Illinois Emergency Management Agency and Office of Homeland Security

The primary responsibility of the Illinois Emergency Management Agency and Office of Homeland Security (IEMA-OHS) is to better prepare the State of Illinois for natural, manmade or technological disasters, hazards, or acts of terrorism. Our goal is a "better prepared state." IEMA-OHS coordinates the State's disaster mitigation, preparedness, response and recovery programs and activities, functions as the State Emergency Response Commission, and maintains a 24-hour Communication Center and State Emergency Operations Center (SEOC). The September 11th Fund is created as a special fund in the State treasury. Subject to appropriation by the General Assembly, the Director of the Illinois Emergency Management Agency shall pay all moneys in the September 11th Fund as grants to aid victims of terrorism and as grants to local governments to cover the costs of training, equipment, and other items related to public safety initiatives intended to prevent further acts of terrorism or to respond to further acts of terrorism or other disasters or emergency situations in Illinois.

Funding Restrictions: Potential Grantees must be identified in the State of Illinois Homeland Security Strategy.

The Ralph J. The Community Foundation of the Fox River Valley is a collection of individual funds and resources given by local citizens to enhance and support the quality of life in the Fox River Valley of Illinois.

We are a tax-exempt public charity that allows individuals, businesses, and non-profit organizations to establish permanent endowments and temporary funds within the confines of one large foundation.

Zonta Club of Aurora Scholarship Endowment Fund

The Zonta Club of Aurora Scholarship Endowment Fund was established to recognize academically talented female students graduating from a high school located in the City of Aurora.

Eligible students must have earned an overall grade point average of at least a 3.0 on a 4.0 point scale and also must be able to demonstrative positive values in the areas of character and leadership.

Zonta is an international professional business woman’s organization promoting improvement in the status and education of women through community service, study and action. The Aurora Club was established in 1959.

Harm Reduction Community Linkages Project (IL)

Program Description

The Harm Reduction Community Linkages Project is to support capacity building at harm reduction organizations statewide to expand their client base and develop more comprehensive linkages to prevention, treatment, and harm reduction services for individuals with opioid use disorder (OUD), including prescription opioids as well as illicit drugs such as heroin. This project is funded through the Centers for Disease Control and Prevention (CDC) Overdose Data to Action – States (OD2A-S) Cooperative Agreement and Illinois General Revenue Funds. Organizations selected for this funding will need to demonstrate success in engaging individuals with opioid use disorder (OUD), including prescription opioids as well as illicit drugs such as heroin; have experience in linking individuals to opioid use prevention, OUD treatment and injection harm reduction services through community referral networks; and show capacity to cover large geographic regions in Illinois focusing on communities that demonstrate a high burden of opioid overdose. These funds will be used to strengthen partnerships between injection harm reduction community stakeholders and providers of OUD treatment and other needed social services to improve local coordination, connect more individuals to the appropriate support services and treatment for OUD, and provide case management as needed among persons who use opioids.

The Illinois Department of Public Health places health equity as a top priority. Health equity is the “basic principle of public health that all people have a right to health”. Health equity exists when all people can achieve comprehensive health and wellness despite their social position or any other social factors/determinants of health. Most health disparities affect groups marginalized because of socioeconomic status, race/ethnicity, sexual orientation, gender, disability status, geographic location, or some combination of these. People in such groups not only experience worse health but also tend to have less access to the social determinants or conditions (e.g., healthy food, good housing, good education, safe neighborhoods, disability access and supports, freedom from racism and other forms of discrimination) that support health. Health disparities are referred to as health inequities when they are the result of the systematic and unjust distribution of these critical conditions. The department’s efforts are committed to addressing health through an equity lens by empowering communities who have been historically marginalized and developing intervention strategies with the end goal of furthering health equity among all Illinoisans.

Unsewered Communities Planning Grant Program (UCPGP)

The Unsewered Communities Planning Grant Program (UCPGP) will utilize a portion of the Illinois EPA Water Pollution Control Loan Program Loan Support funds generated from loan repayments. Illinois EPA expects to award a total of $1,000,000 and anticipates distributing this amount across thirty-three (33) to fifty (50) awards. Funding will be limited to a maximum of $30,000 per applicant.

Government and for-profit entities already named in the Illinois Clean Ports Deployment award can receive Illinois funding to deploy zero-emission freight-handling equipment and related solar and battery storage. Illinois Environmental Protection Agency provides Illinois clean energy and transportation organizations with US $1,400,000 - US $55,528,309 to advance sustainable port and transit infrastructure projects.

