The mission of the Georgia E. Frank Scholarship Fund is to support graduating Carroll County high school students of all backgrounds and needs as they pursue their dreams of being a teacher. As Georgia was a life-long Family and Consumer Science teacher in Carroll County, this fund aims to invigorate, encourage, and support aspiring young educators as they transition from high school to the collegiate stages of their training. As a teacher, Georgia encouraged her students to love what they do, to do it well, in order to make the world around them a better place to live. In an effort to encourage and retain membership, the Carroll Association of School Employees has established CASE SCHOLARSHIP FOR HIGHER LEARNING, a scholarship fund of the Community Foundation of Carroll County, Inc. Catherine Anne Mullikin Memorial Scholarship

The Catherine Anne Mullikin Memorial Scholarship is sponsored by “Catherine’s Cause” a Carroll Community Foundation Fund. A drunk driver killed Catherine in 1998 and her family is keeping her memory alive by offering scholarships for students pursuing a degree in education. Student must maintain full time enrollment status (12 or more credit hours) during the entire semester that the scholarship award has been designated. The scholarship is based on academic achievement, community service and extracurricular activities.

Michael W. Wantz Scholarship

The purpose of the Michael W. Wantz Scholarship is to honor the values, attributes, and dedication of Michael W. Wantz, the diesel teacher at Carroll County Career & Technology Center. This award is to provide scholarships for graduating seniors in Carroll County, Maryland who have attained their secondary-school diploma from the Carroll County Career and Technology Center in Diesel Technology. The scholarships shall be for those students to attend schools of higher learning or a certified program appropriate to enhance their capacities and capabilities in Diesel Technology.

Charles and Claudia Lewis STEM Scholarship

The Charles and Claudia Lewis STEM Scholarship was established in 2004 by his family. Mr. Lewis did not have the advantage of monetary funds for college but he strongly believed in the value of education. As a result, during his lifetime, he tried to provide that support to others to help them achieve their educational goals. The purpose of this Fund is to provide a scholarship for a graduating senior of a Carroll County, Maryland, High School who will pursue a college education in Engineering, who has a financial need, who has exhibited academic achievement, and who has demonstrated involvement in his or her community. The student must have been enrolled at a Carroll County High School for his or her entire junior and senior years. Students enrolled in Engineering courses at the Carroll Career and Technology Center will be given special consideration.

Dr. Saleem Shah Memorial Scholarship

The Dr. Saleem A. Shah Memorial Scholarship is sponsored by Catherine’s Cause, a Carroll County Community Foundation Fund. Dr. Shah a leading Psychologist with the National Institute of Health was hit head on in November of 1992 by a Drunk Driver on his way home. He left a family with a wife, six daughters and eight grandchildren at that time. Dr. Shah’s daughters regularly volunteer with Catherine’s Cause and are strong advocates on working to alert the public on the dangers of Drinking and Driving. To honor Dr. Shah’s memory the family along with Catherine’s Cause are offering this Scholarship in the field of Mental Health in his honor.

Meghan Lynn Rippeon Memorial Scholarship

The purpose of the Meghan Lynn Rippeon Memorial Scholarship is to honor the life of Meghan Lynn Rippeon by providing a scholarship for any senior graduating from a Carroll County, Maryland high school who has shown academic achievement and is pursuing an education in early childhood development and who has been accepted at an accredited College, University, or Technical School. Applications will also be accepted from continuing students, i.e. those that are already in college, who meet the criteria established for this scholarship.

John Grason Steffey Scholarship

The purpose of the John Grason Steffey Scholarship is to provide scholarships for two graduates of Williamsport, Maryland, public high school, and if none qualify, then unto two high school students residing within Williamsport and the general vicinity thereof in Washington County, Maryland. The scholarships shall be for those students who may need or request assistance to attend schools of higher learning appropriate to develop their capacities and capabilities. Need for financial assistance shall be taken into consideration.

The amount of the award will vary based upon the earnings of the trust; but in no event shall be less than $1500 per year per scholarship.

The scholarships shall be for a maximum of four consecutive academic years. After the initial award the recipient must reapply to the selection committee each year. To be eligible to receive the subsequent years' award, the recipient must submit an official transcript from the institution they attend showing a 2.5 grade point average, and submit a letter of recommendation from an instructor or administrative person from the institution they attend.

The Danele Shipley Scholarship Award Fund will provide financial assistance to a number of students from Carroll County to be determined based on the amount of money available in accordance with the terms of this agreement. The student must have shown outstanding citizenship traits and have been involved in student service activities and extra-curricular activities during his or her high school career.

4-H Kelly Hale Memorial Award

This award is open to 4-H members in all Maryland Counties who are participants in the State Poultry Judging contest at the Maryland State fair. Kelly Hale, BA, MBA, CPA and her father Glenn Haines coached the Carroll County Poultry Judging Team for 17 years. She also attended the National Poultry and Egg Conference in Kentucky, when she was in 4-H. Kelly graduated from Francis Scott Key High School in 1998, Bridgewater College in 2002, and she received her Master’s Degree from Mt. St. Mary’s University. She was employed by Rager, Lehman & Houck, Carroll Hospital Center, and Legal & General America. She served on the Board of Directors of the Carroll County Community Media Center. Kelly died in 2014 leaving a husband and two young sons. This award is established in her honor.

A 4-H scholarship from the Bee A Rae of Sunshine Foundation for a graduating high school senior or continuing college student who is active in 4-H in Carroll County, MD. College major must be in the agricultural sciences or other ag-related field. 2.0 GPA or higher required. A 500 word essay on the importance of ag programs in the community is also required. The Community Foundation of Carroll County, Inc. was established in 1994 to ensure financial support for Carroll County not-for-profit organizations. It is governed by a Board of Directors and is a 501c(3) public charity. The Community Foundation of Carroll County is trusted partner for donors and nonprofits. We provide one central place where anyone can create a charitable fund, support what matters most, and leave a legacy of lasting impact.

Scholarships

The Community Foundation of Carroll County supports more than 75 scholarships. These scholarships vary in the amounts they award and cover a wide variety of student interests. Qualifiers range from academic achievements, sports played, and community service performed, to 4-H and FFA involvement. While the majority are for graduating Carroll County high school seniors, there are several for students in college or technical school, and even opportunities for students attending private primary school. 

Carroll County Food Services Association Scholarship

The purpose of this Fund is to provide scholarships to seniors graduating from any public high school in Carroll County, Maryland. The Carroll County Food Services Association Scholarship will be awarded one or more students who have successfully completed high school; been accepted at an accredited college, university or culinary arts school; and met the criteria established for this award.

Bring Back the Trades Tool Grant Program 

Thanks to numerous schools and programs letting us know they need help supporting future tradespeople, we have made a commitment to grant $1,500 in tools monthly to a public school or nonprofit. Milwaukee Tool committed to supporting the program through 2026, so the awards in 2026 will be shipped directly to winning organization by Milwaukee Tool!

Objective: To equip public schools and community nonprofits with professional-grade Milwaukee Tool kits, fostering a culture of craftsmanship, safety, and respect for the tools of the trade.

Application Deadline: Rolling. A winner will be chosen each month from applications received over the previous six months. The winner will be notified via phone or email. The winner will receive the tools requested (based on availability and up to $1,500 in retail value). Tools and equipment/supplies will be shipped only to the address on the application. Applicants that have not been chosen as a winner of the grant may reapply after six months. Schools/organizations may win no more than once in a 3-year time period.
