Legacy Health: Community Health Grants

Community Health Grants are offered through Legacy Health to advance its vision of being essential to the health of the region and its mission of promoting good health for people, communities, and the world. Through strategic investments and partnerships across Oregon and Southwest Washington, Legacy Health supports nonprofit organizations whose work aligns with its Community Health Needs Assessments (CHNAs) and Community Health Improvement Plans (CHIPs), with a strong emphasis on advancing health equity and serving historically underserved and underrepresented populations.

For organizations serving Marion County, current funding priorities include access to health care, economic stability, and mental health and substance use. For organizations serving the Portland metro area, priorities focus on expanding access to affordable and culturally and linguistically responsive health care; strengthening essential community services and resources such as economic and educational opportunities and access to culturally specific and healthy foods; and promoting safe, inclusive neighborhoods that support physical safety.

Legacy Health typically solicits proposals one to two times per calendar year. Organizations interested in future funding opportunities are encouraged to complete the grant inquiry form to share information about their work and alignment with Legacy Health’s mission and goals.

The Regional Refresh Fund, offered by Metro, provides up to $5,000 in flexible funding for community-led cleanup projects in the greater Portland area. This initiative aims to support underserved communities by addressing immediate cleanup needs. Eligible applicants include nonprofits, public agencies, schools, and business associations, with funds usable for expenses like cleanup supplies, educational materials, and disposal costs. This program encourages community engagement and environmental stewardship.

The Summer Lea Hillman Foundation Grant focuses on enhancing the quality of life for vulnerable children, animals, and communities in the Portland metro area. The foundation prioritizes animal health and safety, child and youth development, homeless services, and environmental sustainability. Eligible organizations must be recognized as tax-exempt public charities. The foundation does not fund individuals, ensuring support is directed towards impactful community initiatives.

The Metro Nature in Neighborhoods Community Stewardship and Restoration Grants offer funding for projects aimed at enhancing local ecosystems and promoting community engagement in the Portland area. With a total funding pool of $750,000, grants support initiatives that restore fish and wildlife habitats, foster partnerships, and address environmental justice. Priority is given to projects led by historically marginalized communities, ensuring equitable access to resources and opportunities for sustainable environmental stewardship.

Ninety-nine Girlfriends offers annual Impact Awards ranging from $50,000 to $100,000 to nonprofits in the Portland Metro/SW Washington area. The grants focus on four key areas: educational equity for youth, environmental sustainability, housing stability, and women's economic empowerment. Emphasizing equity and trust-based philanthropy, they seek organizations that demonstrate a commitment to community impact and inclusivity. Applications are open to 501(c)(3) entities and fiscally sponsored groups, requiring a minimum annual revenue of $100,000.

Health Education Scholarships

One of the many keys to maintaining a healthy, prosperous community is ensuring a sustainable supply of excellent health care providers. To achieve this, Samaritan Health Services offers numerous scholarships to local students pursuing careers as doctors, nurses, nurse practitioners and physician assistants, as well continuing education or specialty training for current medical providers.

Each year, Samaritan awards more than $25,000 in scholarships for health care education to ensure the communities we serve receive the best care possible well into the future.

Julietta A. Pape Scholarship

The Julietta A. Pape Scholarship Fund was designed to help residents of Brownsville, Cascadia, Crabtree, Crawfordsville, Foster, Halsey, Lacomb, Lebanon, Scio, Shedd, Sweet Home, Tangent and Waterloo who are attending medical school. Applicants must be attending College of Osteopathic Medicine of the Pacific-Northwest in Lebanon or Oregon Health Sciences University in Portland.  

The True Inspiration Awards, established by Chick-fil-A in 2015, recognizes nonprofit organizations that significantly impact their communities. In 2025, the program will distribute $6 million in grants, ranging from $30,000 to $350,000, to sixteen selected organizations. Categories include Caring for People, Caring through Food, Community, and Caring for our Planet, with a focus on educational initiatives, food security, housing services, and environmental stewardship, honoring the legacy of founder S. Truett Cathy.

PGE Foundation

The PGE Foundation, an independent philanthropic organization, aligns its grantmaking with Portland General Electric’s commitment to the communities it serves.

Founded in 1997, the Foundation was created through an endowment with the purpose of improving the quality of life for all Oregonians.

Climate Resilient Communities Fund

The PGE Foundation is pleased to announce the launch of its new Climate Resilient Communities Fund. Opening in March 2026, the Climate Resilient Communities Fund will help strengthen community preparedness, protect vulnerable populations, and support long-term environmental and economic vitality across Oregon. This new investment builds on extensive engagement with community partners and reflects the growing urgency of climate-related risks facing Oregon communities today, particularly those historically under-resourced.

