THE HAYNES FOUNDATION has been a force for change in the Los Angeles Region (comprised of the counties of Los Angeles, Ventura, San Bernardino, Riverside, and Orange) for over nine decades. The Foundation’s founders, Dr. John Randolph Haynes and Dora Haynes were passionate advocates of involved citizenship who believed that through social science research, the Foundation not only could identify critical social and political problems in Los Angeles but also offer solutions to them. We expect researchers to seek opportunities to collaborate with community-based organizations and/or policymakers. We are open to all fields of study and disciplines that address governance and democracy in the Los Angeles region.
Grant Type
There are two grant types for the initiative on Governance and Democracy: Planning Grants and Research-to-Action Grants
Planning Grants
Planning grants are made for up to one year.
Planning grants are best suited for projects that require further development, including expanding community and policymaker contacts and refining research questions and strategies. In short, the planning grant is to help get the project ready to go.
For planning grants, applicants submit a short proposal consisting of framed questions to propose the planning effort and how it aligns with the Foundation’s priorities.

CVS Health Foundation: Hometown Fund
The CVS Health Foundation’s Hometown Fund was created to support local nonprofits across Hartford, Connecticut, and the state of Rhode Island – places where our CVS Health teams live, work and care deeply about community health. Through this fund, we support organizations that are making a real difference by expanding access to health care and addressing the everyday factors that shape people’s well‑being, like nutritious food and stable housing.
In 2025, the Hometown Fund awarded $2 million in general operating support grants – $1 million to 20 organizations in Greater Hartford and another $1 million to 20 organizations across Rhode Island. These investments continued our commitment to improving local health and strengthening community support systems, bringing the amount of Hometown Fund grants awarded since 2022 to $8 million.
CPTA Grant Program
FloridaCommerce is now accepting grant requests for the Community Planning Technical Assistance (CPTA) Grant Program for State Fiscal Year (SFY) 2026-2027. CPTA grants provide local governments located in Rural Areas of Opportunity (RAOs) and/or rural communities, counties, municipalities and regional planning councils the opportunity to create innovative plans and development strategies to promote a diverse economy, and meet statutory requirements for planning, while also protecting environmentally sensitive areas.
Technical assistance and training will be available to rural local governments awardees to help assist them in best practices relating to comprehensive planning, economic development and land development, as well as strategies to address management and administrative capacity challenges unique to rural local governments. Preference shall also be given to local governments located in a RAO. Understanding that many Florida communities have been impacted by hurricanes, CPTA grants may also be used to assist with disaster recovery, resiliency and economic development planning.
Project Types
Projects should relate to community planning and economic development strategies that implement the requirements in the Community Planning Act. FloridaCommerce also encourages rural communities to apply for projects related to planning for disaster recovery and community resiliency, especially related to flooding, and that meet the requirements in Chapter 163.3178(2)(f), Florida Statutes. Applicants are encouraged to seek funding for innovative, creative or unique approaches to planning, development and infrastructure in their community.
Our Mission
Founded in 1987, the Foundation has a mission to provide resources to deliver the benefits of parks and recreation to all.
Our Vision
To build a better Iowa through parks and recreation.
