Grant Description

The Office of Commonwealth Libraries (OCL) is accepting applications for Library Services and Technology Act (LSTA) Action Grants.

Action Grants provide funding of up to $10,000 per project for high-impact initiatives that strengthen library services and create lasting community benefit. These grants support libraries in addressing pressing local needs, deepening partnerships, and building organizational capacity.

Projects may include, but are not limited to: community-focused services, professional development for library staff, trustees, or volunteers, planning studies, community-responsive collections, programming supplies and materials, outreach initiatives, accessibility upgrades, and technology enhancements.

These grants advance OCL’s priority of Libraries as Community Catalyst, supporting libraries in understanding and responding to community needs through deep engagement, effective partnerships, and strategic resource sharing. No specific funding amounts are set aside for particular project types. Awards will be made to the most competitive proposals that demonstrate meaningful community engagement, equitable partnerships, and responsive service design.

Funding for this opportunity is contingent upon OCL receiving its federal award from the Institute of Museum and Library Services.

This project is made possible by Library Services and Technology Act (LSTA) funds from the U.S. Institute of Museum and Library Services administered by the Pennsylvania Department of Education, Office of Commonwealth Libraries. 

The EDA Philadelphia FY 2016–FY 2019 Planning Program and Local Technical Assistance Program aims to enhance regional economic development by providing grants for creating and implementing Comprehensive Economic Development Strategies (CEDS). This initiative supports eligible organizations, including Indian Tribes and District Organizations, to develop plans that foster economic prosperity and job retention in distressed areas. Through various investments, the program strengthens local capacities for effective economic development and job creation.

The NCAA Division II Degree Completion Award provides financial assistance to student-athletes who have exhausted their athletics eligibility, enabling them to complete their first undergraduate degree. Since its inception in 2001, nearly $9 million has supported approximately 1,875 athletes, with a remarkable 90 percent graduation rate among recipients. The award covers tuition costs up to $15,000 for remaining credits and may be used in the summer term or short terms surrounding the final undergraduate year.

The Caroline J. S. Sanders Trust 2 Grant provides funding primarily to 501(c)(3) organizations in Pennsylvania, focusing on education, health services, and social welfare programs. Grants typically range from $3,000 to $7,000, with around 30 awards given annually. The trust prioritizes requests from educational institutions and agencies assisting vulnerable populations, including the elderly and homeless. While there are no strict geographic limitations, support is mainly directed towards organizations based in Pennsylvania.

The Pittsburgh Foundation

Established in 1945, The Pittsburgh Foundation is one of the nation’s oldest community foundations and as of 2022 is the 18th largest of more than 750 similar foundations across the United States.

As a community foundation, its resources comprise endowment funds established by individuals, businesses and organizations with a passion for charitable giving and fulfilling the Foundation’s mission of improving quality of life for all in the region. The Foundation currently manages about 2,500 individual donor funds and, together with its supporting organizations and its affiliate, The Community Foundation of Westmoreland County, has assets of $1.386 billion (2022). Grantmaking benefits a broad spectrum of basic needs and development opportunities within Pittsburgh and beyond.

Scholarships

The Pittsburgh Foundation and The Community Foundation of Westmoreland County provide scholarship opportunities for local students to pursue their educational goals. Scholarships are available for graduating high school seniors, undergraduates, graduate, medical and professional school students who are attending community colleges, four-year universities and career/technical schools.

Economic Opportunity Scholarship in Trade and Apprenticeship

The Economic Opportunity Scholarship in Trade and Apprenticeship Scholarship Fund was established at The Pittsburgh Foundation to provide scholarships for residents, ages 18 to 25, of Western Pennsylvania (Allegheny and the 6 surrounding counties) who are pursuing completion of a program at a trade school.

Award Type: Multi-Year (up to 2 years)

The PA Fair Fund - County 4-H Funds Reimbursement Program supports county 4-H organizations in Pennsylvania by reimbursing a portion of their annual expenses for activities that foster leadership development. This includes costs for public speaking, judging contests, scholarships, and administration. By attracting visitors and boosting local economies, fairs serve as vital community hubs. This grant promotes youth engagement and agricultural education while ensuring that upfront costs are covered by the organizations.

The PA Fair Fund - State Agricultural Organization Funds Reimbursement Program supports Pennsylvania's Statewide Agricultural Organizations by reimbursing eligible expenses for agricultural events. Organizations can receive up to $2,000 in base funding and 50% reimbursement on premium costs, not exceeding $10,000. This funding enhances local economies by creating jobs, boosting tourism, and enabling farmers to directly market their products. Organizations must cover costs upfront, with grants awarded based on available funds.

