Technical Assistance Navigating Culturally Specific Substance Use and Recovery Programs

Scope of Work

The purpose of the RFP is for technical assistance navigating culturally specific and responsive SUD programs. STATE has identified three categories of activities to meet this goal:

• Licensure, Minnesota Health Care Program (MHCP) Enrollment, and Rate Enhancement: The purpose of this category is to support culturally specific or culturally responsive SUD programs in developing long-term sustainability through obtaining licensure, enrolling in MHCP, or applying for the Medical Assistance (MA) Rate Enhancement as a Culturally Specific or Culturally Responsive Program.

• Grant Writing and Management: The purpose of this category is to increase the knowledge, skills, and capacity of culturally specific or culturally responsive programs to apply for, receive, and successfully manage grant funding from the STATE.

• Technical Assistance and Training: The purpose of this category is to provide an opportunity for culturally specific or culturally responsive SUD programs to support each other in a consulting or training capacity. 

The Summer Studentship offers undergraduate students the chance to engage in hands-on research experience in genetics during the summer before their final year. With a weekly allowance of £300 for up to 8 weeks and funding for laboratory expenses, participants also gain access to a student Summer School Workshop at the University of Cambridge. This program encourages diversity and welcomes applications from all individuals, fostering a supportive research environment.

The 4Culture Landmark Nomination Support Grant provides funding for individuals and organizations in King County, Washington, to prepare landmark nominations for historic sites. The program aims to promote the preservation of underrepresented aspects of local history. Grants range from $1,000 to $10,000 and are available to applicants with property owner consent. Priority is given to projects that engage diverse communities. Applications are due in 2025, with a focus on completed nominations that deliver public benefits.

The 4Culture Touring Arts Roster Presenter Incentive Program Grant supports organizations in King County that hire performing artists from the Touring Arts Roster. Grants of up to $2,500 are available to assist with artist fees for free or low-cost public events. This program aims to enhance local cultural experiences while prioritizing equity and community benefit, ensuring that funds are reinvested into historically underserved areas.

The Joan Krahmer Historic Preservation Grant honors a community advocate for historic preservation, providing matching funds up to $4,000 for eligible property owners in Hillsboro. Grants support projects like preservation, restoration, rehabilitation, and reconstruction of historic features, with a focus on improvements visible from public areas. Applications are accepted year-round, with decisions made within two weeks. This initiative encourages the maintenance of local heritage while allowing property owners to enhance their historic homes.

Terry Darby Memorial Scholarship Fund

About the Fund

Soccer was more than a game to Terry, it was his passion. Through his involvement as coach, referee, booster and administrator, he shared his passion with the youth of Northern Palm Beach County and the Treasure Coast. Born in England, Terry immigrated to the U.S. in the 1950s and settled in Riviera Beach. He graduated from Suncoast High School, worked his way through college and became a Certified Public Accountant, opening his own practice in North Palm Beach.

Scholarship Eligibility

• Graduating high school senior from Palm Beach or Martin County.
• Students graduating from Atlantic, Boca Raton, Boynton Beach, Lake Worth, Olympic Heights, Spanish River, and West Boca High School are not eligible to apply for this scholarship through the Community Foundation but may apply through the Sunburst Foundation by contacting their school guidance counselors for application information.
• Must declare a major in engineering, computer science, chemistry, physics, biology, botany, mathematics, oceanography, geology, pre-dental, pre-medical, pre-veterinary, nursing, astronomy, ecological sciences, pharmacy or zoological sciences.
• Must maintain a 3.0 GPA while in college.
• Demonstrate financial need.
• Preference to those who self-identify as a member of a minority group.

Robert P. Koch Memorial Scholarship Fund

About the Fund

Robert P. Koch achieved greatness throughout his lifetime. Bob often said, “Know what you are and know what you’re not”. He was respected by all who knew him in his private life as well as in his professional life in law enforcement and as an attorney. To honor his memory, his widow Jean B. Gutkin established a scholarship fund in his name.

Robert Glen Stern Scholarship Fund

About the Fund

The Robert Glen Stern Scholarship Fund was established in 2007 by Annette and Harold P. Stern, along with Steven B. Stern and Eric K. Stern, in memory of their beloved son and brother.

Born in New York City and raised in Westchester County, Robert graduated from Harrison High School and attended college in Massachusetts. He was known for his happy disposition, hearty laugh and deep sensitivity toward others. A lover of music and poetry, Robert cared deeply for his family and his fellow man.

The scholarship supports outstanding graduating seniors from Palm Beach County who demonstrate financial need, dedication to education and active participation in extracurricular activities, continuing Robert’s spirit of kindness, passion and commitment to others.

