This grant supports organizations that enhance employment opportunities for underrepresented communities, strengthen community-focused financial institutions, and promote equitable access to housing and civic engagement. Applications are accepted on a rolling basis, with a focus on systemic improvements for individuals and communities.

The Water & Waste Disposal Loan & Grant Program in Minnesota provides essential funding for rural areas to ensure access to clean drinking water and effective waste management systems. Eligible uses include the construction, improvement, and maintenance of drinking water systems, sewage disposal, and stormwater management. This program supports state and local governments, nonprofits, and tribes in areas with populations of 10,000 or less, promoting public health and environmental sustainability.

The C.H. Robinson Foundation's Twin Cities Grants Program, established in 2005, focuses on enhancing local communities through grants that support basic needs such as hunger, shelter, education, and workforce development. Organizations eligible for funding must be 501(c)(3) tax-exempt entities and serve the Minneapolis-St. Paul area. The Duluth Superior Area Community Foundation was established in 1983 by visionary community leaders. We are a collection of hundreds of endowed funds established by individuals, families, private foundations, and businesses to enhance the quality of life in our region. Since our inception, we have distributed more than $40 million in grants and scholarships and currently administer over 360 different funds, each with its own charitable purpose. The Community Opportunity Fund is at the heart of our work at Boreal Waters Community Foundation. It’s how we connect generosity with possibility to support bold ideas, local leadership, and long-term solutions across northeastern Minnesota and northwestern Wisconsin.

Each year, this fund helps nonprofits tackle critical challenges, strengthen communities, and ensure that everyone in our region can thrive.

A Grant Program Rooted in Community and Collective Generosity

As our region’s permanent civic endowment, the Community Opportunity Fund helps nonprofits and community groups respond to challenges, create solutions, and build a better future. In 2023, we restructured the fund to offer larger, more flexible grants—supporting not just programs, but long-term vision and systems change.

We focus on these interconnected areas:

Community Opportunity Fund: Resilience Grant Focus

Projects must enhance the ability of organizations, families, or communities to anticipate, adapt to, and recover from challenges, creating sustainable, long-term solutions that reduce risk and promote resilience.

Examples include:

• Leveraging partnerships and resources to implement scalable, lasting solutions that strengthen community resilience.
• Expanding access to knowledge, training, and tools that improve economic, social, or environmental stability for individuals and families.
• Developing community-driven solutions that address housing stability, food security, workforce resilience, or climate adaptation.
• Applying innovative or proven strategies that increase a community’s ability to prepare for and respond to systemic challenges (e.g., disaster preparedness, economic shifts, public health crises).

What We Fund

We support a wide range of community-driven, equity-centered work. Funding can be used for:

The Family & Neighborhood Stability Grant by the McNeely Foundation aims to enhance the economic vitality and stability of youth and low-income families in East Side St. Paul. The foundation prioritizes organizations that provide financial literacy, supportive housing services, and employment training. It welcomes applications from tax-exempt non-profits and public agencies, focusing on programs that foster community development and individual empowerment. Grants are awarded primarily for program support, with a strong emphasis on data-driven strategies and community partnerships.

The National Trust Preservation Funds provide grants ranging from $2,500 to $5,000 to support local preservation projects and ongoing work. These funds aim to enhance community engagement in preservation, foster technical expertise, and stimulate financial participation from the private sector. Eligible applicants include public agencies and nonprofit organizations focused on planning and education efforts related to preservation. The program is particularly interested in initiatives that reach new audiences and further the preservation movement.

The Impact Fund provides recoverable grants to legal services nonprofits and small law firms working on social, environmental, and economic justice issues. With over $10 million awarded since 1992, the fund supports impactful litigation addressing systemic injustices. Grants range from $10,000 to $50,000 and prioritize cases directly involving affected communities. Recipients must repay the grant amount with interest if they recover fees or costs, ensuring sustainability for future funding.

The Community Homeownership Impact Fund, managed by the Minnesota Housing Finance Agency, aims to enhance affordable housing in Minnesota by funding developers and administrators of single-family, owner-occupied homes. This program focuses on increasing the housing supply while ensuring safety and habitability. It offers interim loans, deferred forgivable loans, and grants to bridge financial gaps. Eligible applicants include cities, tribes, and nonprofits, all working towards improving housing accessibility and supporting community development.

The C.H. Robinson Foundation Strategic Industry Grant Program supports nonprofits that enhance the supply chain and logistics workforce, promote environmental sustainability, and provide education in transportation. Since its establishment in 2005, the foundation has focused on impactful partnerships aligned with its mission. Eligible organizations must be 501(c)(3) nonprofits or similar entities, and located within the Minneapolis-St. Paul metropolitan area, ensuring community-driven support and development.