The PA Fair Fund - County FFA Funds Reimbursement Program supports Pennsylvania's county FFA organizations by reimbursing a portion of their annual expenses for leadership development activities. Eligible costs include public speaking, judging contests, and scholarships, while entertainment and clothing costs are ineligible. This program enhances local economies by creating jobs and promoting agricultural products, making it essential for community development and engagement.

The Coaching Enhancement Grant by the NCAA Division III aims to increase diversity in assistant coaching roles by providing financial support to member institutions. Over two years, selected schools receive $15,000 to cover salaries, requiring a matching contribution. This initiative encourages ethnic minority and gender representation, allowing up to 11 institutions to benefit annually, thus enhancing inclusivity in collegiate sports.

READY Communities grant program

The READY Communities Funding Collaborative is a new public-philanthropic pilot grantmaking program sponsored by the Pennsylvania Department of Aging (PDA), coordinated by Grantmakers In Aging (GIA), and supported by Pennsylvania’s philanthropic organizations. 

The Collaborative will align state and philanthropic funding to support Pennsylvania’s communities in becoming accessible, inclusive, vibrant places for older adults, people with dementia, and neighbors of all ages.  

The Funding Collaborative will advance Aging Our Way, PA—the Commonwealth’s 10-year Multisector Plan on Aging (MPA). This plan serves as a roadmap for the state to ensure that all Pennsylvanians have the supports they need to age with dignity and independence.  

Grant applicants may propose small-scale, neighborhood-level projects or larger efforts with a regional reach. All projects must align with at least one of the Aging Our Way, PA priority areas listed below:

• Unlocking Access
• Aging in Community
• Gateways to Independence
• Caregiver Supports
• Education and Navigation 

The intention of this pilot grant program is to fund new and innovative programs, support the expansion of existing programs to serve new populations, and/or enhance the delivery of existing programs in new ways. Projects should demonstrate potential for scalability, shared learning, and cross-community benefit.

Examples of Projects That Can Be Funded:

• Hosting a memory café or social connection program
• Developing an intergenerational creative arts program
• Launching a new culturally appropriate community program for addressing end-of-life needs
• Developing or expanding a village, hub, or navigation model
• Scaling a community dementia awareness initiative
• Growing a coalition or multisector partnership to apply for the Age-Friendly Communities designation or improve age-friendly programs and design

Organizations can request $10,000, $25,000, or $50,000. 

The Strategic Alliance Matching Grant by the NCAA Division III aims to bolster ethnic minority and gender representation in senior athletics administration roles. With an annual budget of $1.6 million, it supports up to 46 schools and conferences over five years. Eligible institutions must be active NCAA Division III members and meet various requirements. This grant encourages diversity in leadership, fostering an inclusive environment for student-athletes.

Pennsylvania Commission on Crime and Delinquency

Established by law in 1978, the Pennsylvania Commission on Crime and Delinquency (PCCD) serves as the justice planning and policymaking agency for the Commonwealth of Pennsylvania. By bringing together a wide range of experts in the fields of criminal and juvenile justice, victim services, and related professions, PCCD coordinates the collective examination of problems, proposes solutions, and evaluates the impact of those solutions.

Nonprofit Security Grant Fund Program

Act 83 of 2019 directs PCCD to administer grants to nonprofit organizations which principally serve individuals, groups, or institutions that are included within a bias motivation category for single bias hate crime incidents as identified by the FBI’s 2017 Hate Crime Statistics publication. The categories include race/ethnicity/ancestry; religion; sexual orientation; disability; gender; and gender identity. Applicants were eligible for security enhancements designed to protect the safety and security of the users of a facility located in the Commonwealth that is owned or operated by the nonprofit organization.

On November 24, 2025, PCCD released the solicitation under this program via SurveyMonkey with the application period being closed on January 12, 2026. Priority consideration in the application review process was given to those nonprofit organizations that indicated that their organization or membership was the victim of a hate-crime and clearly articulated a credible hate-crime threat to their organization or served a population clearly susceptible to a hate-crime.

Funding under this non-competitive announcement is limited to supporting the 191 Nonprofit Security Grant Program applicant agencies as identified in Appendix A (of atteched PDF document).

The Educational Improvement Tax Credit Program (EITC) provides tax credits to businesses that contribute to approved Opportunity Scholarship Organizations in Pennsylvania. Businesses can receive a tax credit of up to 75% of their contribution, with a potential increase to 90% for two consecutive years of support. Applications for new and renewal opportunities are reviewed by the Pennsylvania Department of Community and Economic Development, ensuring eligibility to maintain their status on the approved list.

The Booth Ferris Foundation's Higher Education Grant Program offers crucial capacity-building support to eligible higher education institutions in New York State, requiring an annual budget exceeding $1 million. Established in 1957, the Foundation has contributed over $425 million to various charitable causes. This program focuses on enhancing institutional effectiveness and sustainability, ensuring that organizations can thrive and serve their communities effectively. Note that the Foundation does not fund requests from individual schools or certain types of support.

