Priority will be given to project proposals that focus on:

• therapeutic strategies for dealing with behavioral and social needs of persons with Alzheimer’s disease and their caregivers;
• the discovery and validation of a broad spectrum of potential therapeutic targets or novel therapeutic strategies, or discoveries which provide novel insights into the pathophysiology of Alzheimer’s disease, and/or identify novel biomarkers;
• stimulate a consortium of clinical centers to conduct high quality clinical research studies of greater breadth than described in priority two;
• epidemiologic studies to improve our understanding of genetic, epigenetic, and acquired neurodegenerative, cardiac, and vascular disorders that result in cognitive impairment and Alzheimer’s Disease and how these conditions affect Floridians; and
• support for physician or postdoctoral fellowship training in Alzheimer’s disease research. Refer to the Research Priorities section of this FOA for more information.

Grant Categories: Postdoctoral Research Fellowship Grant

Grants support the career development of individuals who have made a commitment to focus their research endeavors on research oriented to clinical service, evaluation, neurochemistry, neurosciences, neuromedicine, neurotherapeutics, neuropharmacology, neuropathology, etc. Research organizations are eligible to apply for no more than three Postdoctoral Research Fellowship Grants. Organizations choosing to submit two or more Postdoctoral Research Fellowship Grant applications must assure that they address different focus areas (1-4) listed under Priority Area 5.

The Florida Civil Money Penalty (CMP) Funds program, managed by the Agency for Health Care Administration, aims to enhance the quality of care and life for nursing home residents through innovative projects. Funded by monetary penalties imposed on non-compliant nursing homes, these funds support initiatives that exceed minimum standards, including resident relocation assistance and improvements in facility operations. Organizations such as advocacy groups and long-term care facilities can apply, provided they adhere to CMS regulations.

 Grants stimulate a consortium of clinical, basic, translational and underrepresented research institutions/centers to conduct high quality grant-supported research. The consortium should involve partnerships to be developed among investigators across the state of Florida, with the award made to the lead organization. The lead organization of the consortium must perform a substantive role in conducting the planned research including providing oversight of all scientific, programmatic, financial, and administrative matters related to the grant. The collaborating organizations must have well-defined roles that contribute to the common scientifically rigorous research goals, and include sound background information, hypotheses, protocols, and promising practices that address clearly one or more areas of research interest. A letter of commitment from all collaborating organizations is recommended. Grants may range from discovery science to more mature projects that are attempting to advance a therapeutic approach or concept. Research organizations are eligible to apply for no more than one Consortium Grant.

Florida Constitution authorizes the Fish and Wildlife Conservation Commission

The Florida Constitution authorizes the Fish and Wildlife Conservation Commission to enact rules and regulations regarding the state's fish and wildlife resources. To do this, the 7 FWC Commissioners meet 4 times each year to hear staff reports, consider rule proposals and conduct other Commission business.

Boating Infrastructure Grant Program (BIGP)

The Boating Infrastructure Grant Program (BIGP) provides funding through competitive grants for tie-up facilities for transient recreational boats 26 feet or longer (non-trailerable). This program is funded by the U.S. Fish and Wildlife Service. 

Types of Funding Available

There are two types of grants, Tier I and Tier II

Tier I Projects

In any given funding cycle, the State of Florida may receive a total of $300,000 for Tier I projects. All Tier I projects must meet the eligibility requirements of 50 CFR 86.20. Each Tier I project cannot exceed $300,000; however, the State of Florida may select one (1) or as many Tier I projects as are eligible so long as the aggregate of these projects does not total more than that year's funding cycle allotment. Tier One projects compete against other Florida projects for funding.

The Florida Boating Infrastructure Grant Program (BIGP) Tier II offers competitive funding for transient recreational boat tie-up facilities. With an annual budget between $9 million and $14 million, it supports projects exceeding 26 feet in length. While there is no maximum project cost, federal funding is capped at $1.5 million. This program, overseen by the Florida Fish and Wildlife Conservation Commission, encourages innovative proposals that meet stringent eligibility criteria.

Florida Department of Law Enforcement

FDLE is composed of five areas: Executive Direction and Business Support, Criminal Investigations and Forensic Science, Criminal Justice Information, Criminal Justice Professionalism and Florida Capitol Police. In addition, the department formally coordinates boards, councils, and commissions. FDLE’s duties, responsibilities and procedures are mandated through Chapter 943, FS, and Chapter 11, FAC.

State Assistance for Fentanyl Eradication (S.A.F.E.)

State funding is available to conduct investigations designed to combat illegal fentanyl activity. This grant provides reimbursement for approved fentanyl-related investigative operations, which may include:

Awards

Available funds will be distributed based on the operational needs of each agency’s investigations as approved by the S.A.F.E. Executive Board, not to exceed a combined total of $12,902,972.

Pathways to Career Opportunities Grant (PCOG) Program

Subject to legislative approval and the governor’s signature, state funds are appropriated under the 2026-2027 state of Florida General Appropriations Act (Item Number 121 – Aid to Local Governments – Grant Aids) to establish new and operate or expand existing registered apprenticeship or preapprenticeship programs. 