The Bayer Fund Health & Wellness Grant Program aims to support organizations that provide education and resources for patients and caregivers facing cancer and cardiovascular diseases. Grants focus on assisting communities, particularly the African American population, in managing these health issues. Funding covers educational services, disease awareness, and access to care, with all activities to commence post-funding decisions. Eligible organizations must hold a 501(c)(3) status and operate within 55 miles of Bayer sites.

The Grand Rapids Area Community Foundation, established in 1994, aims to enhance the quality of life in the Greater Itasca Area through philanthropic efforts. Governed by a dedicated Board of Directors, the foundation awards grants to nonprofits addressing local needs across various sectors, including education and the arts. With over 30 years of experience, it connects generous donors with community needs, fostering collaboration and compassion to create lasting, positive change.

The Joseph Durda Foundation, established in 1989, prioritizes charitable giving to alleviate poverty, support orphans, and assist disabled individuals. The Foundation seeks to empower underprivileged youth through education and invest in medical research, particularly cardiovascular health. Grants are directed towards organizations that positively impact communities, especially those where board members reside, while maintaining a focus on military veterans and their families. Note that individual grants and funding outside these priorities are not supported.

The John T. & Elizabeth C. Adams Arts Fund Grant, established by the Duluth Superior Area Community Foundation, aims to enhance artistic quality in the Duluth-Superior area. It supports programs that enrich performances and artistic services, promoting cultural growth. Eligible organizations include 501(c)(3) nonprofits and governmental entities in the region, which encompasses parts of Wisconsin and Minnesota, as well as specific tribal nations. The fund is committed to fostering community through the arts.

The GIG Fund: Arts and Wellness offers grants ranging from $2,000 to $15,000 to support projects that blend arts and wellness. Open to non-profit organizations, hospitals, and clinics across the Midwest, this fund aims to enhance community well-being through artistic initiatives. Eligible applicants must engage professional artists and provide activities that promote health and creativity. This funding round supports activities occurring between December 1, 2025, and June 30, 2026, emphasizing the importance of arts in fostering wellness.

The Programming Grants for Arts Organizations, previously known as Presenter/Production Assistance Grants, provide funding to nonprofit organizations and artists in Southeastern Minnesota. Sponsored by the Southeastern Minnesota Arts Council, these grants support arts-related programming, including public performances and educational activities. Organizations must demonstrate artistic quality and community impact, while educational institutions are eligible for Presenter Assistance. Grants of up to $5,000 are available to foster creativity and cultural engagement in the region.

The Samuel F. Atkins and Barbara H. Atkins Memorial Fund Grant, managed by the Duluth Superior Area Community Foundation, supports projects that assist low-income individuals and address animal welfare. Eligible organizations include 501(c)(3) nonprofits, governmental entities, and tribal governments located in specific counties in Wisconsin and Minnesota. The fund prioritizes projects demonstrating financial need, including emergency services and training programs for the physically disabled. This grant exemplifies the foundation's commitment to enhancing community welfare.

The Mid-Career Project Grant supports Minnesota-based mid-career public artists in creating public artwork, whether temporary or permanent. Eligible projects include various forms such as performance, sculpture, and photography, accessible to all. Applicants must have at least ten years of experience, live in Minnesota, and produce original work. This grant encourages diverse artistic expressions that contribute to community engagement and cultural enrichment.

The Early-Career Artist Research & Development Grant supports Minnesota-based early-career artists engaged in public art research and development. This funding aims to amplify diverse artistic voices, particularly from BIPOC, LGBTQIA+, and rural communities. Grants of $2,500 each can be used for activities like planning and community dialogues related to public art projects. Applicants must demonstrate originality and reside in Minnesota, ensuring all projects are freely accessible to the community.

The Mid-Career Professional Development Grant is designed for Minnesota-based mid-career artists aiming to enhance their public art careers. This funding supports project development and various professional activities, including residencies, apprenticeships, and skill development. Applicants must have lived in Minnesota for at least 12 of the last 24 months, and their projects must be original and not replicate previous work. This grant fosters creativity and professional growth in the public art sector.

The ARAC Art Project Grant offers up to $5,000 for arts activities that benefit local communities in Minnesota. Eligible applicants include 501(c)(3) nonprofits, colleges, schools, and tribal governments that have operated for at least one year. Projects should engage the public and occur within specified counties. Funds can support various arts initiatives, including performances, exhibitions, and workshops, but cannot be used for general operating costs or activities primarily for private benefit.
