Beckley Area Foundation
Beckley Area Foundation was established in January 1985 by ten community-minded citizens. It began with a gift of $1.1 million from the Dr. Thomas Walker Memorial Health Foundation as “seed” money for this Raleigh County project. BAF assets have grown to over $70 million with over 500 different funds managed by our three trustee banks. Today, Beckley Area Foundation is one of West Virginia’s largest community foundations.
Since its inception, BAF has distributed over $23 million to charities and other worthy projects in the fields of education, public recreation, health & human services, the arts, animal services and beautification.
Scholarships
The Beckley Area Foundation proudly manages scholarship funds established by individuals, businesses, and organizations dedicated to helping students pursue higher education. Many of these scholarships are tailored for specific schools, fields of study, or graduates from local high schools, while others offer broader opportunities. No matter the path, our scholarships aim to support students from our region as they work toward achieving their educational goals.
Most of these scholarships must be awarded to students from our geographic area or at least preference given to such students. While the majority of scholarships benefit Raleigh County applicants there are others designated for Fayette, Summers, Webster, and Wyoming students.
The File Girls Cystic Fibrosis Scholarship
Weighted for educational merit, personal achievement and financial need; West Virginia high school matriculating senior with a confirmed diagnosis of Cystic Fibrosis. Recipient will provide physician’s letter affirming a diagnosis of Cystic Fibrosis as part of the application process; The scholarship is to be awarded for post-secondary education through college, vocational or technical schools.
This scholarship is renewable.

Scholarships
We are honored to be the stewards of over 90 scholarship funds established by philanthropically-minded individuals in our community. Generous donors entrust us to connect them to dynamic students to provide financial resources for their education through scholarships. Our donors establish scholarship funds with criteria they wish to be met by applicants. Our scholarship committee considers the criteria, evaluates the submitted applications, and chooses the best candidates for each scholarship.
The Paramo Foundation Scholarship Award
The Paramo Foundation Scholarship Award is awarded annually to low income students attending a college or university focused on the trades, including but not limited to, cosmetology programs. The scholarship will provide a full scholarship for one year at a trades school.

Scholarship eligibility requires students to attend an accredited 2 or 4 year public or private institution of higher learning. All scholarships are for full-time students, unless otherwise noted. Renewable awards are for 4 years of undergraduate study and cannot be used for post graduate coursework; all awards are paid directly to the school or may be used for book reimbursement.
Career Education Scholarships
Frederick County residents studying to enter career education fields may apply to receive scholarships that help pay for training at an accredited trade or technical school, certification exams, tools, and other necessary supplies for study and work in the trade.
Scholarship awards can be used for tuition/training, certification exams, tools and other necessary supplies associated with the upcoming school year. Scholarships are paid directly to a school or vendor. These are the funds that are awarding, however, only one application needs to be submitted.

Hillman Barnett Adkins Endowed Fund Scholarship
The Hillman Barnett Adkins Endowed Fund is provided in honor of members of the Hillman, Barnett, and Adkins families. The purpose of the Hillman Barnett Adkins Endowed Fund is to provide financial assistance to eligible American Indian and Alaska Native vocational, undergraduate, and graduate students enrolled at an accredited not-for-profit college/university, vocational school, or Tribally controlled college or university (TCU) and pursuing degrees with a focus in Fine Arts (studio arts), Performing Arts (music, drama, musical theater, dance), Creative Writing, Art History, Visual Communication, Photography, Culinary Arts, Film (Cinematography, Screenwriting), or Fashion Design & Jewelry Design.
This opportunity is a merit-based award.
The Community Foundation of NCW is a tax-exempt philanthropic organization that helps individuals, families, businesses, and agencies support charitable causes throughout Chelan, Douglas, and Okanogan counties.
Jerry Van Winkle Memorial Scholarship
Jerry Van Winkle always considered himself a lifelong learner. One of his finest qualities was the ability to find a way to achieve his goals. He pursued his desire to become a counselor, beginning his Masters’ Degree studies at age 55. Jerry’s greatest joy was in helping students see the possibilities that education could provide. He would be honored to know that his wish – to assist students in pursuing their education – will be carried out through this scholarship fund. Each year this scholarship honors a student that demonstrates financial need, strong moral character, and personal growth throughout high school.