The Wildlife Preservation Fund for Rehabilitation Facilities in Illinois supports the maintenance of facilities that care for threatened or endangered species. Eligible applicants include individuals, government organizations, and nonprofits with a wildlife rehabilitation license. Grant funds, ranging from $4,000 to $25,000, can be used for structural repairs and maintenance of existing rehabilitation facilities. This funding aims to ensure the well-being of vulnerable wildlife through improved care and resources.

Myron L. & Frances B. Wormley Scholarship Endowment Fund

This fund provides scholarships to students who have been active participants in the Kendall County 4-H Program.

Myron Wormley (1914-2006) was a graduate of East Aurora High School and the University of Illinois.

He farmed on the Wormley Farm near Oswego until 1959. He then began a career in real estate, retiring in the mid 1980’s.

Mr. Wormley also was the Oswego Township Supervisor for twenty-five years.

Frances Wormley (1918-2010) grew up on a farm in Millbrook.

She was a graduate of Yorkville High School and attended the University of Illinois.

Mrs. Wormley was an elder at the Oswego Presbyterian Church, where she also was the organist for many years.

She served on the board of directors of the YWCA Aurora and on the organizing board of what became Waubonsee Community College.

She also was a member of PEO, Republican Women, Eastern Star and the Grove Road Farmers Club.

The CHS Foundation's Cooperative Education Grant aims to support educational projects that enhance understanding of the agricultural cooperative business model. The CHS Foundation's Ag Leadership Grant aims to enhance agricultural leadership and cooperative education. This program supports projects that cultivate a diverse pipeline for future agricultural leaders, focusing on education and career training for high school students to young professionals. Priority is given to initiatives that impact multiple states within the CHS trade area, thereby fostering a deeper understanding of the cooperative business model in agriculture.

The Prostate Cancer Outreach and Screening initiative by the Illinois Department of Public Health aims to enhance awareness and screening for prostate cancer among high-risk populations, particularly Black non-Hispanic and Hispanic males. This program leverages data-driven strategies to address areas with high incidence and mortality rates. Funding supports one nonprofit organization to implement outreach efforts statewide, aligning with the 2022-2027 Illinois Comprehensive Cancer Control Plan and USPSTF guidelines.

CAR Specialized Care and Early Education Program

This grant award will have an initial period of performance starting in FY27 (07/01/2026 (or upon execution of the agreement) through 06/30/2029). A budget should be submitted for FY27 only.

Provider will deliver age-appropriate early education, developmental screenings, on-site health services, therapeutic supports, nutritious meals and specialized evidence-based curriculum. Additionally, the Provider will strengthen and stabilize families by assessing their needs and goals, developing service plans and coordinating services, including parent training, support groups, family engagement activities, counseling, and permanency planning, to prevent substitute care placement.

Provider will deliver services to increase access to early childhood education, healthcare and deliver family strengthening support services for children ages six weeks up to kindergarten, whose medical, developmental or behavioral issues would preclude admission to a conventional day care or early learning program. Services delivered shall prevent child abuse/neglect by providing specialized care and early education of children with training and support for their families that promote children’s wellbeing and positive parenting, using evidence-based interventions.

The Provider will be open for between the hours of 8:00 AM until 5:00 PM, Monday through Friday (excluding agency holidays). Program staff may operate outside the general agency hours based on client needs. Provider will offer the following services:

• high quality early education programs
• on-site health services capable of serving children with a range of medical, developmental and emotional issues
• family advocacy and support services
• mental health assessment, referral and therapy intervention
• parent leadership and engagement activities

Early Childhood Education 

Provider will deliver primary services including annual developmental screenings, ongoing assessment, onsite health services, specialized therapies and evidence-based curriculum. In addition, parents and caregivers are provided with supportive social services, educational health and nutrition education. Following licensing standards, age-appropriate classrooms shall provide learning environments designed to meet the needs of children affected by extreme poverty, illness, and developmental conditions. Provider staff must be specifically trained to provide quality care and early childhood education, to support the families through evidence-based early intervention curricula research-proven programs (ages 0–5) that improve social-emotional, cognitive, and behavioral outcomes.

Upon intake Provider will conduct an assessment and in conjunction with the parent/caregiver, will develop individual service plans for each child and parent/caregiver. Children’s developmental progress will be measured using an evidenced based curriculum and assessment tool, that evaluate children’s physical, social, emotional, cognitive and language development. Provider will use a developmental inventory screening tool to assess multiple developmental domains. Outcomes will be collected three times throughout the program year, and attendance will be accurately tracked and recorded daily at pick-up and drop-off. The Provider will gather parent feedback, both informally and through client surveys and assess parent understanding of child development through self-reports and ongoing staff interaction.