Record-breaking wildfires, extreme heat, and other climate-related disasters are challenging our communities like never before—especially those in historically underinvested areas. We support locally driven, community-based programs that address some of the most pressing climate challenges facing Oregonians. We believe solutions rooted in local leadership are best informed by the needs and lived experiences of the communities most affected.

We prioritize organizations and programs that demonstrate elements of the following:

Core Mission

The mission of the organization prioritizes:

• Wildfire Hazard and Preparedness: Supporting community-driven strategies to reduce wildfire hazards, enable preparedness and response, and build long-term recovery capacity in fire-prone areas before fire comes.
• Nature-based Solutions: Investing in community stewardship through habitat restoration, tree canopy, and green infrastructure projects that cool communities, improve water and air quality, and protect ecosystems
• Parks and Public Spaces: Expanding, enhancing, and sustaining equitable access to safe, climate-resilient outdoor community gathering spaces where people connect and find refuge.

Outcomes

The proposed project will result in:

• Increased local community capacity and ongoing stewardship for resilience (especially for small and rural organizations)
• Measurable improvements in wildfire preparedness, canopy cover, restoration and green infrastructure
• Greater access to climate-resilient public spaces
• Stronger collaboration and learning networks across sectors

The Stimson-Miller Foundation Grant supports civic, cultural, educational, and health-related initiatives in communities where Stimson Lumber Company operates. Eligible organizations must be 501(c)(3) public charities and located within 60 miles of a mill or corporate office. The Foundation prioritizes shareholder-driven projects and specific program support over general operational funding. Note that organizations previously funded are not eligible this year.

The Reimagine Oregon Economic Opportunity Investment Fund Grant, launched by Prosper Portland, aims to support neighborhood small businesses, particularly those owned by women and minorities. This initiative addresses the economic disparities caused by cannabis prohibition by providing flexible funding to for-profit and non-profit organizations in Portland. The grant encourages innovative proposals for business growth, capital access, and community resilience, ultimately promoting wealth creation in historically marginalized communities affected by systematic racism.

The Multnomah Athletic Foundation offers community grants aimed at promoting athletic participation among youth, particularly those from underserved communities. By prioritizing access and opportunities, the foundation seeks to enhance confidence and character in young athletes. The funding is unrestricted, encouraging innovative projects that foster sustainable growth in nonprofit organizations. Emphasizing transparency and collaboration, the foundation aims to create equitable outcomes for all participants in the Portland metropolitan area.

The Fall Grant Cycle focuses on Education and Health & Human Services. In 2025, the Foundation will offer grants for paid internships at nonprofits, prioritizing DEI recruitment. Eligible candidates include students and young professionals. Grants for internships range from $8,000 to $12,000. The Health & Human Services focus will not accept new applications in 2025, but continues to support elder self-sufficiency through housing-related initiatives with $20,000 grants over two years.

The Detwiler Family Foundation Grant aims to enhance the lives of children in local communities through support for educational and artistic programs. The foundation focuses on assisting children facing life challenges, including those experiencing food insecurity, mental health needs, and disabilities. Grants are awarded to nonprofit organizations in specific U.S. regions, prioritizing projects that foster community growth and empowerment. This initiative exemplifies a commitment to enriching children's well-being and ensuring access to vital resources.

The Metro Planning and Development Grants, specifically for planning inside the Urban Growth Boundary (UGB), aim to foster equitable development in the Portland area. Grants of up to $4 million support diverse projects, including community visioning and economic strategies, helping cities and counties implement the 2040 Growth Concept. Since 2006, Metro has invested over $30 million in community projects to enhance housing and employment opportunities, ensuring a sustainable future for over 1.7 million residents.

The PGE Foundation's Career Pathways Grant Program aims to enhance economic mobility for Oregonians by providing support for programs that facilitate access to family-wage jobs and entrepreneurship. This initiative prioritizes nonprofit organizations focused on skill development, mentorship, and wrap-around services. The foundation is particularly interested in proposals that address barriers faced by underrepresented communities, including BIPOC and women-owned businesses, and encourages collaborative efforts among nonprofits to achieve measurable outcomes.

The RWN Foundation: Oregon Arts & Culture Grant supports innovative arts and cultural organizations that enhance community well-being. Focused on historically marginalized groups, it promotes access to arts education and cultural programming. The foundation seeks to fund initiatives that celebrate diverse traditions and foster social equity, particularly in Oregon. Grants are typically smaller, averaging $10,000, and are unrestricted, allowing organizations to allocate funds as needed to maximize impact.

