Hurricane Response Marine Debris Removal Fund

2027 Request for Proposals

National Fish and Wildlife Foundation (NFWF) and the National Oceanic and Atmospheric Administration (NOAA) established the Hurricane Response Marine Debris Removal Fund to support projects to assess, remove, and dispose of marine debris in and around coastal communities impacted by hurricanes and other episodic storm events.

The Hurricane Response Marine Debris Removal Fund will award grants to remove damaging marine debris from coastal areas of communities impacted by hurricanes or other natural disasters. Priority will be placed on debris removal efforts that reduce impacts on communities and industry as well as prevent further harm to habitats and fish and wildlife populations. Funding has been made available by the FY 2025 American Relief Act, P.L. 118-158.

The Hurricane Response Marine Debris Removal Fund will award up to $11 million in grants in 2027. While there is no minimum or maximum expected award amount, funding request amounts should be appropriate relative to the overall scale and impact of the project.

The state funds appropriated in House Bill 5001, General Appropriations Act (GAA) (Item Number 121 – Aid to Local Governments – Grant Aids), includes a $5 million set aside for the Grow Your Own Teacher Apprenticeship Program.

The purpose of this sub-initiative is to increase the supply of qualified teachers by creating a teacher pipeline for Florida. It is designed to encourage partnerships between eligible applicants and participating employers (Florida school districts, charter schools and charter management organizations) to provide an innovative, no-cost pathway to the teaching profession for registered teacher apprentices.

The funds for this grant are appropriated in the 2026 General Appropriations Act (GAA) as a sub initiative to the Pathways to Career Opportunities Grant (PCOG).

Boating Infrastructure Grant Program (BIGP)

The Boating Infrastructure Grant Program (BIGP) provides funding through competitive grants for tie-up facilities for transient recreational boats 26 feet or longer (non-trailerable). This program is funded by the U.S. Fish and Wildlife Service.

Tier I Projects

In any given funding cycle, the State of Florida may receive a total of $300,000 for Tier I projects. All Tier I projects must meet the eligibility requirements of 50 CFR 86.20. Funding for land acquisition and capital projects that protect the quality and/or quantity of water from springs. Project proposals are initially submitted to the corresponding jurisdictional Water Management District for review.

DWRA's Springs and Watershed Restoration Program works closely with the water management districts, local governments and other stakeholders to identify and implement springs projects that achieve restoration goals.

The Regional Rural Development Grant Program

The FloridaCommerce Regional Rural Development Grant program was established by Section 288.018, Florida Statutes, to encourage rural communities to leverage limited resources by utilizing regional economic development organizations to develop and implement long-term strategies that will help:

• Attract new businesses;
• Grow existing businesses; and
• Build the innovative and adaptive capacity of rural leaders who are active in decision-making roles in their communities.

An organization may receive up to $50,000 or $250,000, if representing two or more rural counties, recommended by the Rural Economic Development Initiative and designated by the Governor.

The Recovery Housing Program (RHP)

In 2018, the United States Congress passed the SUPPORT for Patients and Communities Act (SUPPORT Act) to address substance use disorder prevention, recovery, and treatment. Section 8071 of the SUPPORT Act authorizes the Recovery Housing Program (RHP). RHP funds are allocated by the United States Department of Housing and Urban Development to allow states to provide stable, transitional housing for individuals in recovery from a substance use disorder. The RHP is a program within federal Community Development Block Grant (CDBG) programs, with rules modified by Federal Register Notice FR-6225-N-01.

Since 2020, FloridaCommerce has been awarded a total of $4,805,253 in RHP funding. FloridaCommerce's RHP Action Plan will guide the use of the allocation.

FloridaCommerce has identified a specific need for additional recovery housing and services for the veterans community within the state. The United States Department of Veterans Affairs FFY 2017 population estimates reflect that Florida has the third largest veteran population among all states in the nation.

To date, Governor DeSantis has awarded $1.6 million to provide transitional housing for Floridians and veterans recovering from substance abuse through RHP. The upcoming application cycle will result in awarding an additional $3.1 million for continued support through RHP.

Resilient Florida Grants

The Resilient Florida Program includes a selection of grants that are available to counties, municipalities, water management districts, flood control districts and regional resilience entities. To effectively address the impacts of flooding and sea level rise that the state faces, eligible applicants may receive funding assistance to analyze and plan for vulnerabilities, as well as implement projects for adaptation and mitigation.

• therapeutic strategies for dealing with behavioral and social needs of persons with Alzheimer’s disease and their caregivers;
• the discovery and validation of a broad spectrum of potential therapeutic targets or novel therapeutic strategies, or discoveries which provide novel insights into the pathophysiology of Alzheimer’s disease, and/or identify novel biomarkers;
• stimulate a consortium of clinical centers to conduct high quality clinical research studies of greater breadth than described in priority two;
• epidemiologic studies to improve our understanding of genetic, epigenetic, and acquired neurodegenerative, cardiac, and vascular disorders that result in cognitive impairment and Alzheimer’s Disease and how these conditions affect Floridians; and
• support for physician or postdoctoral fellowship training in Alzheimer’s disease research. Refer to the Research Priorities section of this FOA for more information.

Applicants must request funding in the grant categories outlined in this FOA for research in the areas of focus outlined in the Research Priorities section of this FOA. Specific grant funding amounts are available for each grant category.

Grant Categories

Applications in response to this FOA must align to a grant category to pursue an area of focus from the Research Priorities section of this FOA. Applications for research infrastructure grants that are reviewed and assigned exceptional scientific merit will be considered for preferential funding. 

The grant categories are: 1) Consortium Grant; 2) Standard Grant; 3) Pilot Grant; 4) Postdoctoral Research Fellowship Grant

Grant Categories: Consortium Grant

Grants will stimulate a consortium of clinical, basic, translational and underrepresented research institutions/centers to conduct high quality grantsupported research. The consortium should involve partnerships to be developed among investigators across the state of Florida, with the award made to the lead organization. The lead organization of the consortium must perform a substantive role in conducting the planned research including providing oversight of all scientific, programmatic, financial, and administrative matters related to the grant. The collaborating organizations must have well-defined roles that contribute to the common scientifically rigorous research goals, and include sound background information, hypotheses, protocols, and promising practices that address clearly one or more areas of research interest. A letter of commitment from all collaborating organizations is recommended. The consortium must support the exploration of the focus areas listed within Priority Areas 1 and 3. Grants may range from discovery science to more mature projects that are attempting to advance a therapeutic approach or concept.
