The Alabama Department of Economic and Community Affairs works every day to positively impact Alabama communities through partnerships, grant programs, and services to spur community and economic development and enhance quality of life.

ADECA is a state agency that partners with leaders at the local level to positively impact and enhance the quality of life in Alabama communities through dozens of federal and state grant programs, surplus property, and water resource management.

ADECA’s grant programs support and fund local initiatives that communities often would not be able to afford on their own and improve many facets of life through community and economic development. Our programs help address critical infrastructure needs like water, sewer, and broadband; provide law enforcement equipment and support for victims of crime; build new trails and recreational features; and assist with energy efficiency that lowers energy costs.

Residential Substance Abuse Treatment for State Prisoners Program

The Residential Substance Abuse Treatment (RSAT) for State Prisoners Program assists states, local, and tribal governments in the development and implementation of substance abuse treatment programs in state, local, and tribal correctional and detention facilities.

The Alabama Department of Economic and Community Affairs (ADECA) Law Enforcement and Traffic Safety Division (LETS) is the agency designated to administer the Bureau of Justice Assistance (BJA) Residential Substance Abuse Treatment for State Prisoners Program as authorized by statute 34 U.S.C. § 104222.

The purpose of the RSAT Program is to increase access to treatment for individuals with substance use or co-occurring substance use and mental health disorders during detention or incarceration and to improve the continuity of care during and after reentry by delivering community-based treatment and other after-care services.

Project Focus Areas

The LETS Division is accepting applications for existing or new projects for the following priority areas: 1) Jail-based pretrial substance use disorder (SUD) treatment programs; 2) Jail-based residential SUD treatment programs.

We are seeking established programs currently providing these services that have a proven track record; existing evidence-based programs that could expand to include these services; or new programs implemented by organizations that have the proper training and resources to effectively sustain such a program beyond limited-term grant funding.

 Jail-based Residential SUD Treatment Program

Jail-based residential SUD treatment programs must meet the following criteria:

• Engage individuals with SUD or co-occurring substance use and mental health disorders for at least thre months.
• Require periodic and random drug testing of individuals while they are in the program and under community supervision.
• Make every effort to establish a therapeutic community (i.e., program participants are set apart from the general population).
• Provide aftercare services.

The Agricultural Conservation Easement Program (ACEP) in Alabama focuses on Wetland Reserve Easements (WRE) to support landowners in protecting and restoring wetlands degraded by agricultural activities. This program not only enhances habitat for wildlife, including endangered species, but also improves water quality and reduces flooding. Through various enrollment options, NRCS offers financial assistance for easement purchases and restoration costs, ensuring that eligible land can be effectively restored for agricultural and conservation purposes.

The NRP Research Grant Program offers up to $50,000 for healthcare professionals to explore optimal neonatal resuscitation methods. It encourages innovative research addressing gaps in transitional physiology and effective teaching of resuscitation skills. Applications must focus on evidence-based practices and demonstrate potential for meaningful impact in delivery room care. Researchers from Canadian and US institutions are eligible, though applications primarily focused on quality improvement without a research emphasis will not be considered.

The ASP Conservation Small Grants program is dedicated to supporting primate conservation efforts. It invites proposals for conservation research or related projects, including education, with awards up to $3500. This initiative encourages ASP members, especially those in habitat countries, to submit impactful projects that contribute to broader conservation goals. The program emphasizes funding for local salaries, research supplies, and educational materials, ensuring the sustainability of primate conservation efforts.

The Call for Kindness Grant, offered by Riley's Way Foundation, empowers young leaders aged 13-23 to launch impactful social projects focused on kindness and community connection. With grants up to $5,000, recipients receive essential mentorship, coaching, and community support. This initiative has already benefited over 3,500 youth nationwide, promoting values of empathy and social change. Applicants can pursue projects in diverse areas, including environmental justice, ensuring a broad impact in their communities.