The Coaching Enhancement Grant - Division II aims to enhance diversity in NCAA coaching by providing financial support for new assistant coaching positions. This grant specifically targets increased representation of ethnic minorities and women in athletics. Selected schools receive funding for three years to cover salaries and benefits, totaling $370,000 annually for up to 21 institutions. Eligible schools must be active NCAA Division II members committed to these diversity efforts.

The Strategic Alliance Matching Grant - Division II offers financial support to enhance ethnic minority and gender representation in mid- to senior-level athletics administration roles across NCAA Division II institutions. With an annual budget of $860,000, the grant aims to fund up to 20 schools and conferences each year. Eligible applicants must be active Division II members and are encouraged to collaborate with their human resources departments during the proposal process, ensuring compliance with grant requirements.

The Academy of Nutrition and Dietetics Foundation offers over 250 scholarships for undergraduate students pursuing dietetics. Applicants complete a single application to be considered for multiple scholarships ranging from $500 to $25,000. Eligibility includes enrollment in an ACEND-accredited program and various special criteria. This initiative supports students from diverse backgrounds, encouraging future professionals in nutrition and dietetics. Membership in the Academy is recommended but not mandatory for application.

The Academy of Nutrition and Dietetics Foundation offers over 250 scholarships for graduate and doctoral students pursuing degrees in nutrition and dietetics. With scholarship amounts ranging from $500 to $25,000, applicants can utilize a single application to be considered for multiple opportunities. Eligibility includes enrollment in accredited programs and other criteria such as experience in education or dietetics. Membership in the Academy is encouraged, although not required, for most scholarships.

The Academy of Nutrition and Dietetics Foundation offers over 250 scholarships for dietetic interns, allowing a single application to apply for multiple awards. Scholarships range from $500 to $25,000, with eligibility for interns enrolled through June 30, 2024, including those with off-cycle matches. Applicants should consider their career goals in areas like clinical dietetics, culinary arts, and nutrition education. Academy membership is encouraged but not required. Fundraising determines the number of scholarships available each year.

The UNICO Foundation's Ralph J. Torraco Scholarship provides two scholarships of $2,500 each to students pursuing a degree. Open to all ethnicities, applicants must be U.S. citizens, attend an accredited college full-time, and maintain a minimum GPA of 3.0. They should continue their studies in the 2026-2027 academic year and may apply if sponsored by a UNICO chapter from specific states. This initiative underscores UNICO's commitment to supporting educational opportunities for deserving students.

The UNICO Foundation offers the Louise Torraco Memorial Scholarship for Science, providing two scholarships worth $2,500 each to U.S. citizens pursuing degrees in physical or life sciences. Eligible candidates must maintain a minimum GPA of 3.0 and be enrolled full-time in accredited programs. This initiative reflects UNICO's commitment to supporting educational pursuits in scientific fields while fostering Italian American heritage and community service.

The Ella T. Grasso Literary Scholarship, provided by the UNICO Foundation, offers two $1,000 awards to college students of Italian descent. Candidates must submit an original essay or short story celebrating their heritage while being enrolled in a full-time, accredited U.S. college for the 2026-2027 academic year. This initiative highlights UNICO's commitment to supporting educational endeavors and preserving Italian culture within America.

The Bernard and Carolyn Torraco Memorial Nursing Scholarships, funded by the UNICO Foundation, offer $2,500 scholarships to students pursuing accredited nursing programs in the United States. These scholarships support nursing students of all ethnicities who demonstrate financial need and maintain a minimum GPA of 3.0. Eligible candidates must be U.S. citizens and enrolled in a campus-based program, with a focus on continuing their studies within the academic year 2025-2026.

The UNICO Foundation offers the Dr. Benjamin Cottone Memorial Scholarship, providing $5,000 to support a U.S. citizen of Italian descent pursuing a medical degree. Eligible candidates must be seniors at accredited colleges or medical schools, with proof of enrollment required. This scholarship not only aids education but also honors the foundation's commitment to community service and heritage, reflecting the core values of the Italian American community.

The Sergeant John Basilone Memorial Graduate Scholarship, offered by the UNICO Foundation, provides two awards of $3,000 each for graduate students of Italian descent. Eligible applicants must be U.S. citizens, enrolled full-time in accredited programs, and reside in specified states. The scholarship supports students pursuing graduate studies in the academic year 2026-2027. UNICO promotes Italian American heritage and community service, making this scholarship a valuable opportunity for deserving students.

The Academy of Nutrition and Dietetics Foundation offers a variety of scholarships for students in the Dietetic Technician Program, with over 250 scholarships available.
