Nebraska Library Commission Grants Schedule

Nebraska Library Commission Grants: The Nebraska Library Commission awards grants to Nebraska libraries and library organizations according to the following schedule. These grants are financed with funding made available through the Nebraska Unicameral Legislature or through the Institute of Museum and Library Services under the provisions of the Library Services and Technology Act.

Continuing Education and Training Grants

This year, the Nebraska Library Commission is opening the CE grants to 1) online learning, 2) attending out-of-state conferences or workshops, and 3) larger continuing education projects.

The purpose of these continuing education grants is to assist Nebraska libraries in improving the library services provided to their communities through continuing education and training for their library personnel and supporters. Successful applications will show how the continuing education and/or training proposed will support the library's mission.

For this round of CE and training grants, applications should be for events happening before June 2026. (All reimbursement forms and receipts must be submitted by June 12, 2026.).

The DOW Combat Readiness – Medical Research Program's FY26 Translational Research Award supports innovative research aimed at improving trauma care outcomes. This program emphasizes hypothesis-driven studies that can transition promising technologies into practical solutions for enhancing casualty survivability. Applicants must provide preliminary data and utilize validated animal models, with a focus on projects that meet a minimum technology readiness level of 4, ensuring a mature translational research effort.

The National Institute of Allergy and Infectious Diseases (NIAID) is funding research to enhance drug susceptibility testing (DST) for mycobacteria. This initiative aims to improve testing for tuberculosis (TB) and non-tuberculous mycobacterial (NTM) infections, which are on the rise. Current methods are slow and ineffective against drug-resistant strains, making rapid DSTs essential for effective treatment and reducing transmission rates. Innovative approaches, including rapid genotypic and phenotypic methods, will be supported to address these challenges.

The Childhood Asthma in Urban Settings Clinical Research Network (CAUSE) aims to enhance asthma prevention and treatment in economically disadvantaged pediatric populations. Funded by the NIH, CAUSE supports multi-site clinical studies to identify innovative strategies and treatment targets for asthma. Utilizing systems biology, the network seeks to discover specific disease endotypes suitable for new therapeutic approaches, addressing the high burden of asthma in urban settings.

The BRAIN Initiative seeks to develop innovative tools and approaches for neuroscience research, focusing on cell-specific and circuit-specific processes within the central nervous system. This initiative encourages projects that enhance our understanding of brain architecture and function through novel technologies for characterizing neural components and advancing methods for recording and modulating neural activity. Applications are invited to address significant challenges and promote transformative breakthroughs in neuroscience.

Zero Electrocution Challenge

Despite decades of regulations, training, and personal protective equipment, workers continue to die from electrical contact every year.

McElhattan Foundation’s Zero Electrocution Challenge seeks breakthrough solutions that present pathways to eliminate life-threatening tasks that lead to fatal electrocution on the job by the year 2050, while increasing enterprise profitability and productivity. This is the inaugural ZERO 2050 challenge, awarding two Winners up to $1 million each.

The purpose of this program is to expand access to evidence-based treatment for OUD by supporting Traveling OBOT programs that deliver MOUD and related services in community-based, nontraditional settings. Funded programs will implement low-barrier, patient-centered care models that meet individuals where they are, particularly those in underserved and high-need communities, including people experiencing homelessness, justice-involved individuals, and residents of rural areas with limited access to treatment. This initiative seeks to improve timely access to care, increase retention in treatment, and reduce opioid-related morbidity and mortality in Idaho through flexible, community- based service delivery. Programs are also expected to integrate evidence-based interventions, behavioral health services, and linkages to social supports, while advancing health equity and addressing disparities in access to OUD treatment.

The FY27 Communications and Networking Applied Research program aims to advance technologies essential for Naval operations. This initiative aligns with the Design for Maritime Superiority, focusing on the Naval Tactical Grid (NTG) to ensure seamless connectivity among distributed units. The technologies developed will operate under challenging conditions across multiple domains, enhancing command and control capabilities for effective decision-making in maritime and other operational theaters.

The Fair Housing Initiatives Program (FHIP) aims to combat discriminatory housing practices through funding provided to various organizations. Established by Congress in 1988 and made permanent in 1992, FHIP supports entities that educate the public and enforce fair housing rights. The program offers competitive grants across four initiatives, including the Private Enforcement Initiative, which enables national non-profit organizations to investigate violations and uphold fair housing laws effectively.

The purpose of this Funding Opportunity Announcement (FOA) is to strengthen and expand Idaho’s behavioral health workforce with targeted training, education, and career pathway strategies which enhance professional capacity and service-delivery strategies that address the needs of individuals navigating substance use or other co-occurring behavioral health disorders. 