The Share the Bounty Grant, offered by The Andersons Inc Charitable Foundation, aims to enhance the quality of life in communities through support for agriculture, social services, civic engagement, education, arts, and health initiatives. By investing in these key areas, The Andersons seeks to foster environments where individuals and families can thrive, ensuring a sustainable and vibrant future for all residents in the regions they serve.

The purpose of the Alabama Arts License Tag Grant Program is to promote the arts in Alabama, especially arts education, including visual arts, dance, folk arts, drama, and music.

The Park Foundation Grants for Animal Welfare focus on advancing the protection and conservation of wildlife, particularly through policy and advocacy efforts for threatened species. The foundation supports innovative, solution-oriented models that foster systemic change and compassion. Key areas include organizing for endangered wildlife, indigenous management practices, and supporting sanctuaries for great apes. Additionally, the foundation is committed to local efforts, including support for the Tompkins County SPCA, ensuring a compassionate society for all living beings.

The Frankenmuth Insurance Foundation Charitable Grant supports qualified charities focused on community betterment and basic human needs. Founded in 2016, it aims to enhance lives through initiatives such as affordable housing, health programs, and the arts. Organizations eligible for funding must be tax-exempt and serve areas where Frankenmuth Insurance operates. Notably, the foundation excludes support for individuals, political groups, and projects typically financed by governments, ensuring its resources benefit the wider community.

The ABC Trust Community Grant Program, funded by the Alabama Power Foundation, provides up to $500 annually to 501c(3) nonprofits and faith-based organizations. This funding supports initiatives aimed at improving health and human services for low-income Alabamians, including energy assistance for households at or below 200% of the federal poverty level. Applicants may submit one proposal per year, promoting community engagement and support.

The Encova Foundation of West Virginia is dedicated to improving communities by supporting local causes that align with the values of its associates and policyholders. They focus on health, education, and wellness, emphasizing the importance of children's success. Organizations applying for grants must be U.S.-based and verified as charitable. Preference is given to initiatives impacting health and education, especially those involving Encova associates as active participants.

The Carolyn L. Kuckein Student Research Fellowship, awarded by Alpha Omega Alpha Honor Medical Society, supports first and second-year medical students conducting research over 2 to 12 months. With a total funding of $7,000, students can receive reimbursement for travel expenses up to $1,000 for presenting their findings at national conferences. Eligibility requires enrollment in schools with active AΩA chapters, while those taking a year off for research or holding a PhD are ineligible.

Project Lead The Way is offering a rolling grant opportunity for schools across the US to implement the PLTW Gateway program for the first time. With total funding of $9,100, the grant covers participation fees and training registration costs. Schools, including public, private, and charter, are encouraged to apply, particularly those serving low-income and minority majority populations. This initiative aims to enhance educational pathways in STEM for diverse student groups.

The Joseph S. Bruno Charitable Foundation Grant aims to foster a supportive community for families and children in Birmingham, emphasizing health, education, and collaboration. The foundation prioritizes programs that enhance access to healthcare and education for underserved populations, while also providing technical assistance and partnerships. By focusing on holistic community improvement and collaboration with various stakeholders, the foundation seeks to create a lasting impact through strategic grantmaking and support.

The NRA Foundation: Alabama Grants supports projects that promote firearms safety and education in shooting sports. The grants are accessible to various organizations, including those not classified as 501(c)(3), as long as they serve a charitable purpose. Ineligible applicants include labor organizations and private businesses. This initiative aims to encourage responsible participation in firearms activities while enhancing community safety and awareness.

Wegmans Family Foundation Inc focuses on cultivating healthy communities through support for hunger relief, health initiatives, education, and youth programs. They prioritize collaborations with local nonprofits to enhance community well-being, offering assistance in key areas like economic mobility and youth engagement. Despite their wide-ranging support, they have specific ineligibility criteria, such as not accommodating personal requests or solicitation on their property, aiming to direct resources effectively where they are needed most.