The Wawa Foundation offers financial grants exceeding $2,500 to 501(c)(3) non-profit organizations in its six-state market, focusing on health, hunger, and supporting everyday heroes. Applications are accepted in January, April, July, and October, with grant requests reviewed prior to the next submission window. Eligible organizations include those working to improve lives through health initiatives, hunger relief efforts, and support for community heroes. The Wawa Foundation offers in-kind support to 501(c)(3) non-profit organizations within its six-state area, focusing on health, hunger, and everyday heroes. Organizations can request product donations, such as Wawa brand beverages, or gift baskets for fundraising events. Requests must be made at least four weeks in advance, and support is subject to availability. This initiative aims to strengthen community ties and enhance local philanthropy through meaningful contributions.

Pathways to Career Opportunities – Grow Your Own Teacher Apprenticeship Program

The state funds appropriated in House Bill 5001, General Appropriations Act (GAA) (Item Number 121 – Aid to Local Governments – Grant Aids), includes a $5 million set aside for the Grow Your Own Teacher Apprenticeship Program.

The purpose of this sub-initiative is to increase the supply of qualified teachers by creating a teacher pipeline for Florida. It is designed to encourage partnerships between eligible applicants and participating employers (Florida school districts, charter schools and charter management organizations) to provide an innovative, no-cost pathway to the teaching profession for registered teacher apprentices.

The funds for this grant are appropriated in the 2026 General Appropriations Act (GAA) as a sub initiative to the Pathways to Career Opportunities Grant (PCOG).

The Dr. Harry J. Heeb Foundation Grant supports underprivileged and abused children, providing medical attention for related disabilities in the fields of eye, ear, nose, and throat health. It also funds education and training for healthcare providers and nurses. Operating primarily in Florida and Wisconsin, the foundation seeks to improve the lives of those in need through both direct support and research. Grants typically range from $2,500 to $20,000.

The Leo Goodwin Foundation Grant supports nonprofit organizations that enrich lives, inspire hope, and promote good health in the community. By providing financial contributions, the foundation focuses on areas such as children's services, education, the arts, health, and human services. Eligible organizations must be classified as 501(c)(3) charitable entities and demonstrate a strong mission and fiscal responsibility, ensuring that aid reaches those who need it most. Grants are awarded year-round to foster community growth and well-being.

The Dollar General Literacy Foundation offers Family Literacy Grants to nonprofit organizations that support family literacy initiatives. Eligible applicants must provide services such as adult education, children's education, and parent-child engagement activities. Organizations must be located within 15 miles of a Dollar General store and have a valid IRS tax ID. This funding aims to enhance literacy skills for families, empowering individuals to achieve their educational goals.

The Citizens Charitable Foundation offers grants focused on Workforce Development and Financial Empowerment. Organizations applying must be IRS-qualified 501(c)(3) nonprofits located in specific states. The foundation seeks to partner with high-impact nonprofits to create measurable community impact through innovative programs. Funding is directed towards job training, career education, and coaching initiatives, with a strong emphasis on collaboration and volunteerism.

The Artist Creative Practice Grant by South Arts supports individual artists in various disciplines by funding professional development opportunities. T. Mark Schmidt Off-Highway Vehicle Grant Program

The purpose of the T. Mark Schmidt Off-Highway Vehicle Grant Program (hereinafter referred to as the OHV Grant Program) is to provide financial assistance to Applicants as further defined below, to provide or improve off-highway vehicle recreational areas or trails for public use on Public Lands. Through the Off-Highway Vehicle Tilting Program, the state of Florida has been allocated funds for implementing this program. The primary purpose of the OHV Grant Program is to provide and/or improve off-highway riding opportunities on Public Lands by establishing and/or maintaining existing or new riding areas; provide enforcement of applicable regulations to the System and off-highway vehicle activities; provide safety, training and rider education in the operation of off-highway vehicles and if funds are available, acquire lands to be included in the System and manage and rehabilitate such lands. Grant awards are recommended by the Off-Highway Vehicle Recreation Advisory Committee annually, with final approval by the Commissioner of Agriculture, and appropriated by the Florida Legislature.

About Us

The Florida Department of Health (DOH) was established by the Florida Legislature in 1996, however public health has its roots in Florida dating back to 1888 with the creation of the Florida State Board of Health.

In 2007, the first-ever State Surgeon General was established to spearhead the efforts of DOH, thereby designating a health officer to oversee all matters of public health. The Surgeon General’s role is to be the state’s leading advocate for wellness and disease prevention.

James and Esther King Biomedical Research Program

The biomedical research program works to improve the health of Floridians by researching better prevention, diagnoses, treatments, and cures for cancer, cardiovascular disease, stroke, and pulmonary disease.