The Oregon Media Arts Fellowship Grant honors professional artists in Oregon, providing crucial financial support for film and video projects. This program aims to recognize outstanding talent and commitment to new work creation, fostering artistic growth and innovation. Administered by PAM CUT and funded by the Oregon Arts Commission, the fellowship enables artists to advance their careers while contributing to the vibrant media arts landscape in the state.

Rear Admiral Philip A. Whitacre Scholarship Fund

Scholarship Eligibility

• Limited to PBC residents under 25 years old for undergrad.
• Strong evidence of community service.
• Scholarship will cover educational expenses including tuition and books but excluding living and transportation expenses.
• Not for Tech or Trade schools.
• Demonstrate financial need.
• Preference giving to applicants who have served or parents have served in the Navy with honorable discharge.
• Must be willing to speak as a volunteer (at least 10 hours) at one of the following: Planned Parenthood PBC, Max Planck, PB Opera, PB Fellowship of Christians and Jews, Historical Society of PBC, PBC Chamber of Commerce, or PB Rotary.

Ray Howland Scholarship Fund

About the Fund

The Ray Howland Memorial Scholarship Fund was established to honor the life, values and passions of Ray Howland, the former village manager of North Palm Beach and a dedicated advocate for bicycle safety. A sports enthusiast and community leader, Ray tragically lost his life in 1998 during the Mount Dora Bicycle Festival while doing what he loved most — cycling.

Following his untimely death, Ray’s widow, Edie, together with family members, friends and fellow cyclists, established the scholarship to not only memorialize Ray’s life but also to teach future generations the importance of bicycle safety. 

Applicant must submit an essay or poster on bicycle safety.

Ralph O. Wood Memorial Scholarship Fund

Scholarship Eligibility

• Graduating high school senior from any Palm Beach or Martin County high school.
• Must maintain a minimum 3.0 GPA while in high school.
• Must participate in extracurricular activities and show financial need.

The Commonwealth Nonprofit Security Grant Program (MA) provides one-time funding to nonprofit organizations, including faith-based and health care entities, to enhance safety and security measures. The program prioritizes applicants demonstrating significant need, particularly those facing threats related to their mission. Emphasis is placed on cost-effective solutions to address security vulnerabilities. This initiative aims to support organizations that have not previously received similar funding, ensuring a focus on those most in need.

The Commonwealth Nonprofit Security Personnel Grant Program offers one-time funding for eligible 501(c)3 nonprofit organizations in Massachusetts at high risk of terrorist attacks or hate crimes. Applicants are required to provide matching funds equal to the grant amount. Priority is given to those demonstrating significant need and proposing effective security personnel solutions, particularly first-time applicants. This program fosters safer environments for vulnerable communities through strategic financial support.

The Emerging Adult Reentry Initiative in Massachusetts aims to reduce recidivism among young adults by providing essential funding for community reentry programs. These programs offer comprehensive pre- and post-release services, ensuring participants receive the support needed to reintegrate successfully. Collaborating with correctional partners, the initiative focuses on identifying and monitoring at-risk individuals, while a Technical Assistance Provider enhances program effectiveness through strategic support and research. This initiative is vital for enhancing public safety.

The Healthy Tree Canopy Grants, offered by Hennepin County, aim to enhance the tree canopy through funding for cities, affordable housing properties, schools, and nonprofits. Grants range from $5,000 to $20,000, requiring a 25% match of project costs. Eligible projects include ash tree removal and plantings on affordable housing sites. Note that applications are currently closed, with the next round expected in early 2025.

The Healthy Tree Canopy Grants program by Hennepin County provides funding to enhance the tree canopy through various projects. Grants ranging from $1,000 to $10,000 are available for public, private, and charter schools, as well as nonprofit organizations. The program aims to educate the public on tree care, combat invasive species threats, and promote a diverse and resilient tree ecosystem. Note that applications are not currently accepted; check back in early 2025.

The Hillsborough County Historic Preservation Matching Grant provides financial assistance to owners of not-for-profit local landmarks in unincorporated Hillsborough County. This program supports various preservation and restoration activities, including foundation repairs, siding replacement, and structural work. Property owners must match the grant amount with cash or in-kind services. Compliance with the Secretary of Interior’s Standards for Rehabilitation is mandatory for all projects.

