New York State Division of Criminal Justice Services

The New York State Division of Criminal Justice Services supports all facets of the state’s criminal justice system. The agency provides direct training to law enforcement and other criminal justice professionals; oversees a law enforcement accreditation program; ensures Breathalyzer and speed enforcement equipment used by local law enforcement operate correctly; manages criminal justice grant funds; analyzes statewide crime and program data; provides research support; oversees county probation departments and alternatives to incarceration programs; and coordinates juvenile justice policy.

The agency also maintains criminal history records and fingerprint files and performs background checks for employment and licensure. Securing Communities Against Hate Crimes (SCAHC) Grant Program

DCJS seeks applications through the state’s Securing Communities Against Hate Crimes grant program, which funds safety and security projects at nonprofit organizations at risk of hate crimes or attacks because of their ideology, beliefs, or mission. DCJS expects between $35 million and $70 million will be made available to support these projects. Each eligible organization may submit one application for one or more physical security enhancements and/or cybersecurity enhancements.

Organizations can submit for different types of enhancements within their application (e.g., locks and alarm systems) as long as the total requested by the organization is equal to, or less than, $250,000. Organizations may submit applications for projects at facilities that have received prior funding through the program from DCJS or the state Division of Homeland Security and Emergency Services if the proposed project is different than any previously funded projects or if the new project builds upon or enhances the security measures previously undertaken.

The New York State Global NY Fund will be administered by the New York State Urban Development Corporation d/b/a Empire State Development ("ESD"). It will offer assistance to companies and nonprofit organizations to increase the export of New York’s products and services to foreign markets. Grants for export assistance help New York State’s private sector to identify and develop export markets and increase their sales, thereby creating and retaining jobs. The fund will also support economic development organizations (EDO’s) with expenses related to Foreign Direct Investment (FDI) attraction activities. FDI projects are activities intended to assist in the attraction of investors located outside of the United States into New York State.

The ASPCA is offering grants to New York State animal welfare organizations to enhance compliance with the new shelter standards effective December 15, 2025. Eligible organizations can utilize these funds for facility upgrades and operational changes necessary for licensing under Article 26-C. Parks and Trails Partnership Program

Parks & Trails New York (PTNY), the New York State (NYS) Office of Parks, Recreation and Historic Preservation (OPRHP), and the Department of Environmental Conservation (DEC) with support from Governor Hochul and the NYS Legislature, are pleased to announce the twelfth round of competitive grants through the Park and Trail Partnership Grant program. The program is administered by PTNY, in partnership with OPRHP and DEC.

The Park and Trail Partnership Grant program is a $2.65 million capacity-building matching grants program funded through the NYS Environmental Protection Fund. The program is designed to:

• Enhance the preservation, stewardship, interpretation, accessibility, maintenance and promotion of New York’s state parks, trails, historic sites, and public lands.
• Increase the sustainability, effectiveness, diversity, productivity, and volunteer and fundraising capabilities of not-for-profit organizations that promote, maintain, and support New York’s state parks, trails, historic sites and public lands.
• Promote the tourism and economic development benefits of outdoor recreation through the growth and expansion of a connected statewide network of parks, trails, greenways and public lands. 

Eligible applicants must be registered nonprofits who have a formal memorandum or agreement with OPRHP or DEC.

Award Categories

There are four types of capacity-building grants available to eligible organizations through the Park and Trail Partnership Grant program: Stewardship and Public Access Capacity Grants; Capacity and Organizational Effectiveness Grants; Professional Development Grants; and Step-Up Grants.

Capacity and Organizational Effectiveness Grants

Capacity and Organizational Effectiveness Grants strengthen the capacity and expertise of individual organizations that support New York’s state parks, trails, historic sites and public lands, or a partnership involving more than one such organization, in order to aid them in fulfilling their mission and to improve their reach, effectiveness, and impact.

A 10 percent match of the total project budget is required, up to 50 percent of which may be in-kind. Fifty percent of award is disbursed at contract signing; remainder disbursed after submission of satisfactory six-month progress report.

The New York Peer Specialist Independent Practice Association (IPA) aims to enhance collaboration and professional development for the peer specialist workforce in New York. An annual award of $485,000 is available for five years, with an additional $100,000 in the first year for startup costs.

Targeting verified 501c3 organizations, the foundation emphasizes ecological practices and community engagement in Vermont and beyond, with grants of up to $75,000 available to eligible applicants.

The Breast Surgical Oncology Fellowships, funded by the Breast Cancer Alliance, aim to cultivate talented surgeons into compassionate breast specialists. This prestigious one-year fellowship, running from August 1, 2026, to July 31, 2027, offers a grant of $85,000. Eligible institutions must be accredited and located in Connecticut, New Jersey, or New York, and only US citizens with completed general surgery residencies can apply. Funding ranges from $100,000 to $4 million per project, supporting efforts that align with LCBP’s goals, including increasing public access to recreational areas as a secondary benefit.

The New York Lake Champlain Basin Wetland and Floodplain Restoration Projects aim to enhance the ecological health of the Lake Champlain Basin by restoring critical wetlands and floodplains. With approximately $1,300,000 available in funding, this initiative seeks proposals that will improve water quality and support biodiversity. By collaborating with local agencies and organizations, the program emphasizes the conservation of vital habitats, ensuring a sustainable environment for future generations.

The Clean Water – Small Grants for Implementation aims to enhance water quality in the Lake Champlain Basin by funding projects that directly reduce pollution. With approximately $680,000 available, this program encourages innovative planning and implementation initiatives. Organizations can submit one proposal per grant category, and multiple awards are anticipated. Supported by the U.S. Environmental Protection Agency and the Great Lakes Fishery Commission, this initiative is vital for advancing clean water goals in the region.

The Park & Trail Partnership Grants program supports the hiring of permanent staff to enhance the professionalism and sustainability of organizations dedicated to New York's parks and trails. Grants, up to $100,000 over two years, require a 20% cash match and aim to improve staffing capacity for better community outreach and operational stability, ultimately fostering increased volunteer engagement and fundraising efforts.