The Ronald W. Naito MD Foundation offers Sustainable Communities Grants aimed at fostering social equity and environmental sustainability. Since its inception in 2019, the foundation supports nonprofits globally to address climate change, health disparities, and community transformation. With a trust-based approach, grants are unrestricted, enabling organizations to allocate funds according to their unique needs. The foundation values initiatives that promote social justice, economic empowerment, and environmental justice, particularly those benefiting historically marginalized communities.

The Reuse Impact Fund Grant, managed by Metro, aims to enhance the reuse, repair, and share economy in the Portland area. This initiative provides flexible, multi-year funding to established nonprofit organizations, enabling them to sustain and expand operations while diverting materials from landfills. By prioritizing high-impact materials such as textiles and electronics, the fund supports environmental sustainability and equity in underserved communities, ultimately reducing harmful emissions and promoting resource efficiency.

The Portland Arts Project Grant Program, administered by the Regional Arts & Culture Council, aims to enhance artistic development and community engagement in Portland, Oregon. This program supports individual artists and organizations with funding ranging from $1,000 to $5,000 for projects that foster public participation in the arts. Eligible applicants must reside or operate within Portland city limits. The program prioritizes investment in under-represented communities, ensuring equitable access to the arts.

The Inukai Family Foundation, established in honor of Richard Michael “Dick” Inukai, supports nonprofit organizations that enhance community welfare in Oregon, Idaho, and Southwest Washington. With a focus on positive youth development, educational grants, and healthcare support, the foundation promotes Japanese culture and provides scholarships for children of Dick's Auto Group employees. Through initiatives that address needs in education, senior care, and community outreach, the foundation continues to honor Dick Inukai's legacy of hard work and community service.

The LIFE Center Fund Grant, established by the Oregon Community Foundation in 2005, provides crucial support through two-year grants of up to $10,000 per year for food, clothing, and hygiene assistance to residents in North, Northeast, and Southeast Portland. This program prioritizes organizations that enhance services aligned with the LIFE Center's legacy, particularly those with smaller budgets and innovative solutions to community needs. The Northwest Regional ESD Foundation Grants aim to support special needs children and those at risk from birth to age 21, with a focus on equity for all backgrounds. The foundation serves Clatsop, Columbia, Tillamook, and Washington counties, providing essential resources to educators and families. Grant requests range from $100 to $2,500, emphasizing areas such as early learning, special education, and inclusive services for diverse learners.

The Regional Arts & Culture Council (RACC) invites artists and artist teams to submit qualifications for a mural or low relief artwork at CityFleet's Swan Island facilities. Funded by the City of Portland’s Percent for Art Program, this opportunity includes a budget of $150,000 for two artworks: one for functional aluminum gates and a large-scale sculpture. RACC seeks to enhance cultural richness and support historically underrepresented artists.

The Wilsonville - Metro Community Enhancement Grants, overseen by the Metro Council, support projects enhancing local communities impacted by solid waste facilities. Funding is available for initiatives that improve environmental quality, promote recycling, and benefit underserved populations. Nominations for projects will be accepted from November 12, 2025, to January 9, 2026, with selections made in spring 2026. Grants aim to rehabilitate and enhance city areas, fostering community enrichment through various programs.

The Papé Family Foundation seeks to positively impact communities where its members reside, emphasizing family unity, service, and stewardship. It funds small capital projects, building improvements, equipment needs, and operational requests for new programs (under two years old) but does not cover salaries. Eligible organizations must be within 50 miles of trustee-residing cities, including locations in Arkansas, California, Idaho, Oregon, Texas, Utah, and Wyoming.

The Hatfield Architectural Award offers a $5,000 scholarship for undergraduate and graduate students in architecture, interior architecture, and landscape architecture at the University of Oregon or Portland State University. This award honors Senator Mark O. Hatfield's legacy, recognizing students committed to community service and design excellence. Applicants must submit an essay and portfolio demonstrating their dedication to community-centered design, reflecting the values of thoughtful and collaborative architectural practice.

The Community Enhancement Grants in Sherwood, funded by Metro, aim to uplift neighborhoods impacted by garbage transfer facilities. Since 1986, over $6 million has been invested in local projects, enhancing community well-being through initiatives that support youth, improve environmental quality, and boost recreational opportunities. Each spring, approximately $90,000 is awarded to various projects, fostering collaboration between non-profits, local governments, and community organizations. This program exemplifies a commitment to creating thriving communities in the Sherwood area.