Program goals

• Improve the health of Floridians by researching better prevention, diagnoses, treatments, and cures for cancer, cardiovascular disease, stroke, and pulmonary disease.
• Expand the foundation of biomedical knowledge relating to the prevention, diagnosis, treatment, and cure of diseases related to tobacco use, including cancer, cardiovascular disease, stroke, and pulmonary disease.
• Improve the quality of the state’s academic health centers by bringing the advances of biomedical research into the training of physicians and other health care providers.
• Increase the state’s per capita funding for research by undertaking new initiatives in public health and biomedical research that will attract additional funding from outside the state.
• Stimulate economic activity in the state in areas related to biomedical research, such as the research and production of pharmaceuticals, biotechnology, and medical devices.

Florida Cancer Innovation Fund

The Florida Legislature created the Florida Cancer Innovation Fund in 2024 within the Casey DeSantis Cancer Research Program, with oversight by the Florida Cancer Connect Collaborative, to support innovative cancer research and treatment models, including emerging trends that may serve as catalysts for further research and treatments.

In Fiscal Year 2025-26, a total of $60 million is available for Florida cancer innovation research.

This year’s grant funding represents an expanded commitment to comprehensive cancer prevention and treatment innovation, including dedicated support for clinical trials, nutrition-based prevention research, and generic drug repurposing initiatives.

The purpose of this effort is to energize collaborations between oncologists, cutting edge researchers and cancer facilities and to provide a plausible route for expedited funding to bolster competitiveness for extramural cancer research funding. The aim is to provide opportunities to break down longstanding silos between researchers, cancer facilities, and medical providers to improve cancer research and treatment through rapid (12-month) innovative approaches to cancer research.

Expanding Florida’s Cancer Research

• Identifying ways to attract new research talent and attendant national grant-producing researchers to cancer research facilities
• Implementing a peer-reviewed, competitive process to identify and fund the best proposals to expand cancer research institutes
• Funding proposals that demonstrate the greatest opportunity to attract federal research grants and private financial support
• Encouraging the employment of bioinformatics to create a cancer informatics infrastructure that enhances information, resource exchange, and integration through researchers working in diverse disciplines, to facilitate the full spectrum cancer investigations

The Florida Department of Health’s Live Like Bella Pediatric Cancer Research Initiative supports the pursuit of identifying cures for pediatric cancer.

The Live Like Bella Pediatric Cancer Research Initiative is established in section 381.922, Florida Statutes, works to advance progress toward curing pediatric cancer through grants awarded through a peer-reviewed, competitive process, to:

• Significantly expand pediatric cancer research capacity in Florida
• Improve both research and treatment through greater pediatric enrollment in clinical trials networks
• Reduce the impact of pediatric cancer on disproportionately impacted individuals

Research Focus

Bella Initiative Grant Categories: Bridge

The intent of this grant mechanism is to provide interim support for promising investigator-initiated research projects that have been highly rated by national panels of peer reviewers in recent federal competitions but were not funded due to budgetary constraints. In the case of this competition, no more than 18 months may pass between having received a funding decision by a federal agency and submission of an application to the program. Allowable federal competitions include but are not limited to those conducted by the National Institutes of Health (NIH), the Department of Defense Congressionally Directed Medical Research Programs, the National Science Foundation, the Agency for Healthcare Research and Quality, the Health Resources and Services Administration, the Centers for Disease Control and Prevention, and the United States Food and Drug Administration. To be eligible, applicants must have submitted a multi-year, investigator-initiated research application to a federal agency (such as an NIH R type). The applicant must have received a peer-review summary statement indicating high scientific merit. For purposes of this competition, “high scientific merit” is a percentile ranking within five percentile points of the respective federal funding stream’s pay line or a score of two or better for federal funding streams that do not provide a percentile rank with peer-review results.

The Florida Department of Health’s Live Like Bella Pediatric Cancer Research Initiative supports the pursuit of identifying cures for pediatric cancer.

The Live Like Bella Pediatric Cancer Research Initiative is established in section 381.922, Florida Statutes, works to advance progress toward curing pediatric cancer through grants awarded through a peer-reviewed, competitive process, to:

• Significantly expand pediatric cancer research capacity in Florida
• Improve both research and treatment through greater pediatric enrollment in clinical trials networks
• Reduce the impact of pediatric cancer on disproportionately impacted individuals

Research Focus

Applications submitted in response to this Funding Opportunity Announcement (FOA) must be responsive to one of the following areas of focus.

Bella Initiative Grant Categories: Discovery Science

Discovery science means fundamental theoretical or experimental investigative research to advance knowledge without a specifically envisaged or immediately practical application. Directed to understanding the events related to the development of cancer at the molecular, cellular, and organismic levels, as well as the discovery and development of new drugs or therapies. This section includes studies on basic biology of e-cigarettes. Applications under this mechanism can include observational or cross-sectional studies not involving a clinical trial. Outcome measures can be self-reported, observational, behavioral, biologic, or genetic.

Bella Initiative Grant Categories: Emerging Therapeutics and Technologies

This grant category supports research on emerging therapeutics and technologies used in the diagnosis and treatment of cancer and tobacco-related diseases. Examples include but are not limited to personalized/precision medicine therapies, immunotherapy, gene therapy, repurposing of previously used medications, use of artificial intelligence (AI) in diagnosis and treatment, and comparative effectiveness trials of emerging treatments.