The Guin-Stanford Scholarship Fund, established by The University Church of Christ, honors J. Foy Guin, Jr. and his family. It supports graduate students pursuing a Juris Doctor at the University of Alabama School of Law or teachers seeking graduate education degrees. Applicants must demonstrate a Christian lifestyle through church involvement. Awards vary annually based on fund availability and can cover tuition, housing, and supplies. Recipients should explore additional financial resources as future funding is not guaranteed.

The Kalliopeia Foundation Grant focuses on supporting projects that foster cultural and ecological renewal through a deep reverence for the Earth. By prioritizing US-based organizations that demonstrate strong community relationships and intergenerational leadership, the foundation seeks to empower marginalized voices and traditional practices. With an emphasis on land care and Indigenous leadership, Kalliopeia aims to cultivate a resilient future where diverse ways of knowing and being thrive harmoniously with nature.

The WGPF: Legends & Lore Marker Grant Program celebrates and promotes local folklore, legends, and folklife as vital aspects of cultural heritage. Targeted at 501(c)(3) organizations and government entities across 14 US states, it aims to enhance cultural tourism by commemorating community stories. Successful applications typically focus on folktales, historical legends, and community traditions, while excluding purely literary works or personal folklore that lacks broader community significance.

The Dollar General Literacy Foundation offers Adult Literacy Grants to support organizations providing essential literacy services to adults. Grants of up to $10,000 are available for programs in Adult Basic Education, GED preparation, and English language acquisition. Eligible applicants include 501(c)(3) organizations, schools, and libraries located within 15 miles of a Dollar General store. The foundation aims to enhance educational opportunities and foster personal growth through literacy.

The California Casualty Music & Arts Grant supports K-12 public schools facing budget cuts that threaten their music and arts programs. Eligible applicants, who must be active employees of public K-12 schools and members of specified educator associations, can request grants of $250 for music or arts needs. This initiative aims to enhance creative education across the states, excluding AK, HI, MA, MI, NY, and WI. Applications received by July 15 will be notified by November 30.

The EPSCoR Research Infrastructure Improvement-Focused Collaborations Program (RII-FEC) aims to enhance research capabilities in eligible jurisdictions by fostering partnerships among government, higher education, and industry. This program supports interdisciplinary teams of researchers to tackle significant challenges in STEM fields, promoting diversity and broadening participation. By integrating Minority-Serving Institutions and early-career faculty from underrepresented backgrounds, RII-FEC seeks to build sustainable STEM capacity and drive impactful discoveries across regions.

The Caddell Construction Co. (DE), LLC Scholarship, established by the Central Alabama Community Foundation, offers financial assistance to college students pursuing construction-related degrees. This scholarship supports rising sophomores, juniors, and seniors, and emphasizes the importance of advancing careers in construction. Applicants must submit a college transcript, resume, career plans video, and references to be considered. This initiative underscores the foundation's commitment to enhancing educational opportunities within the community.

The E.B. Henderson Award, presented by SHAPE America, honors minority members who have demonstrated exceptional commitment to scholarship, mentorship, and advocacy for ethnic minorities within health and physical education. Established in 1885, SHAPE America serves over 200,000 professionals, promoting high-quality education standards. The award recognizes individuals who have significantly contributed to increasing the participation of underserved populations in the field. Limited to two awards annually, it highlights the importance of diversity and inclusion in health education.

The Alabama Research and Development Enhancement Fund (ARDEF) Program, managed by the Alabama Department of Economic and Community Affairs (ADECA), aims to stimulate research and development efforts in Alabama. By focusing on innovative projects, this program seeks to enhance employment opportunities and improve the quality of products and services available to residents. Through this initiative, Alabama aims to foster a robust research environment conducive to growth and economic development.

The FDC Foundation, established in 2008, is a private non-profit dedicated to providing grants to 501(c)(3) public charities across three main areas: Health & Nutrition, Education, and Housing. The foundation supports initiatives that improve nutrition, assist diabetic individuals, enhance early childhood development, and promote housing opportunities for those in need. However, it does not fund for-profit entities or international organizations, nor does it provide grants for specific excluded purposes.