Silver Star Chapter #93 Order of the Eastern Star Scholarship
The Order of the Eastern Star is the largest fraternal organization in the world to which both women and men may belong. The organization’s membership is comprised of women and men who sincerely reflect the spirit of fraternal love and the desire to work together for good. Silver Star Chapter #93 established this scholarship as a means of fulfilling the mission of the organization to support the local community and benefit fellow mankind.
Stark Community Foundation is one of the area’s major sources of college scholarship support— thanks to the generosity of caring individuals, families and businesses that have created scholarship funds.
The Foundation currently manages more than 100 scholarship funds that support hundreds of deserving students each year from Stark and Carroll counties. In 2025, more than $1,000,000 was awarded to local students to help them achieve their educational dreams.
The Melvin L. and Frances E. Tolson Scholarship Trust Fund
The Melvin L. and Frances E. Tolson Scholarship Trust Fund was established to assist students who are residents of Carroll County, Ohio in furthering their education with interests in either aviation, art education or fine and performing arts who are enrolled or accepted at a college, university, technical, or vocational school.

High-Achieving Four-Year Scholarship
This 4-year scholarship is given annually to students who have demonstrated overall academic achievement and dedication to service within the school and in his/her community, and have low family income. The Foundation also considers applicants’ motivation, financial need, and personal experiences.
Maintenance
In order to maintain the scholarship each year, the recipient must maintain a minimum overall 3.0 GPA throughout his/her college studies.

The Luke Sturgill Memorial Scholarship is awarded to high school seniors who will attend a vocational or technical school. Students must pursue a degree or certificate from a vocational or technical institution.

Esther Sheehy McShurley Scholarship Fund
For Esther Sheehy McShurley, giving back has always meant investing in young lives. Whether volunteering at the Boys and Girls Club of Port Salerno or raising funds through its annual events, Esther has seen firsthand how early support can change a child’s path.
“It provides a wonderful start for the boys and girls,” she says. “If we can get to children while they’re young, they can become better citizens when they get older.”
Wanting to extend her impact beyond today, Esther created the Esther Sheehy McShurley Scholarship Fund through a charitable remainder unitrust with the Community Foundation for Palm Beach and Martin Counties. The scholarship will help graduating seniors from Martin County high schools, with a preference for students pursuing vocational or technical education.
She hopes the fund will empower students who are ready to learn skills, launch careers, and build better futures — especially those who dream of starting their own businesses. “There is a great need for scholarships for young people who want to apply their knowledge directly to making a living,” she says.
Esther sees her scholarship as an extension of the work she loves most: encouraging young people to believe in their potential and take their first steps toward independence.
“This is my legacy,” she says. “It’s nice to know that the children who receive this scholarship will know who I am and what I cared about. It’s a good feeling to know that someone will have an opportunity to make something of themselves — and make this a better world.”

Marcelle Heritage Foundation Scholarship Fund
About the Fund
This scholarship fund is dedicated to the memory of Dr. Norbert S. Marcelle Jr. and Dr. Beatrice L. Marcelle. The Marcelles had several titles during their long and illustrious careers, including pastors, founders, leaders, educators, and social activists. They always gave back to their community and came up with a vision to expand opportunities for higher learning to the most disadvantaged by establishing a scholarship fund.
The scholarship will provide financial assistance to support selected college-bound and vocational school students in achieving their higher education goals. This scholarship is available to the Emmanuel Deliverance Church of God congregation, their family members, and graduating high school seniors from low-income communities in Palm Beach County.

Oristano Scholar Fund II
About the Fund
The focus of the fund is to provide academic or occupational educational opportunities for motivated Palm Beach County and Martin County high school graduates who plan to continue their education at a four-year university, community college, or vocational school.
The targeted student is one who meets the admission standards of the post-secondary institution, but who cannot afford the full cost of attendance and who may not carry the academic record to quality for sufficient financial aid from other sources.
In awarding scholarships, preferences should be given to those students from disadvantaged backgrounds who have carried a high school grade point average of no higher than 3.3 unweighted. The scholarship funds may only be utilized for the payment of tuition, books and tuition-related fees.