The purpose of this subgrant is to support the development, implementation, and/or operation of Recovery Support Warm Handoff programs for individuals who have received medical care from a medical facility such as an Emergency Department (ED) or Emergency Medical Services (EMS) provider due to an issue resulting from their substance use. The goal of this program is to ensure a seamless transition for individuals experiencing a medical condition or intervention due to their substance use to appropriate treatment and recovery support services.

The Idaho Department of Health and Welfare is seeking qualified applicants to provide recovery support services in Idaho. Substance Abuse and Mental Health Services Administration (SAMSHA) promotes recovery supports systems that involve collaboration with individuals in recovery from mental and substance use disorders, as well as their families. The goal aims to address the Idaho’s drug crisis by increasing access to Opioid and Stimulant Use Disorder services, promoting recovery and resilience, reducing the number of opioid and stimulant related deaths, and developing a collaborative approach to providing services and supports.

John A. Knauss Marine (and Great Lakes) Policy Fellowship

The University of Wisconsin Sea Grant College Program is accepting applications from graduate students statewide for the National Sea Grant College Program’s John A. Knauss Marine (and Great Lakes) Policy Fellowship Program. The program, established in 1979, provides a unique educational experience to applicants who have an interest in ocean, coastal and Great Lakes resources and in the national policy decisions affecting those resources. The program matches highly qualified graduate students with “hosts” in the legislative and executive branch of government located in the Washington, D.C. area, for a one year paid internship. Placement opportunities are numerous and very diverse and have typically included offices within Congress, the Executive Office of the President, the National Oceanic and Atmospheric Administration, the National Aeronautics and Space Administration, the U.S. Fish and Wildlife Service, the Environmental Protection Agency, the Federal Emergency Management Agency, the U.S. Navy, and the U.S. Departments of State, Treasury, Transportation, and Energy, in addition to others. Applicants from a variety of backgrounds including natural and social sciences, law, engineering, and communications can be competitive for this fellowship. Fellowships begin June 1, 2027.

Idaho Department of Health and Welfare is seeking proposals to establish maternal wraparound programs for pregnant and parenting women with substance use disorders (SUD) at Federally Qualified Health Centers (FQHCs) in Idaho. The purpose of this funding announcement is to expand access to substance use disorder and/or co-occurring mental health services for pregnant and parenting women by strengthening community-based care delivery within FQHC settings.

The ISHS Community Enhancement Grants (CEG) support historical organizations in their efforts and projects focused on preserving and interpreting community history. The CEG program provides funds annually for collections management, educational programming, public access, interpretive enhancements, and heritage tourism.

The Emergency Shelter Grants program was established by the Homeless Housing Act of 1986 in response to the growing issue of homelessness in the United States. The Emergency Solutions Grants (ESG) program was created to replace the Emergency Shelter Grants program when the Homeless Emergency Assistance and Rapid Transition to Housing (HEARTH) Act was signed into law on May 20, 2009. The ESG Program is designed to support sheltered and unsheltered homeless persons, as well as those at risk of homelessness, by providing the services necessary to help those persons to regain stability quickly in permanent housing after experiencing a housing crisis and/or homelessness. 

The DoW Rare Cancers Concept Award for FY26 promotes groundbreaking ideas in rare cancer research. This award encourages innovative applications that explore novel courses of investigation without requiring preliminary data. Unique to this program is the prohibition against mentioning the Principal Investigator or collaborators in the proposal materials, ensuring an unbiased review process. The Tribal Broadband Connectivity Program (TBCP) aims to enhance broadband access and adoption on Tribal lands, supporting initiatives for remote learning, telework, and telehealth. The Great Lakes Safety Training Center Scholarship, established by local contractors and businesses, aims to support residents of Gratiot or Saginaw County pursuing careers in trades or construction with a focus on safety. This scholarship is available to individuals enrolled in degree or certification programs at accredited institutions in Michigan, emphasizing the importance of safety in skilled trades. With awards typically ranging from $500 to $4,000, this initiative addresses the growing demand for skilled workers in the community.

The Great Lakes Bay Pride Scholarship, offered by the Saginaw Community Foundation, supports Michigan residents dedicated to promoting respect and acceptance across diverse backgrounds. This scholarship is open to high school seniors and college students pursuing undergraduate or Career and Technical Education (CTE) programs, with awards ranging from $500 to $4,000. Eligible applicants must maintain a minimum GPA of 2.5 and demonstrate commitment through volunteer work in the LGBTQ+ community.

The Great Lakes Bay Community Resource Association Scholarship, founded in May 2023, aims to enhance health outcomes and educational opportunities for underserved individuals. With a focus on human medical-related fields, this scholarship supports students pursuing careers in nursing, psychology, and more. Beneficiaries will engage with professional mentors and gain hands-on experience in community health initiatives. The scholarship reflects a commitment to addressing healthcare disparities and empowering future professionals in the medical field.