The Faculty Summer Teaching Grants Program at Western Washington University awards $7,000 in summer salary to eligible faculty for projects aimed at enhancing instructional quality. Faculty must submit a well-prepared proposal, demonstrating significant effort beyond normal duties, to a committee for evaluation. Priority is given to tenured and tenure-track faculty, and those who have not received funding in the last two years. Applications require approval from department chairs and college deans before submission.

The Amy Heryford Ousley and James Heryford Ousley Educational Fund, established in 2005, provides scholarships to Klamath and Lake County students attending nonprofit colleges in the U.S. The fund, initially valued at $6.5 million, has awarded over $2.5 million in scholarships. Eligible students must have attended a Klamath County high school for four years, maintain a minimum GPA, and enroll as full-time students. Scholarships can reach up to $3,000 annually for up to five years.

The Pilot Project Grant at Western Washington University aims to initiate innovative research and creative endeavors. With funding up to $5,000, it supports diverse activities such as proof-of-principle projects, planning meetings, and data gathering for new collaborations. Open to all non-student employees, the program encourages exploration beyond traditional research boundaries. However, it does not fund fixed-term activities or ongoing projects. This initiative is designed to foster long-term, impactful scholarly work within the university.

Warren J. & Shirley J. Eggers Scholarship Fund

Warren J. Eggers, an active civic leader in the Aurora area, passed away on February 15, 2010.

To honor his life, Mr. Egger’s family and friends created a scholarship fund to provide assistance to local students with great financial need who wish to further their education upon graduation from high school.

Warren Eggers (1935-2010) was born in Chicago, Illinois and grew up in River Forest, Illinois.

He was a graduate of Oak Park–River Forest High School and Elmhurst College.

Upon graduation from college, he was employed as a research chemist at the Sherwin-Williams Company.

In 1966, the family moved to the Aurora area where Mr. Eggers continued his work in the paint and adhesive industry.

He and a group of colleagues purchased the former River Valley Coatings. He retired from the company in 1996.

He served as a director of the Waubonsee Community College Foundation, chairman of the Valley Industrial Association, member of the Kane County Bar Foundation and member of the Community Foundation Scholarship Committee.

Shirley Eggers was born and raised in Freeport, Illinois.

She received her R.N. from Rush-Presbyterian-Saint Lukes Hospital in Chicago and her Bachelor of Science Degree in Nursing from Northern Illinois University.

Mrs. Eggers retired after fifteen years as a school nurse at East Aurora High School.

Mr. and Mrs. Eggers were active members of Bethany Lutheran Church in Batavia.

Steven John Duranceau Memorial Scholarship Fund

The Steven John Duranceau Memorial Scholarship Endowment Fund was created to honor the life of Steven Duranceau.

The fund awards scholarships to residents of the Community Foundation’s service area who are or have been actively involved in the Girl Scouts or Boy Scouts.

Steven Duranceau (1955-2006) was a graduate of St. Rita of Cascia School and West Aurora High School.

He received a Bachelor of Science degree in business at Illinois State University.

He was employed at MetLife as a customer relations account manager. When MetLife merged with United Healthcare in 1996, he assumed a position as account executive at the new firm.

While attending St. Rita of Cascia School, Mr. Duranceau was active in Boy Scout Troop 53 and earned the rank of Eagle Scout from the Boy Scouts of America. He later became scout master for a troop in Aurora.

An avid runner, Mr. Duranceau completed twelve marathons – eight in Chicago, one in Milwaukee, one in Phoenix and two in Orlando.

The fund was endowed in 2019.

Ruby M. Frank Scholarship Endowment Fund

This fund provides scholarships to graduating high school seniors from St. Charles with preference for those who go on to attend Aurora University or a Lutheran-affiliated college.

Ruby M. Frank (1920-2009) was born in McClusky, North Dakota. She attended Mankato College in Minnesota.

In 1953, Mrs. Frank moved to St. Charles, Illinois with her husband, Bob, whom she married in 1944.

In 1957, she founded Frank’s Employment in St. Charles. She worked in the family business for forty-six years until her retirement in 2003.

Ruby Frank was a director of the Community Foundation for twelve years, serving as chairman for two of those years.

She was a director of Delnor Hospital for thirty-six years and served as president during the merger with Community Hospital.

She also was president of the St. Charles Chamber of Commerce, GSB Women’s Republican Club and LSSI Hotel Baker Living Center.

Other board service included Aurora University, St. Charles Savings and Loan, Kane County Republican Committee, Illinois Association of Personnel Consultants, Kane DuPage Human Resources Association and WFXW-AM 1480.

Mrs. Frank received St. Charles’ highest award, The Charlemagne, in 1980. She also was voted one of the top five persons for service to the community of St. Charles in the 20th Century.
