Enterprise Community Partners (Enterprise) is a national nonprofit that exists to make a good home possible for the millions of families without one. We support community development organizations on the ground, aggregate and invest capital for impact, advance housing policy at every level of government, and build and manage communities ourselves. Since 1982, we have invested $80.9 billion and created 1 million homes across all 50 states, the District of Columbia, Puerto Rico and the U.S. Virgin Islands – all to make home and community places of pride, power and belonging.
Midwest Asset Management University Program
Operating, maintaining, and preserving affordable housing is complex and requires a specialized set of skills and a deep organizational commitment to asset management. Today, affordable housing providers face a variety of economic, operational, and compliance challenges, including rising operating costs, rental arrears, staffing shortages, and an aging portfolio.
Enterprise is launching its first Asset Management University (AMU) Program in the Midwest (Illinois, Indiana, Wisconsin, Missouri, and/or Minnesota) in March 2026 to support mission-aligned, affordable housing providers in meeting these challenges in their efforts to provide housing stability to residents and preserve the long-term affordability of properties.
The Midwest AMU is a comprehensive, five-month training program that seeks to strengthen the asset and property management capabilities of participating housing providers, improving organizations’ capacity to oversee the financial, physical, and operational health of their housing portfolios.
Midwest Asset Management University Cohort
Enterprise is excited to offer this application for participation in the Asset Management University (AMU) Cohort (the “Cohort”). Up to fifteen (15) eligible organizations will be selected for this Cohort and will receive access to online training offered by the Consortium of Housing and Asset Management (CHAM), peer learning opportunities, and post-training technical assistance.
Who We Are & What We Do
On November 26, 1997, a small group of citizens with an abundance of enthusiasm embarked on a mission to secure the quality of life in our region now and forever. By yearend, they had a modest $1,050. Through commitment and vision, the Quincy Area Community Foundation expanded and grew to become the Community Foundation Serving West Central Illinois & Northeast Missouri.
Serving 12 counties on both sides of the Mississippi River, we operate as a bridge between our donors’ charitable visions and the nonprofit organizations that bring those visions to life.
Robert & Barbara Girouard Endowment
About the Fund
Enlisting in the United States Air Force was one of the best decisions Robert (Bob) and Barbara (Barb) Girouard ever made. In fact, the two met at Iraklion Air Station in Crete, Greece and credit the military for creating an “avenue of success”.
“We have been so incredibly blessed. Serving in the Air Force gave us job opportunity, education and lifelong friends that we never imagined we would have growing up, so now we feel it is time to give something back,” said Barb.
When Bob and Barb were looking to make a difference in the community where they have spent their adult life, they decided to create an endowment fund at the Community Foundation to support veterans in West Central Illinois and Northeast Missouri by establishing the Robert and Barbara Girouard Endowment.
Grant Purpose
The Robert & Barbara Girouard Endowment provides financial support to postsecondary and vocational training institutions for the support of Veterans’ education. Grants may be used to provide financial assistance for honorably discharged Veterans, including tuition, books, fees, and related expenses for honorably discharged Veterans or for the support of educational or vocational training and programs offered to Veterans.

Safety Net
United Way’s Safety Net is a collaborative network of agencies that deliver an array of essential direct services to address the region’s most pressing needs, helping families and individuals remain and work toward stability. Safety Net agencies provide direct services that address basic, urgent needs – such as access to food and housing— as well as supports that help move individuals and families toward stability, including education, health and well-being, workforce access, and financial mobility.
Safety Net Funding
United Way of Greater St. Louis is now accepting applications for its Safety Net Funding cycle and invites all eligible agencies across its 16-county region in Missouri and Illinois, including those not currently receiving United Way funding, to apply. United Way equips 160 local nonprofits with vital funding and training resources to support measurable impact across its five impact areas. Organizations selected will receive a three-year contract and become part of the UWGSL member agency network.
United Way’s Impact Areas
While needs are great across the five impact areas, United Way will use data derived from its landscape analysis of community needs to inform how service areas will be prioritized to ensure the region has access to a strong and resilient network as needs arise.
Community Foundation of the Quincy Area
My Community Foundation (also known as The Community Foundation Serving West Central Illinois & Northeast Missouri) is a tax-exempt 501(c)(3) nonprofit organization dedicated to improving quality of life in the communities it serves by connecting compassionate donors with meaningful causes. The foundation works with individuals, families, businesses, and nonprofit partners to gather charitable contributions, grow those funds through professional investment strategies, and grant the earnings in ways that address local needs now and into the future. It builds and manages permanent endowments tailored to donors’ goals, ensuring their philanthropic visions—whether honoring a loved one, establishing a legacy, or supporting community needs—are realized. Serving a 12-county region across West Central Illinois and Northeast Missouri, the foundation acts as a steward of charitable assets, helping donors make a lasting impact through customized giving opportunities, community grants, and strategic support for nonprofit organizations.
AgForward Program for Agricultural Education
AgForward Program for Agricultural Education provides grant funding to support education, innovation, and workforce development in the field of production agriculture. Grants from the fund will promote and benefit education relating to production agriculture at any educational level throughout the Community Foundation’s service area. Funded programs must directly involve and/or impact students. Grants must be for project or program support. Grants may not be used for scholarships or general operating support.
