding. By prioritizing less restrictive funding and streamlined processes, the foundation seeks to empower organizations that align with its mission to create lasting impact in the community.
