Kansas Housing Resources Corporation

Kansas Housing Resources Corporation (KHRC) is a self-supporting, nonprofit, public corporation that serves as the primary administrator of federal housing programs for the state of Kansas. KHRC delivers solutions to those who are working to end the housing crisis in Kansas. The corporation’s vision can only be achieved when all Kansans have the support and resources they need to achieve their goals, no matter where they are in their housing journey.

CSBG Discretionary Grant

Kansas Housing Resources Corporation (KHRC) establishes guidelines for the awarding of discretionary grants as authorized by the Kansas Community Services Block Grant (CSBG). The primary intended use of the grant funds awarded to Kansas and to subgrantees is “to provide assistance to local communities in Kansas, working through a network of Community Action Agencies and other neighborhood-based organizations, for the reduction of poverty, the revitalization of low-income communities, and the empowerment of low-income families and individuals in rural and urban areas to become fully self-sufficient.”

CSBG Purpose and Goals

• Promoting maximum participation of people and communities with low-income
• Leveraging resources of other anti-poverty programs
• Strengthening community capabilities for planning or coordinating resources for local needs and conditions of poverty
• Using innovative approaches to address causes and conditions of poverty
• Measuring impact to ensure accountability and ongoing data-driven quality improvement 

As outlined with the FFY 2025-2026 CSBG State Plan, this RFP seeks proposals for: 1) Innovative Programs/Activities or 2) Training/Technical Assistance

Applicants are advised that direct services funded by CSBG are restricted to Kansas residents. with household incomes that fall at or below 200 percent of the Federal Poverty Guidelines

Training/Technical Assistance Projects

For the purposes of this funding opportunity, “training and/or technical assistance” examples include:

• Community-Based Interventions — Understanding community-level work/management; designing an effective approach, effective strategies, and relevant measures of success.
• Identifying and Sharing Best Practices — Innovative projects/programs using CSBG resources; leveraging other public/private resources; more effective use of economic development dollars; the bundling of services
• Serving Underserved Areas — Strategies for working in rural areas or communities with limited community services
• Multigenerational Approaches for Addressing Poverty — Coordinated approaches to collaborating with parents, other caregivers, and children.
• Relationship Building/Partnering — Among State CSBG offices and other State Agencies and Programs to share data and resources.
• Board Governance — Ongoing training to support active community input through Tripartite Boards including families of low-income.
• Leveraging Public/Private Resources — Coordinating multiple resources to support community services and strategies
• Leadership Development — Succession planning and mentoring, leadership academies

Grants are available for various initiatives, including education, housing, and job training, with a keen interest in programs that demonstrate clear potential for sustainability.

The Foot Locker Foundation Community Empowerment Program supports nonprofit organizations that empower youth in underserved communities, addressing racial inequities and promoting wellness. Grants range from $25,000 to $100,000 and are available for youth programming and capital improvement projects. Eligible organizations must serve low-to-moderate income communities, have diverse leadership, and engage local Foot Locker teams in volunteer efforts. This initiative aims to enhance opportunities for youth by connecting them with essential services and mentorship.

BMO Gives is committed to fostering positive societal impact through community support and charitable initiatives. It focuses on enhancing community and economic resilience, as well as environmental sustainability. Eligible applicants must be registered charities or non-profits operating in Canada or the U.S. and align with BMO's corporate values, which promote inclusivity and non-discrimination. The program aims to support projects that address significant societal needs and empower local communities.

The Robert E & Evelyn McKee Foundation Grant focuses on charitable purposes, primarily supporting organizations that qualify under 501(c)(3) of the IRS Code. It awards funds in various areas including civic, cultural, education, healthcare, and youth activities. Eligible recipients are local charities and certain selected colleges for scholarships. The Day-End Dough-Nation® Program by Panera Bread exemplifies community generosity through the donation of unsold bakery products to local charities. This impactful initiative supports various organizations that distribute food to those in need, including shelters, health centers, and youth programs. By partnering with thousands of non-profits nationwide, Panera Bread not only reduces food waste but also plays a crucial role in addressing hunger and promoting equality within communities.

The HOKC Good Works Program provides over $2.5 million annually in grants to Kentucky nonprofits, aiding over 3.9 million individuals. Established in 1951, it has distributed $68 million through more than 8,900 grants, relying on the support of over 30,000 active Colonels globally. Eligible nonprofits must be 501(c)(3) organizations based in Kentucky, operational for at least five years, and focused on tangible community benefits, aligning with the program's mission to foster community enhancement and support.

The Howard E. Stark Charitable Foundation, established in 2007, supports small, impactful organizations in the Northeast US. DSP Workforce Expansion in Excellence Grant

(F) providing training or technical assistance for professionals (including individuals providing education and rehabilitation services), employers, or other individuals who provide services to, employ, or are otherwise substantially involved in the major life functions of, an individual with developmental disabilities.

Independence: People with I/DD will have tools and skills needed to lead self-determined lives.

By expanding pipelines into the DSP field and transportation options annually, people with I/IDD will have valuable support to live the life they want.

• Create new, and expand existing, pipelines into the field of I/DD.
• Development of methods to increase the number and training of DSPs.
