WHAT IS VOCA?
VOCA is the acronym for the Victims of Crime Act, passed in 1984 under President Ronald Reagan. VOCA uses non-taxpayer money from the Crime Victims Fund for programs that provide direct services for victims and survivors of all types of crime victims and crime survivors.
PURPOSE
The purpose of the VOCA Grant funds administered by the ND Department of Corrections and Rehabilitation, (DOCR) is to sustain a level of direct victim services across the State of North Dakota. Where possible, the VOCA Grant funds also offer opportunities to expand and enhance existing services.
ND DOCR VOCA Grant
The ND DOCR annually awards grant funding for the VOCA Grant. VOCA Grant funding is meant to provide victim service agencies with a source of funding to help sustain programs by covering personnel and operational expenses. Direct services to victims of crime are eligible expenses for reimbursement.
The ND DOCR makes an effort to continue funding organizations that remain both eligible and effective in providing victims’ services from year to year. However, agencies must show evidence of their eligibility and effectiveness each year in the application process. The ND DOCR does not guarantee any agency will continue to receive funding from one year to the next. All awards are subject to the availability of appropriated funds and any modifications or additional requirements imposed by Federal or State law.

This program administered by the Centers for Medicare and Medicaid Services (CMS), aims to address longstanding health-care challenges facing rural and Tribal communities. The North Dakota Health and Human Services (ND HHS) developed its RHTP to focus on creating new access points, modernizing care delivery and empowering local providers to meet the needs of their communities through sustainable investments. North Dakota’s plan, as indicated in the RHTP application and supporting documents, includes four initiatives:
Community Gardens Grant

This RHTP Community Garden competitive funding opportunity (under Initiative 1: Make North Dakota Healthy Again) is being made available to leaders of North Dakota’s rural and tribal communities including but not limited to 4-H youth development programs, civic groups, municipalities, tribal councils, tribal colleges, tribal health departments, health care facilities, senior centers, worksites, public health units, schools, Head Start programs, cultural centers, after-school programs, Boys and Girls Clubs of America, communities of faith and nonprofit organizations.

Community-Based Walking Program Grant
Funding Opportunity
This funding opportunity is positioned under Initiative 1: Make North Dakota Healthy Again and is specifically targeted toward providing leaders of North Dakota’s rural and tribal communities with the opportunity to develop and deliver a community-based walking program. This is the time it takes for behavior to become habit.
Because walking is a highly effective, low-impact exercise that improves cardiovascular health, manages weight, strengthens bones, boosts immunity, enhances mental wellbeing, and improves social connection, we are making funds available to develop and deliver 20 community-based walking programs in North Dakota’s rural and tribal communities.