On-site health services 

Provider will offer on-site health services through a full-time, onsite Registered Nurse. The Nurse will conduct initial health intakes, for all children, ensure immunizations and health assessments are current, coordinate hearing, vision, and dental screenings, and collect regular reports from primary care physicians. The on-site nurse will maintain health records, document children’s medical and dental appointments, make home visits, and consult with parents on a child’s specific medical issues. A licensed physician will oversee the on-site nurse and provide consultation and monitoring as needed.

All children will receive an initial health assessment. Children 0-12 months will be reassessed weekly and children 13 months to five years will be reassessed monthly. The on-site Nurse will follow-up with parents when children exams or screenings are due, when further care is recommended, and will document all follow-up actions and appointments. Children will receive on-site hearing and vision screenings every three months.

Family Advocacy and Support services

Will be offered and will include information, resources, and referrals to help families support children’s health and development, family stability, positive parent child relationships, and effective parenting practices. Provider will link parents to partner organizations and external services as needed. These supports advance safety, permanency and wellbeing of high-risk children.

Mental health assessment, referral and therapy intervention services

May be conducted by a licensed mental health or social service professional for child or families as needed.

Parent leadership and engagement activities

Will be offered through parent-teacher conferences, home visits, parent meetings, parent skills training and a voluntary parent advisory council. The Provider will also engage in community strengthening and collaborate with Head Start/Early Head Start agencies, Start Early programs, public school systems and other community based social service providers, maintaining fidelity to Early Head Start and national accreditation standards.

Meals and snacks:

Provider will offer nutritious breakfast, lunch and snack options to children in the program daily.

The California Casualty Music & Arts Grant supports K-12 public schools facing budget cuts that threaten their music and arts programs. Eligible applicants, who must be active employees of public K-12 schools and members of specified educator associations, can request grants of $250 for music or arts needs. This initiative aims to enhance creative education across the states, excluding AK, HI, MA, MI, NY, and WI. Applications received by July 15 will be notified by November 30.

The FNBO Impact Grant Program aims to empower nonprofit organizations that eliminate barriers to economic and social opportunities. Aiming to support future healthcare leaders, the fund awards a minimum of $1,500 annually in scholarships, helping talented individuals overcome financial barriers to education. The Carolyn L. Kuckein Student Research Fellowship, awarded by Alpha Omega Alpha Honor Medical Society, supports first and second-year medical students conducting research over 2 to 12 months. With a total funding of $7,000, students can receive reimbursement for travel expenses up to $1,000 for presenting their findings at national conferences. Eligibility requires enrollment in schools with active AΩA chapters, while those taking a year off for research or holding a PhD are ineligible.

The Guglielmo Marconi Engineering Scholarship, offered by UNICO Foundation, provides $1,250 to students of Italian descent pursuing engineering degrees in various disciplines. Eligible candidates must be U.S. citizens, enrolled full-time in accredited programs, and maintain a GPA of at least 3.0. The Robert J. Tarte Scholarship for Italian Studies, offered by the UNICO Foundation, supports students of Italian descent pursuing a major or minor in Italian Studies or Language. Valued at $1,000, this scholarship is awarded to full-time undergraduate students attending accredited institutions in the U.S. Eligible applicants must maintain a GPA of 3.0 and continue their studies through the 2026-2027 academic year, with preference given to those demonstrating financial need.

Eligible candidates must have a minimum GPA of 3.0 and plan to continue their studies into the 2026-2027 academic year. Targeted Holistic Resources to Invest in Vision, Empowerment, and Success (THRIVES) Grants

The purpose is to support institutions in addressing basic-needs insecurity among students. This grant is intended to further the work of the previously offered Ending Student Housing Insecurity (ESHI) grant in supporting students who face basic needs insecurities and may lack a stable path forward to degree completion.

Range and Average of Financial Assistance

Institutions may apply for grants in the amount required to implement the initiatives within the term of the grant. IBHE anticipates the typical award will be approximately $145,000, depending on the proposal's quality.

Torraco Scholarship for Therapy Sciences, provided by the UNICO Foundation, awards two scholarships valued at $2,500 each to full-time students pursuing degrees in Therapy Sciences, including physical therapy, occupational therapy, audiology, and speech-language pathology. Eligible candidates must be U.S. citizens with a minimum GPA of 3.0 and continue their studies in the 2026-2027 academic year. This scholarship promotes educational advancement within the community.
