This funding is for construction/implementation projects, not projects that are exclusively for planning.

Maximum funding awards vary by project type. Program priorities and requirements are also subject to change from year to year. The typical annual funding available for the WQIP program is at least $75 million.

Grant funds are available for up to 75% of the application budget. Applicants must provide the remaining 25% in match funds. Additional information regarding eligible forms of match (eligible costs) is provided under each project type.

Fish and Wildlife Habitat Restoration and Enhancement

Project Type Description

Funding is available for projects that will, as their primary goal, restore and/or enhance impaired, degraded, or marginal fish and wildlife habitat by directly addressing one or more factors that are compromising the habitat's value and function to serve as a highquality spawning, nursery, wintering, migratory, nesting, breeding, or foraging environment for one or more species of fish or wildlife of conservation concern or interest. 

Not-for-profit organizations are required to complete the Vendor Prequalification process to be considered eligible to apply for this grant.

Wastewater Treatment Improvement 

Project Type Description

Funding is available for wastewater treatment improvements to municipal wastewater systems. 

Priority Projects

  • Wastewater effluent disinfection for facilities that currently do not have any disinfection.
  • Upgrades to municipal systems to meet a DEC-approved watershed implementation plan’s (i.e., Total Maximum Daily Load plan, Nine Element Watershed Management Plan, Harmful Algal Bloom Action Plan, or DEC Action Agenda) nutrient requirements (primarily phosphorus).
  • Combined sewer overflow/sanitary sewer overflow (CSO/SSO) projects to upgrade systems to meet CSO or SSO discharge requirements.
  • Municipal systems to serve multiple properties with inadequate on-site septic systems

Resilient Watersheds Grant Program

$60 million of Environmental Bond Act funding is available for implementation of flood mitigation projects across New York State through the Resilient Watersheds Grant (RWG) Program. Applicants to RWG must either be a recipient of a Resilient NY flood study or possess a DEC-approved comparable study, and prepared to supply a 10% match.

Description

The Resilient Watersheds Grant (RWG) program is a competitive, statewide grant program open to local governments, Indian Nations, Soil and Water Conservation Districts, state agencies, and not-for-profit corporations. The overall goal of RWG is to implement projects that build community resilience, reduce risk of flooding, erosion, and ice jams during extreme weather events, enhance climate resilience, and/ or implement natural and nature-based feature construction while supporting healthy riparian habitats. This funding is for the implementation or construction of projects, not projects exclusively for planning and/ or design.

At least five total rounds are anticipated for RWG.

Funding Overview

The Clean Water, Clean Air and Green Jobs Environmental Bond Act of 2022 allocated $4.2 billion for state agencies, local governments, and partners to protect water quality, help communities adapt to climate change, improve resilience, and create green jobs. The first round of RWG closed in 2025 and awarded $55 million in funding to 15 applicants. The RWG program has a total of $60 million available for the second round of applications, opening in 2026. RWG awards received may fund up to 90% of eligible project costs, resulting in a 10% match requirement. Projects are funded to the extent of available funds based on the evaluation criteria. The RWG program, in its sole discretion, may fund all or a portion of an eligible project and will determine the percentage amount available for any project. A local match for the balance of the estimated project cost is required.
